industry outreach course offered by a training provider whom is authorized by an OSHA Training

REGARDING CANNABIS RETAIL FOR PROPERTY LOCATED AT 10 EAST
OLIVE AVENUE

Thank you for your inquiry regarding the allowance of new cannabis retail uses. The requested
information about cannabis retail uses was analyzed using Article 27, Chapter 15 of the Fresno
Municipal Code (FMC) of the City of Fresno. Please note, all research for this inquiry is based
on existing land development of the subject property. If there are multiple buildings on the
subject property, this research was based on the address provided in the request. This research
does not take into effect of future development unless provided in your application request. With
that, research of a proposed cannabis retail business on the subject property conveys the
following:
1. All cannabis retail businesses must be located on property zoned DTN (Downtown
Neighborhood), DTG (Downtown General), CMS (Commercial Main Street), CC
(Commercial Community), CR (Commercial Regional), CG (Commercial General), CH
(Commercial Highway), NMX (Neighborhood Mixed-Use), CMX (Corridor/Center Mixed-
Use), RMX (Regional Mixed-Use), and must meet all of the requirements for
development in these zones, including, but not limited to, parking, lighting, building
materials, etc.
The subject property is zoned CMS, which is one of the allowable zone districts for
cannabis retail businesses. Development standards of the CMS zone district are
available in Sections 15-1203, 15-1204, and 15-1205 of the FMC. The subject location
meets the zone district requirement, per Section 15-2739.B.1.a of the FMC, for a
cannabis retail business.
2. All building(s) in which a cannabis retail business is located shall be no closer than 800
feet from any property boundary containing the following: (1) A cannabis retail business;
(2) A school providing instruction for any grades pre-school through 12 (whether public,
private, or charter, including pre-school, transitional kindergarten, and K-12); (3) A day
care center licensed by the state Department of Social Services that is in existence at
the time a complete commercial cannabis business permit application is submitted; and,
(4) A youth center that is in existence at the time a complete commercial cannabis
business permit is submitted.

The subject property is not located within 800 feet of the property boundary of any of the
above-mentioned uses. The subject building meets the separation requirements,
per Section 15-2739.B.1.b of the FMC, for a cannabis retail business.
3. Prior to commencing operations, a cannabis retail business must obtain a Cannabis
Conditional Use Permit from the Planning and Development Department per Section 15-
2739.N of the FMC.
4. No more than 2 cannabis retail businesses may be located in any one Council District. If
more than 14 are ever authorized by Council (more than 2 per Council District), they
shall be dispersed evenly by Council District.
The subject property is in Council District 3. There are currently no cannabis retail
businesses located in Council District 3. This location requirement is satisfied for a
cannabis retail business.
Please review the entirety of Article 33, Chapter 9 (Cannabis Retail Business and
Commercial Cannabis), and Section 15-2739 (Adult Use and Medicinal Cannabis Retail
Business and Commercial Cannabis Business) of the FMC to understand other
requirements of cannabis retail businesses, including but not limited to, application
requirements, signage, etc.

