The Commission meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address the Commission: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Commission meeting and closed at the end of the meeting and will be a part of the official record. Call to Order The meeting was called to order at 5:31 P.M. 2. 5:30 P.M. Roll Call Councilmember Barazza was in attendance for the meeting but technically difficulties with remote participation prevented him from voting on the action items. Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Sarah Parkes Present 8 - Commissioner Maiyer VangAbsent1 - 3. Outreach Committee CULTURAL ARTS PLAN - Commissioner Parkes announced the Cultural Arts Plan outreach campaign kicked off the previous week with an update to the Measure P website. The update included a video from Mayor Dyer and a new tab for the Cultural Arts Plan. She also announced the Cultural Arts Plan survey would launch on September 22, 2022. Additional communications promoting the survey and upcoming community meetings would be forthcoming. Finally, it was announced that three proposals had been received for the Boots on the Ground outreach implementation. The proposals were reviewed by the Cultural Arts Plan subcommittee and the City of Fresno was currently negotiating with the applicants. PARKS MASTER PLAN - there were no updates for the Parks Master Plan. OUTREACH SUBCOMMITTEE - Commissioner Oputa reminded the Commission the plan was to start recording the requests and proposals made by the public during the Commission meetings. She also reminded Commissioners to provide PARCS Department staff the contact information for individuals or groups that would benefit from receiving Measure P and PRAC related information. 7. Members Reports and Comments Commissioner Parkes - reported she was exploring the parks and trails in Chicago and was inspired and excited to head back to Fresno to help City of Fresno ***Subject to Mayoral Veto Page 3 September 12, 2022Parks, Recreation, and Arts Commission Meeting Minutes implement incredible Measure P projects. Commissioner Oputa reported she had been receiving interview requests and asked for guidance on how to handle those issues. Senior Deputy City Attorney Costa stated she would follow up with the Commissioner to discuss. Commissioner Cummings announced California Clean Air Day would be October 5, 2022. A tree planting event for Clean Air Day was scheduled at California State University, Fresno and would be followed by other tree planting events throughout the city. Commissioner Barraza was unable provide reports or comments due to technical difficulties with remote participation in the Commission meeting. Vice Chair Dohlin recommended testing the audio and video equipment of each Commissioner prior to the start of Commission meetings. Chair McCoy commented on the poor condition of Roeding Park which included yellowing and brittle grass as well as bathrooms occupied by homeless individuals. She inquired about the status of the Park Rangers and cooling and warming centers. Director Aguirre noted the Park Ranger job specification and union negotiations were complete and the Fresno City Council would hear the item during the September 29, 2022, City Council meeting. He also noted the yellowing grass at Roeding was due to the extreme heat and vandalized irrigation systems. The PARCS Department was in contact with the Public Works Department to repair the damaged systems. Director Aguirre stated ice cold water bottles were available for people and pets at the cooling centers. He also explained the Fresno City Council would discuss potential changes to cooling and warming centers during the September 29, 2022. The potential changes could include additional warming centers and lowering the temperature threshold for activating cooling centers. 8. Assistant Director Ramirez announced staff was hard at work on Cultural Arts Plan items. She shared that helmets and fliers would be passed out at all neighborhood parks on September 21, 2022, for Safety Day. As for programs, Assistant Director Ramirez announced "co-ed baby soccer," and "co-ed junior flag football" would be starting soon. Baby soccer was for children ages 3 to 6 and would begin September 26, 2022. Junior flag football was for children ages 7 to 12 and would begin October 15, 2022. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no member of the public choose to address the Commission. 10. Workshops: 10.-A.ID 22-1432 Workshop - To provide an update on the PARCS Department Fiscal Year 2023 Budget for Measure P Expenditure Category (3) Youth and Senior Recreation Programs; After School Programs; and Job Training for Youth and Veterans. (PARCS) The above workshop was presented to the Commission by Director Aguirre and Community Coordinator Fields. Discussion on this item included: hiring referees for youth sports; extending hours for youth employment during winter and spring break; cultural inclusivity in recognition of holidays celebrated by the diverse community in the City of Fresno; how decisions are made to place youth employment applicants in the administrative, custodial or recreational employment disciplines; tracking the demographics of all youth employed in programs and the demographics of the youth placed in each discipline; the history of the youth jobs program; the difference between the youth jobs program and One Fresno jobs program; the need for wrap around services for people in the youth jobs program; soliciting feedback and ideas from families, potential service providers and community benefit partners with regards to the fee waiver program; senior programs and when meals are provided; plans for senior programming at Hinton Park Community Center; the number City of Fresno ***Subject to Mayoral Veto Page 5 September 12, 2022Parks, Recreation, and Arts Commission Meeting Minutes of locations senior programs are offered; the availability of internet and computers at community centers; locations for the Adaptive Recreation Program; expanding science programs beyond the Highway City Science Center; utilizing Measure P funds for job training; the status of the fee waiver program, and; the relationship of the PARCS Department with California State University, Fresno. 10.-B.ID 22-1433 Workshop - To provide an update on the status of in progress projects funded by Measure P. (PARCS) The above workshop was presented to the Commission by Projects Administrator Chinevere. Mr. Chinevere noted Quigley Park should not have been listed on slide 7 of the presentation as that park was not utilizing Measure P funds for HVAC replacement. Discussion on this item included: utilizing photographs in future presentations; whether or not the poles at Vinland Park, that convert from tennis to volleyball height, meet the needs of the volleyball community; not utilizing Measure P funds for Tower Theatre in FY 2023; improvements to the bathrooms at Lafayette Neighborhood Center; specific improvements planned for Neilsen Park; past and pending improvements for Einstein Park and the sports fields at that location, and; how assessments for city park needs are made. 11.
