The following changes were requested by Commissioner Parkes to add “Members
Reports and Comments” on future agendas and Commissioner Barraza requested item
6B File ID 2122717 Hearing – regarding proposed PARCS Deportment Budget and
Capital Improvement Plans and Proposed 20212022 Fresno Clean and Safe
Neighborhood Parks Tax Expenditure Plan and Commission recommendation to the
City Council be heard after the workshops.
On motion of Member Leon Barraza, seconded by Member McCoy, the above item
be approved as amended. The motion carried by the following vote:

5A ID 2122704 Approval of minutes for May 25, 2021 Regular Meeting
Commissioner Parkes requested a correction be made to Section 15 – Public
Comment, community member Don Shelton should read John Shelton.
On motion of Member Dohlin, seconded by Member McCoy, the above item be
approved as amended. The motion carried by the following vote:

6A ID 2122715 Approval of Bylaws
Upon call, there was no public comment. Discussion was held between the
Commissioners and City Attorney’s Office regarding the policy and procedures of
the bylaws.
On motion of Member Vang, seconded by Member Cummings, the above
item be Approved. The motion carried by the following vote:

6B ID 2122717 HEARING – Regarding proposed PARCS Department Budget and
Capital Improvement Plans and Proposed 20212022 Fresno Clean and Safe
Neighborhood Parks Tax Expenditure Plan and Commission recommendation to
City Council.
The above item was requested to be heard after the presentation of the workshops.
The hearing was called to order and introduced to the Commissioners by City
Manager Esqueda, Office of Mayor & City Manager. Upon call, the following
members of the public addressed the Commission: Gabriel Lozano and Eric
Payne.
Discussion was held between Commissioners and the administration and the
following recommendations were discussed for Fiscal Year 20212022:
Commissioner Oputa requested the Administration inform the Council the
Commission acknowledges and appreciates the work of the staff to develop this
budget. That said, there is concern with the lack of input from the public and the
Commission on the budget. We recognize the time constraints that have resulted
in this year’s process for developing budget, however, we are adamant in
expressing that a more transparent and thorough process will be implemented in
the future.
Commissioner Vang made the following recommendations to be presented to City
Council:
$1 M for support youth services and waiving fees for access to pools and
sports
$2.5 M on SE Fresno regional park (2155 S. Peach Ave.)
$800K for ADA and infrastructure upgrades for Storyland and Playland
Allocate sufficient funds for preparation of Cultural Arts Plan
The Commissioners requested the above recommendations be subject to change
or amendment should any new recommendations be made at any meeting prior to
adoption of the City Budget.
Chair McCoy opposed to approving the recommendations and requested more
time to review the information, discuss, and make further discussion.
On motion of Member Vang, seconded by Member Leon Barraza, the above
item be Approved as recommended. The motion carried by the following
vote:

The motion carried by the following vote:Aye: Dohlin, Cummings, Parkes, Vang, Leon Barraza, Miller, Singh, McCoy, OputaStatus: 9 – 0 – 6B ID 2122717 HEARING – Regarding proposed PARCS Department Budget andCapital Improvement Plans and Proposed 20212022 Fresno Clean and SafeNeighborhood Parks Tax Expenditure Plan and Commission recommendation toCity Council.The above item was requested to be heard after the presentation of the workshops.The hearing was called to order and introduced to the Commissioners by CityManager Esqueda, Office of Mayor & City Manager. Upon call, the followingmembers of the public addressed the Commission: Gabriel Lozano and EricPayne.Discussion was held between Commissioners and the administration and thefollowing recommendations were discussed for Fiscal Year 20212022:Commissioner Oputa requested the Administration inform the Council theCommission acknowledges and appreciates the work of the staff to develop thisbudget. That said, there is concern with the lack of input from the public and theCommission on the budget. We recognize the time constraints that have resultedin this year’s process for developing budget, however, we are adamant inexpressing that a more transparent and thorough process will be implemented inthe future. Commissioner Vang made the following recommendations to be presented to CityCouncil: $1 M for support youth services and waiving fees for access to pools andsports $2.5 M on SE Fresno regional park (2155 S. Peach Ave.) $800K for ADA and infrastructure upgrades for Storyland and Playland Allocate sufficient funds for preparation of Cultural Arts Plan The Commissioners requested the above recommendations be subject to changeor amendment should any new recommendations be made at any meeting prior toadoption of the City Budget. Chair McCoy opposed to approving the recommendations and requested moretime to review the information, discuss, and make further discussion. On motion of Member Vang, seconded by Member Leon Barraza, the aboveitem be Approved as recommended.