1 BUSINESS PLAN
Introduction
East Olive Equity Partners, Inc. is applying for a Retail Storefront License through the
City’s Cannabis Business Permit Program. East Olive Equity Partners intends to operate
under the dba of West Coast Cannabis Club herein referenced as “West Coast,” and is
properly registered in California with the California Secretary of State. With authorization
from the City, West Coast hopes to conduct the retail sale of Adult-Use and Medicinal
Cannabis from their selected location. West Coast has secured the location at 10 E. Olive,
Fresno, CA 93728 for this operation. This is a 3,220 sq. ft. facility that will be perfectly
suited for a commercial cannabis retail store.
East Olive Equity Partners, Inc. is founded by Andrew Angulo and Kenneth Churchill.
Andrew is a serial entrepreneur who has successfully founded and operated 14 non-
cannabis businesses that include retail, a telecom distribution facility, transportation
company, and a consulting firm. His vision and drive have led him to shift his company’s
primary focus and resources to the cannabis industry. Andrew met Ken and determined
that Ken’s business model from West Coast Cannabis Club is successful and should be
replicated in other locations in California.
Ken founded West Coast Cannabis Club with only 3 employees in a small office. With
drive and determination, he has been able to take a nvestment and turn it into a
company with more than in annual revenue. Ken now operates 3 retail facilities
in Coachella Valley with more than 50 employees. Ken and Andrew plan to bring the West
Coast Cannabis Club brand to Fresno.
Founders Ken and Andrew have put significant effort into this proposal. It includes
complete design renderings, a summary of the company’s day-to-day operations modeled
after Ken’s existing facilities, a comprehensive Life Safety Plan designed by Andrew’s
father Raul, and a robust Security Plan designed by Ken’s close friend, Sergeant Dale.
Ken and Andrew have developed a strategy to commit to a labor force that is 100%
Fresno based. These employees will be paid a minimum o an hour and provided
comprehensive health insurance, 401K, paid time off, and opportunities to continue their
education.
West Coast is willing to sponsor any Social Equity Applicant approved by the City of
Fresno and put that individual through rigorous mentoring and training to enable the
success of Fresno’s Social Equity Program. West Coast is willing to engage the State of
California’s Division of Apprenticeship Standards (DAS) to develop a first of its kind
cannabis apprenticeship program.
Finally, West Coast is committed to being good neighbors and have crafted a
Nuisance Mitigation Plan and Social Responsibility Plan; combined, these plans will
allow West Coast to effectively integrate within the Fresno Community and ensure that
the company is adding the upmost value to the company’s customers, neighbors, and
employees.

1.1 OWNER QUALIFICATIONS
Andrew Angulo – Chief Executive Officer
Andrew Angulo has been a successful
entrepreneur/businessman for over 15 years. He has taken
multiple startup businesses and turned them into successful
and profitable ventures. Over his career he has owned &
operated 14 (non-cannabis) retail, a telecom distribution
facility, transportation company and a consulting firm.
Collectively he has employed and managed upwards of 70
employees. His other investments range from commercial
real estate to technology. His vision and drive have led him
to shift his company’s primary focus & resources to the cannabis industry. Andrew is now
invested in 7 commercial cannabis businesses (4 retail/3 other). In just the last year, he
has successfully raised over $10M in capital for the new ventures. He currently oversees
operation, branding, and compliance. In addition to these licenses he is currently
launching 6 cannabis branded products set to hit the shelves in early 2021.
Outside of Andrew’s business profession, he has remained very much involved in his
local community. He was a Volunteer firefighter/EMT with East Pierce Fire & Rescue for
3 years. For 8 years he worked with his Church on mission trips in Mexico to work with
less fortunate by providing housing, supplies, food, and summer camp for the kids.
In his hometown of Huntington Beach, CA, Andrew
launched a company to combat drunk driving in the beach
communities. He launched affordable late-night shuttle
service between Huntington, Newport, and Costa Mesa.
The company helped revolutionize beach travel in the local
communities and landed HB2Newport on the front page of
numerous local newspapers. HB2Newport was published
14 times appearing on multiple platforms including
Huffington Post and OC Register.

