Operations Operations Hours of operation Cannabis retail businesses, including delivery of cannabis, may operate between the hours of 6 am and 10 pm. Other non-sales related activities germane to the business may take place on premises after hours. Opening and closing Procedures Security Personnel and a manager will perform or oversee a daily inspection to ensure compliance with the rules set forth by the Bureau and all applicable state and local laws, regulations, ordinances, and other requirements. The manager will remain a safe distance away from the Facility’s entrance while Security Personnel enters and conducts a walk-through of the Facility to be certain it is safe to enter. The development of a corrective action, delegation of duties, and the mandated expedience of such corrective actions will be determined by the appropriate manager. As such, we want to become a valuable and productive member within the City of East Lansing. Safety for our employees and the surrounding community is of utmost importance to our Company. Neighborhood Compatibility The City of Fresno is understandably concerned about the impact of licensed facilities within its neighborhoods. Our business will greatly support the community and the city in our mutual efforts to ensure safety and security within the neighborhood we operate. We will provide an appealing addition to East Lansing by maintaining excellent relationships within the community and organize functions to minimize impacts on the neighborhood. Aesthetic Compatibility Our Company will maintain the integrity of the current location in order to prevent the facility from causing any negative aesthetic on the neighborhood. Our goal is to make our location fit the City’s aesthetical expectations and have beautiful curb appeal without drawing unneeded attention to the facility. Our signage will be discrete and tasteful and will only contain designs approved by the City of Fresno. Operational Compatibility Our team is focused on ensuring that our facility will not be a nuisance to the neighbors or negatively impact the neighborhood. We will not allow any loitering. We will also adhere strictly to our hours of operation in compliance with all laws, rules, and regulations. Sidewalk Security Noise Management Our Company will use best efforts to avoid any noise pollution from the facility and immediate surrounding areas. We will implement strict rules of the staff, patients, and visitors that are entering or departing our facility. These rules include, but are not limited to: • Restrict the volume of car stereos and/or portable sound systems while visiting the premises. • Limiting the noise of any in-house background music that would play during business hours only. • Warnings for unnecessary honking tire screeching, yelling or any other noise deemed disruptive, unnecessary or a nuisance. Because we are not proposing any type of cultivation at this location, we do not anticipate any other noise issues that will affect the neighboring properties. In this sense, our facility will be very similar to other retail businesses servicing the community. Odor Management All spaces within our facility that contain medical marijuana will be equipped with carbon scrubbing filters. These filters are highly effective at eliminating odor that could be caused from the permeation of medical marijuana. The filters will include a powerful fan that will pull the air of the room towards the filter, pulling it through carbon (a known odor eliminator), and then reintroduced into the room (scrubbing). Discreteness Although this will be a retail facility, we will not be taking the same approach as some of our competitors. Our facility will not use symbols or signage that resembles marihuana leaves, green crosses, or other similar symbols found in neighboring municipalities. The renderings found in previously submitted plans will show that we are planning an upscale, modern and completely renovated facility. There will be no neon lighting or other such attention-grabbing illuminations to advertise our facility, other than our cityapproved signage containing our business name. Hours of Operation We will operate in accordance with all municipal ordinances, and shall be open for operation only during the times stated on our submitted application. Neighborhood Concerns We always want to improve what we are doing as a Company and how we are doing it. This means we are open to receiving feedback from anyone in the community. Our General Manager will maintain a feedback drop box and will review all feedback left from community members on a weekly basis. The feedback will be discussed at team meetings and we will endeavor to implement sound strategies to respond to the feedback as well as develop new ways to meet our communities needs Social Policy and Local Enterprise Focus Area: Staffing Recruitment: Implementation of a 30%+ recruitment strategy of hiring local hires that are residents of Fresno for a time period before their application submission. The strategies used will be local outreach, advertising, and referrals to fill anticipated vacancies. We will hire individuals for a minimum of one- third (1/3) of the total annual work hours performed at the business who meets one of the following: 1. Annual family income below 80% AMI; 2. Convicted for a cannabis related crime that could have been prosecuted as a misdemeanor or citation under current State law; 3. Lived in a low to moderate income census tract in the city for a minimum of three (3) years; 4. Veteran; or 5. Foster home youth who was in foster care as a minor. 6. Unemployed; or 7. Receiving public assistance. Training & Development: Create continuous unit or individual development plans to build and maintain knowledge and skills within the industry. Conduct knowledge and skills gap analysis, identify required training, education, and update individual development plans as necessary. Schedule training, education, apprenticeships, events, and other activities to build knowledge (awareness) and skills (customer relations and interpersonal). Compensation: Provide a living wage that gives us a competitive incentive to recruit and retain quality employees, from a local pool of hires.
