Commissioner Oputa apologize for not attending the previous meeting. Commissioner Vang reported out on the first Arts and Culture Committee meeting on September 13, 2021. Assistant City Manager Kanne agreed with Commissioner Vang regarding the Ad Hoc Subcommittees making a report monthly and recommended Chair McCoy, City Attorney’s Office, City Clerk, and Assistant City Manager Kanne hold an agenda meeting weekly.  Chair McCoy reported she will be sending a doddle to meet regarding the Highest Needs Assessment.  7.New Matters and Workshops 7­A ID 21­23316 Presentation by Civic Education Center regarding teen programs in Community Centers in Fresno. The above presentation was presented to the Commission by John Minkler and Dr. Stephen Morris with Civic Education Center.  PRESENTED 7­B ID 21­23319 Discussion regarding City Adoption of guidelines for competitive Measure P grant programs The above item was introduced to the Commission by Commissioner Barraza. Commissioner Barraza requested a timetable be provided to the commissioners at the next meeting to incorporation all the steps that are coming up and taking into consideration that there will be actions take by the commission and the timely development of the policies. 8.Unscheduled Communication 8­A ID 21­23400 Public comment received regarding the Southeast Fresno 49­acre soccer complex. On motion of Vice Chair Dohlin, seconded by Commissioner Leon Barraza, the above item be Adopted as Amended. The motion carried by the following vote: Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy, Oputa Status: 9 – 0 – Pass 5.Approval of Minutes 5­A ID 21­23430 Approval of Minutes for September 13, 2021 Regular Meeting The above minutes were continued to October 4, 2021. 6.Members Reports and Comments Commissioner Parkes requested staff to provide the commission with the parks’ tours schedule. Director Miller responded the new schedule will be sent out on Monday. Commissioner Singh  spoke regarding his park tour and what he learned about park’s infrastructure.  7.Hearings: 7­A ID 21­23427 ACTION ITEM: Hearing to discuss expenditure of Measure P money for use of interpreters for Commission meetings (City Administration) The above item was introduced to Council by Assistant City Manager Kanne, Office of the Mayor & City Manager.  Commissioner Barraza asked why the rates for Spanish interpreters were less than the Hmong and Punjabi translators. Commissioner Oputa recommended to have interpreters available at each meeting. Commissioner Singh asked if the video can be translated into different languages. Commissioner Vang spoke regarding her experience with interpreters and supports having the availability of interpretations services for each meeting.  Commissioner Parks asked if the agendas could be translated  and if other commissions are providing translation services. Commissioner Cummings agreed and recommended there be interpreters at each meeting.  Chair McCoy agreed with the recommendation and stated it will help bring more public participation.  Commissioner Barraza requested information be provided to the Commission regarding empirical data regarding availability interpretation services and public participation and if having interpreters will encourage public participation.  On motion of Chair McCoy, seconded by Commissioner Vang, the above item be approved to recommend the meetings include interpreters. The motion carried by the following vote: Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy, Oputa Status: 9 – 0 – Pass 8.Unscheduled Communication Upon call, the following member of the public addressed Council: John Gibbs with WRT 9.Adjournment The Parks, Recreation, and Arts Commission adjourned at 6:51 P.M. Commissioner Oputa recommended to have interpreters available at each meeting. Commissioner Singh asked if the video can be translated into different languages. Commissioner Vang spoke regarding her experience with interpreters and supports having the availability of interpretations services for each meeting.  Commissioner Parks asked if the agendas could be translated  and if other commissions are providing translation services. KANNE, Assistant City Manager Office of Mayor & City Manager SUBJECT Continued hearing to discuss expenditure of Measure P money for use of interpreters for Parks, Recreation and Arts Commission (Commission) meetings. EXECUTIVE SUMMARY On September 20, 2021, the City Administration presented to the Commission, the Measure P Ordinance provision (Section 7-1508(e)(5)(b)), that permitted use of 0.75% of the total available Measure P funds for administrative functions, including: technology; updates to the Parks Master Plan and Cultural Arts Plan; oversight of the program; accountability and audits; and interpretation and special language needs. Utilizing 0.75% the projected Measure P revenue for FY 22 of $29,573,100, approximately $221,000 is available for administrative needs during FY22. Under the City’s approved FY22 budget, $57,800 was allocated for 8 months of salary (Nov 2021 – June 2022) for an employee in Finance, dedicated to ensure Measure P funds are expended according to Measure P directives. The remaining funds of $164,000 could be utilized, in part, for interpreters. Based on current City contracts for City council meetings, it