Kenneth Churchill – Chief Operating Officer
Kenneth Churchill is CEO and Cofounder of West
Coast Cannabis Club (WCCC), a vertically integrated
cannabis company in California. Over the last 5 years,
Kenneth has overseen the company from an initial
$10,000 investment to over $10 million in annual
revenue. In this time, the company has grown from 3
employees in a small office, to over 50 employees, 3
retail locations and a delivery service.
WCCC was started as a delivery service in San Diego.
After one year of operating, Kenneth was able to
achieve West Coast’s first brick and mortar location in
Cathedral City, California. It was at this location, on January 1st, 2018, that he sold the
FIRST legal recreational cannabis in California history.
Also, in 2018, WCCC was approved for two more licenses in Palm Desert, California. A
prime retail location on Highway 111 and a 35,000 square foot microbusiness in a former
Palm Springs nightly news studio.
More recently Kenneth has overseen the expansion into vertical integration within the
cannabis industry. The Palm Desert microbusiness is equipped with a distribution center,
concentrate manufacturing lab, a full-size kitchen and 10,000 sq. ft. of cultivation space.
Prior to the Cannabis Industry, Kenneth went to the University of Nebraska and studied
marketing. His time at university only solidified his lifelong desire to start his own business.
This led to an early career in restaurant management, most notably with Chipotle Mexican
Grill. His position of Area Manager put him in charge of 6 locations in Nebraska and Iowa
and over 100 employees. His time with Chipotle taught him how to lead a team, how to
train people to the highest of standards and how to run a profitable business.
Ken is an executive committee member and board member for Coachella Valley Chamber
of Commerce and a Curriculum advisor for College of the Desert. He is also a Sports
radio show cohost for 1010 am KXPS. An integrated member of the community often
quoted or being written about in the press, he represents his community and the cannabis
business industry with great pride.
When asked why he is so passionate about cannabis, Ken likes to tell the story of what
inspired him to make a career out of Cannabis, “One of the first jobs I got in California
was with a prop 215 collective in San Diego. This was where I truly realized that cannabis
was a legitimate medication for so many. I was a delivery driver, and I was taking medical
cannabis to dozens of people every day. One night, I made one of my weekly RSO
deliveries to a family in North San Diego County. I had made this stop several times
before, but usually I waited on the porch and simply dropped off the order. This day was
different. The man who owned the house asked me to come inside and meet his wife and
son, because they wanted to “thank me.” His son had severe epilepsy and had been using

the RSO I was taking them to treat the seizures. They had seen how it could help on TV.
His wife broke down crying to me as she told me their story. She described how they were
so nervous to try the oils because they had never used cannabis themselves. They were
desperate and decided to give it a go. After using the RSO for the entire summer, their
son had reduced his seizures enough that he was going to be able to go to school full
time for the first time in his life. I left that day with a completely different outlook on how
cannabis can impact this world. Three months later I started West Coast Cannabis Club,
so that I could continue to do this the rest of my life”.

Staff Salary Projections
Excise Tax Collected
Pursuant to the Revenue and Taxation Code § 34011, West Coast will collect and pay
the Excise Tax under the following conditions:
1. West Coast will charge and collect the excise tax of 15% from each patron.
2. West Coast will provide each patron a receipt that includes the statement: “The
cannabis excise taxes are included in the total amount of this invoice."
3. West Coast will track the Excise Tax using the Flowhub POS System.
4. The Excise Tax will be paid to the Licensed Distributor where the product was
originally procured.
Sales and Use Tax Collected
Pursuant to 16 CCR § 5002(c)(24), West Coast will have a valid seller’s permit issued by

Manager: Opening Process
This process outlines manager responsibilities at opening, with a focus on back of house.
1. Go to the Storage Room and audit the safe to ensure the amounts match what
was recorded during the prior evening’s audit.
2. Prepare the daily deposit envelope. Store the deposit in the secure Storage
Room.
a. Security Guard should check cameras every 5 minutes to ensure nothing
looks suspicious and roving the exterior of the facility.
3. Confirm drawers from the night before are balanced to $400 in varying
denominations. Make sure every drawer has enough change.
4. As other employees arrive, go let them in using the “Entering the Building
Process” below.
5. Cashiers will come grab their drawers from the Manager’s Office. Cashiers
should count their drawers to ensure the correct starting amount.
6. If you have any nearly-expired products to discount, bring them out onto the
sales floor and notify budtenders.
7. Divvy up opening tasks.
8. Schedule lunches and breaks. Use Flowhub reports to determine the highest
volume times to schedule employee breaks around those times, but be sure that
each employee gets their required breaks and lunch times.
9. Have a team meeting to start the day, establish sales goals, and review of any
security reminders.
10. 5 minutes before opening, ensure Receptionist, Cashier, and all customer-facing
spaces are clean, stocked, and ready for the day. Also ensure every employee

