FRESNO AND JSA INSPECTIONS REGARDING LEAD BASED
PAINT SERVICES
This FIRST AMENDMENT TO AGREEMENT (Amendment) made and entered into as
of this �3• G't • o a3 day of March 2023 amends the Agreement (defined below)
entered into between the City of Fresno, a municipal corporation (CITY) and JSA
Inspections (SERVICE PROVIDER) regarding Lead Based Paint Services. CITY and
SERVICE PROVIDER are collectively referred to as Parties.
RECITALS
WHEREAS, CITY and SERVICE PROVIDER entered into an Agreement
regarding lead -based paint services effective March 2, 2021, (the Agreement); and
WHEREAS, CITY and SERVICE PROVIDER now desire to extend the term of
the Agreement.
NOW, THEREFORE, in consideration of the above recitals, which recitals are
contractual in nature, the mutual premises herein contained, and for other good and
valuable consideration hereby acknowledge, the Parties agree the aforesaid Agreement
be amended as follows:
AMENDMENTS
The Term of the Agreement is extended to June 30, 2023.
2. In the event of any conflict between the body of this Amendment and any
Exhibit or Attachment hereto, the terms and conditions of the body of this Amendment
shall control and take precedence over the terms and conditions expressed within the
Exhibit or Attachment. Furthermore, any terms or conditions contained within any
Exhibit or Attachment hereto, which purport to modify the allocation of risk between the
parties, provided for within the body of this Amendment, shall be null and void.
3. Except as otherwise provided herein, the Agreement entered into between
CITY and SERVICE PROVIDER, regarding lead -based paint services effective on
March 2, 2021, remains in full force and effect.

SUBJECT: Request for City Manager's Signature
Amendment No. 1 to Agreement with JSA Inspections for Lead Based Paint
Inspection Services.
The purpose of this Memorandum is to request the City Manager sign Amendment No. 1 to
the agreement between the City of Fresno and JSA Inspections for lead inspection services
required to implement home repair programs. The agreement with JSA for lead services
expires on March 30, 2023. The amendment extends the term of the agreement through
June 30, 2023. The extension allows time to expend the balance of funds and procure a lead
inspector assessor to complete lead services for Housing's home repair program under a
new agreement.
The amendment has been approved as to form by the City Attorney and is now ready for
your review and signature.