was estimated the cost for an interpreter in three languages and a sign language interpreter would be approximately $3,360 per month, for 2 meetings for 3 hours each meeting. This amount reflected basic real time interpretation services for daytime meetings. Thereafter, Commission members had questions regarding additional aspects of the interpretation services, and the hearing was continued to provide time for the Administration to compile the information requested. The additional services requested by the Commission are set forth in detail below. BACKGROUND The City utilizes interpreters at its Council and Commission meetings to provide “real time” interpretation services to the public. The cost of the services is negotiated and a contract is entered into for those services. The Commission expressed interest in the cost of enhanced interpretation services. The Commission’s question and the Administration’s responses are set forth below. 1. Why is the Spanish interpreter paid less money than interpreters for the other languages? The current negotiated rate the City is paying interpreters is: a. Spanish: $90 hour b. Hmong: $110 per hour c. Punjabi: $110 per hour d. ASL: $125 per hour, 2 hour minimum These rates are negotiated and are specified in a contract with the City. Hmong and Punjabi interpreters are not as available as Spanish interpreters, and command a higher rate. The rates for all language interpreters are also based on the technological expertise of the interpreter, and the availability for evening work. Evening interpretation hours can be more expensive. 2. Can we have the preface to the Parks Commission Agenda mirror the Council meeting agenda and have the preface in 3 additional languages? The companies under City contract can provide document translation services. The rates vary, per language, from $.25 cents per word, to $85 per page, or per word if more than 300 words per page. 3.If we have interpreters at the Commission meetings on Zoom, is the meeting recorded in the additional languages so the community can listen to the meeting on line at a later time in different languages? What about in-person meetings? a. The meetings can be recorded in the additional languages, but it would take three interpreters stationed at City Hall to listen to the meeting and interpret in the additional languages. The interpreters would have to work with the City’s Information Systems Department to finalize the digital recordings and upload the recordings on the City’s website or on a Commission website. b. In-person meetings can also be recorded in different languages, but it is recommended the Commission purchase voice recorders for each language to minimize the delay in uploading the recording after the meeting. 4. What is the cost to have the power point presentations and other documents such as a staff report, interpreted in different languages? The cost of interpreting a document varies, from $.25 per word, to $85 per page, or per word if there are more than 300 words per page. 5. Are the interpreters available to translate what an individual would like to say to the Commission during scheduled and unscheduled communication? It is possible to provide this service, but there are some technical hurdles to overcome. The people in the main Zoom room would have to go into an English Zoom channel interpretation room in order to hear the Spanish, Hmong, or Punjabi speaker. Those who are not in the interpretation room will not be able to hear the speaker. To get around this, the interpreter will need access to jump from the interpretation room to main Zoom and repeat what the Spanish, Hmong, or Punjabi speaker said. 6. Is there empirical data that supports the assumption that having meetings with interpreters encourages greater participation in the meeting? Neither of the agencies the City contracts with could provide evidence of this assumption, but both felt it would encourage participation. INTERPRETERS FOR COMMISSION MEETINGS Parks, After School, Recreation & Community Services (PARCS) Department 1 ORDINANCE LANGUAGE Up to zero-point seventy-five percent (0.75%)of the total funds made available pursuant to this Measure shall be made available on an annual basis to invest in program implementation,planning and plan updates,program and project innovation,and audit and oversight support to ensure the investments made by the citizens of Fresno create a world class set of facilities and programs and that funds are spent in accordance with the voters'will,including,but not limited to the following: (A)Technology,community outreach,and technical assistance for program implementation; (B)Interpretation and special language needs; (C)Strategic planning and updates to the Parks Master Plan and Cultural Arts Plan; (D)Costs associated with program oversight and accountability,including audits. 2 Section 7-1508(e)(5)(b) FUNDS The Fund for this expenditure falls within the Administration/Implementation Funds that is allocated .75% of the Measure P revenue under Section 7-1506. Utilizing the projected revenue for FY 22 of $29,573,100, .75% equals $221,000.Under the budget approved for FY22, $57,800 has been allocated for employee in Finance, dedicated to ensure Measure P funds are allocated & expended according to the Measure P directives.
