The Commission meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address the Commission: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Commission meeting and closed at the end of the meeting and will be a part of the official record. Parks Master Plan: Commissioner Cummings reported staff met with WRT regarding the scope and fee related to the Parks Master Plan amendment. She stated there will be a meeting with the subcommittee shorlty. 7. Members Reports and Comments Commissioner Cummings discussed the recently approved tree policy and the $50,000 youth jobs to assisting with the tree planting goals. Commissioner Oputa spoke regarding gun violence and recent tragedies. Commissioner Singh meet with the community to discussed their budget recommendations. Commissioner Parkes spoke regarding the public participation in the Council Chambers. 8. City Administration and PARCS Staff Reports and Comments There was no reports made by the administration. 9. (PARCS) Upon call, there was no public comment. 12-B.ID 22-935 HEARING - To Adopt the Fiscal Year 2023 Parks, After School, Recreation and Community Services (PARCS) Department Measure P Budget Recommendations for City Council’s Consideration. Discussion on the item included: plans to incorporate sports into the parks that are being design, Cultural Arts allocation, clarification regarding the $500,000 in cultural arts plan, funding for programs and services, Fresno Cleanup, commissioners participating in the budget process, determining the 50% funds to the highest needs neighborhoods, making sure it the 50% City of Fresno ***Subject to Mayoral Veto Page 4 June 6, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Draft requirement is clean now as opposed to waiting for an audit, to add a community engagement item for the public on the next agenda, and stop light at JSK Park. Commissioner Oputa motioned to recommend $300,000 for a Youth Activities Fee Waiver/Voucher Program . Commissioner Barraza seconded the motion. Motion PASSED 7-0. Commissioner Parkes motioned to recommends City Council work with the Commission or City Council directs staff to set up a set of guidelines for grant making and or request for proposals for contracting with local organization to implement programs and projects using Measure P funds. That the guidelines be adopted by Council by end of August 2022. Commissioner Cummings seconded the motion. Motion PASSED 7-0. Motion withdrawn. Commissioner Parkes motioned to recommends the Public Works Department coordinates with the San Joaquin River Conservancy and San Joaquin Parkway and Conservation Trust to develop the plans for the parkway as the Measure P ordinance requires. Motion withdrawn. Deputy City Attorney Costa stated to make recommendations to the City Council for adoption of expenditures in connection with the annual budget process. Therefore the two motions made by Commissioner Parks are not proper motions. Commissioner Cummings motioned to recommend to fund $50,000 for a planning grant to implement a youth program focused on civic education around community centers piloted in Southwest Fresno to develop a proposal for several community centers in high needs areas of Fresno to engage students in work that would reflect civic engagement, community service, service learning, and active engagement for youth in projects to better their communities. Commissioner Oputa seconded the motion. Motion PASSED 5-2, Commissioner Parkes and Vice Chair voted no. Chair McCoy motioned to recommend that the park ranger program stay City of Fresno ***Subject to Mayoral Veto Page 5 June 6, 2022Parks, Recreation, and Arts Commission Meeting Minutes - Draft underneath the PARCS Department and not be under the supervision of the Police Department . Vice Chair Dohlin seconded the motion. Motion PASSED 6-1, Commissioner Barraza voted no. Commissioner Cummings motioned to recommend to set aside funding for PARCS to work with the cricket, field hockey, and volleyball communities on creating facilities at parks that are preferably multi-use, but not exclusively, for the purpose of expanding opportunities for sports . Vice Chair Dohlin seconded the motion. Motion PASSED. Commissioner Parkes motioned to recommend that no Cultural Arts funding be appropriated except what is required to complete the plan, and that the administrative fee be limited to 2% of what is appropriated. Chair McCoy seconded the motion. Motion PASSED 7-0. Commissioner Parkes stated there are a lot of percentages throughout the ordinance and the commission needs to see that level of detail to know for sure the budget is meeting the ordinance requirements. Commissioner Barraza agreed to the statement. Chair McCoy motioned to not accept the PARCS department budget that was presented to the Commission. Commissioner Barraza seconded the motion. Discussion: Subcommittee Reports: a. Cultural Arts Plan: b. Parks Master Plan: Commissioner Parkes gave an update on the Cultural Arts Plan from the prior week. Commissioner Parkes met with staff to discuss the draft plan of the timeline of the Cultural Arts Plan to better prepare for the Commissions and City Council's review. There were no Parks Master Plan updates. 7. Members Reports and Comments Commissioner Barraza discussed the following: Budget Motion #2 approved by City Council pertaining to the allocation of $12.8 million in Measure P funds.Commissioner Barraza wanted to know the cost-benefit of investing in the basins and had concerns about how long the basins will be available for recreational purposes. Also, he wished for the Commission to be more involved in the process of buying land for parks. Commissioner Cummings expressed concerns with the Council not meeting with the Commission prior to the adoption of the 91 budget motions and would like to have their recommendations implemented. Commissioner Parkes affirmed the frustrations felt by the other Commissioners. Commissioner Vang requested to extend the cooling centers hours from 9:00 A.M. to 8:00 P.M. She asked if food and water will be provided and if Public Service Announcements would available in Hmong, Spanish, and Punjabi. She spoke regarding the raising of the Pride Flag and comments made by a Councilmembers. She thanked Vice Chair Dohlin and the Fresno Chaffee Zoo for including all Fresno. 8. City Administration and PARCS Staff Reports and Comments PARCS Director Aguirre gave the commission an update on all four cooling centers. He stated they are open when temperatures reach or exceed 105 degrees, and the other fourteen community centers will be opened Monday-Friday from 10:00 A.M. to 7:00 P.M. He stated there are four cooling centers that have free FAX rides to those who need transportation. FAX outlined what members need to do to receive their services. PSAs are also sent out to families. He also stated that splash pads and pool lessons are up and running. Wreck swim is also open and free to all residents. The cooling centers do not provide food but they do provide water, and after school snacks are available on many sites from Monday-Friday. 9. Discussion on this item included: Establishing the outreach committee, easier access to the Measure P website, ways for community outreach to those who do not have social media, proposal of branding Measure P, the proposed Ad Hoc committee should have specific tasks and timelines, concerns of duplicated efforts from Cultural Arts and Parks Master Plan, potential community members on the Ad Hoc, and the commission requested that a small group come to the next meeting with outlined details. Chair McCoy motioned to continue the discussion of the formation of an Outreach Committee until the next meeting with commissioners to come prepared with roles of committee members and plans on how to improve community engagement. Commissioner Parkes seconded the Motion. Motion Passed 7-0, Commissioner Miller and Commission Singh were absent. 12-B.ID 22-1085 Hearing - Receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans.
