You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx and click on the “In progress” link under “video” for the corresponding meeting. The Council meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address City Council: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Council meeting and closed at the end of the meeting and will be a part of the official record. Members Report and Comments Commission Barraza asked staff for an update on the action City Council took on the recommendation made on the Measure P agenda item. Chair McCoy announced the item was continued to the November 4, 2021 regular meeting. Commissioner Oputa addressed her concerns with the survey and the lack of community input that was provided. Commissioner Parkes encouraged the Commission to attend the meeting in person at City Hall. Chair McCoy asked the Commissioners to hold their questions during workshops until staff presentation is finished. Commissioner Cummings spoke regarding addressing questions from members of the public during pubic comment regarding Roeding Park. 8. City Administration and PARCS Staff Reports and Comments Program Administrator Ramirez announced interpreters are available at today's meeting, and the Measure P council item was continued to November 4, 2021. 9. Unscheduled Communication Upon call, the follow member of the public addressed the Commission: Glenna Gammel. 10. Workshops 11. Discussion Item 11-A.ID 21-814 DISCUSSION - Parks Identification of Projects and Priorities Process (WRT) The above item was introduced to the Commission by Consultant Gibbs, WRT and Director Miller, PARCs Department. Consultant Gibbs responded. DISCUSSED 12. Hearings 12-A.ID 21-800 Actions pertaining to the Highest Needs Definition (WRT) 1.HEARING - Presentation of the Proposed Highest Needs Definition 2.ACTION - Recommendation to City Council to Adopt the Proposed Highest Needs Definition The above item was introduced to the Commission by Consultant Gibbs, and Associate Bejarano, WRT. Upon call, the following member of the public addressed the Commission: Sylvesta Hall. Commissioner Vang ask that the survey be open to the community to obtain more public participation without having to attend the meetings. Commissioner Barraza motioned to select the highest needs percentile from 51 to 100 top 50%. Commissioner Singh seconded the motion. Motioned FAILED Commissioner Oputa motioned to accept WRTs recommendation and that the commission vote separately on the equity factor and highest needs. Commissioner Parkes seconded the motion. Motioned FAILED Vice Chair Dohlin motioned to accept WRT proposal as presented and take the top 25% of the highest needs neighborhoods as the cut off. Commissioner Cummings seconded the motion. Motion PASSED, 5-4, Commissioner Barraza, Commissioner Singh, Commissioner Oputa, Commissioner Vang voted no. 13. Adjournment The Parks, Recreation, and Arts Commission adjourned at 7:59 P.M. Parks Master Plan: Commissioner Parkes announced the meeting for the Cultural Art Plan was scheduled for November 15, 2021 was cancelled, but the committee did receive an update by Lilia Chavez and the Request for Proposal (RFP) went out and all the Commissioners have received a copy. Chair McCoy stated there was nothing to report out on the Highest Needs Neighborhood. Vice Chair Dohlin stated there was nothing to report out on the Parks Master Plan. 7. Members Reports and Comments Commissioner Barraza expressed his concerns regarding the representation of the Parks, Recreations, and Arts Commission at the previous Council Meeting, on November 4, 2021. Commissioner Oputa recommended an item be placed on the next agenda to discuss the Commission's ability to respond to members of the community's questions during public comment. Deputy City Attorney Costa responded. Vice Chair Dohlin congratulated Director Aguirre on his new promotion as Director of the PARCs Department and thanked Director Miller for all her work with the Commission. Commissioner Parkes thanked the city staff for the clean up work on the Luis Eaton Trail. City Administration and PARCS Staff Reports and Comments Assistant City Manager Kanne introduced and congratulated Director Aguirre and Assistant Director Ramirez on their recent promotion in the PARCs Department. Director Aguirre and Assistant Director Ramirez thanked the Commissioner's and stated they look forward to working with the committee. 9.