Receptionist: Opening Process
This process outlines reception/front desk staff responsibilities at opening, with a focus
on the Reception Area.
1. Visually inspect the front desk/waiting room area and note immediate tasks to
complete before customers start arriving.
2. Turn on the front desk computer. Log into Flowhub.
3. Make sure that the Nug Scanner all tech is charged and ready for use. If not,
plug it in immediately.
4. Conduct a test scan with Nug to make sure it is working properly.
5. Check trash cans, water stations, coffee stations, and refill as necessary
6. Check chairs, furniture, and magazines/educational materials. Spot clean and
straighten as necessary.
7. Tidy, refold, or restock merchandise or other non-cannabis items for sale in your
waiting area.
8. 5 before opening, you must be done with opening tasks and seated at the front

Process for Entering the Building – All Staff
1. Opening Manager and Security Guard arrives. Drive around the building to make
sure nothing looks suspicious.
2. If the exterior of the dispensary looks ok, park.
a. If you spot something suspicious, assess the severity of the situation.

Cashier: Closing Process
This process outlines cashier responsibilities at closing, with a focus on the Sales Area.
1. If it’s not busy, begin closing drawers one at a time start at 8:00 PM after the
evening dinner rush. On Friday and Saturday, this should not start until 10:00
PM.
a. Cashiers on closed drawers will count their drawer, then begin closing
duties, focusing on back of house duties so as to not disturb customers.
b. Cashiers still serving customers are expected to provide great service, but
aim to get all customers out by closing time.
c. Closing time is 9:50 PM. No customers should be admitted into the store
after that time.
d. Flowhub registers will not execute sales after 10:00 PM. Make sure any
remaining customers are aware of this to execute the final transaction
before 10: PM.
2. Count drawers and submit for review:
a. Within Flowhub, select “Drawers” > “Details” > Submit for Review.
b. Manually count your drawer’s final cash totals down to $4,00. Enter each
coin and dollar denomination.
c. Add relevant notes.
d. Select “Submit Drawer for Review.”
e. The closing manager will verify and close the drawer.

3. Remind any waiting customers that sales end strictly at 10:00 PM and no
transaction will be conducted after that time.

5. After the last customer leaves the store, a Security Guard will perform a store
security check, making sure no customers remain anywhere in the store.
6. After the inspection, the Security Guard will remain in the Security Office to
monitor all closing duties. All cash is counted under camera. All inventory is

managed under camera. If suspicious behavior is identified, the Security Guard
will respond with the proper level based on the risk.
7. Reconcile all drawers. Note: Some drawers may be closed and reconciled prior
to closing if it’s slow.
a. Cashier informs the Closing Manager that their drawer is ready for review.
The Cashier delivers the cash drawer to the Manager’s Office.
b. Review the cash counts and notes submitted by the Cashier into Flowhub
then compare the expected cash with the actual cash. The manager looks
for look for over or unders for debit or cash.
i. If totals match, close the drawer.
ii. If totals don’t match, recount and update totals and reconcile the
difference.
c. Count out your daily starting amount for each drawer for the morning shift.
Put in secure bags in the safe.
d. Put reconciled cash drawers in the safe.
8. Verify that all drawers are closed in Flowhub. Note: If you don’t close all drawers,
you won’t be able to run the End of Day PDF Report.
9. Run the End of Day Sales PDF Report in Flowhub to help verify drawer totals
and find discrepancies.
10. Upload the daily sales to METRC.
11. Count the safe and record totals. Keep the safe open for as short a time as
possible.
12. As other employees complete their duties, the Security Guard will let them out
using the “Leaving the Building Process” below.
13. Send a closing note to the Opening Manager.
End of Day Sales PDF Report
The End of Day PDF will only pull successfully if all drawers are closed on the date
requesting. If a drawer is left open into the next day, this report will not allow you to pull
the PDF. If this happens, take a look at Run an End of Day CSV Report for information
on pulling a similar report.
1. Sign into https://pos.flowhub.co or the Flowhub Classic application.
2. Once logged in, select “Reports” from the left hand navigation.
3. Note: If in Chrome, make sure to select the “Reports” not the “Reports New” as
the PDF is pre-built in the “Reports” section not in the “Reports New” section.
4. Once selected, you will see a listing of reports pre-built in Flowhub and any custom
reports you have built for your account. The PDF reports will be pre-built in all
Flowhub accounts and will populate for users with the report permissions.
5. Search for "End of Day PDF" or "PDF" and select the report. Once selected, the
report filters will show at the top of the main window:

6. Once you have highlighted the report and changed the filters, select the “PDF”
button under the details pane to the right.
How to Read the Report
Note: Double-check the location name in the top left hand corner as well as the date range
in the top right of the report to make sure you have the right location/date.
Listed below is a break-down of each section:
• Cash Sales: Shows all sales where cash was received.
• Debit Sales: Shows all sales where a debit card was used.
• Gift Card Sales: Shows all sales where a gift card was used.
• Loyalty Sales: Shows all sales where loyalty points were used.
• Total Tax: Shows all tax that was collected throughout that day. Below this total
will be a breakdown of each specific tax collected and the totals collected.
• Total Sales: Shows overall sales for the chosen day. This amount will include taxes
collected in the total.
• Total Revenue: Shows total amount of revenue made for the given day. Below
this total is a breakdown of product categories sold.
• Refunds: Shows transactions that were refunded over the course the day.
• Payouts: Shows the amount of monies removed over the course of a day to pay
suppliers and other entities from your daily sales.
• Gift Cards Sold: Shows the dollar amount of gift cards sold.
• Drawer Totals Section: Shows the breakdown of a specific drawer, showing
everything from starting drawer amounts to payouts, gift cards sold, and the
amount the drawer was either under or over in that day.
• Employee Sales: Next to the drawer breakdown there is a listing of “Employee
Sales.” This section will show the amount of sales made by each employee
assigned to that drawer.

Process for Leaving the Building – All Staff

1.6 DAILY OPERATIONS
1.6.1.i Customer Check-in Procedures
West Coast has strict check-in protocols to ensure that only
individuals who are under the age of 21 or a medical patient
over 18 are allowed entry into our retail store.
Pursuant to FMC 9-3310(b)(1), West Coast has a designated
reception area where a customer first enters and waits
verification by an employee that the customer is a qualified
to purchase cannabis. This entrance is locked at all times
and under the control a West Coast employee of the and a
licensed security professional. Pursuant to FMC 9-
3310(a)(4), West Coast will use a "buzz-in"
electronic/mechanical entry system to limit access to the
retail area.
The Reception Area and buzz-in systems can be seen in
the floor plans.
When a potential customer arrives at the facility, they enter into the Reception Area. The
receptionist will prompt the individual for valid age identification where it is scanned with
the Flowhub “Nug” Scanner. Flowhub stores a copy of the customer’s driver’s license.
Once the license is scanned in, each customer gets assigned a unique Membership ID
number. The system is able to track when their membership expires, prompting for a new
scan. In the instance of a driver’s license, it would be the expiration date of the driver’s
license.
Additionally, the Flowhub POS System captures customer Purchase History and the date
of the customer’s last visit.
After a customer’s age has been validated, they wait in the reception seating area until a
Security Guard grants access through the buzz-in entry door to the Retail Sales Floor.
Here a customer can shop and browse the store. Once a product selection has been
made, the customer will be prompted a 2nd time to provide their identification before they
can complete their purchase.
Pursuant to FMC 9-3310(a)(6), West Coast will ensure all restroom facilities remain
locked and under the control of management.

Customer Age Identification
Pursuant to FMC 9-3309(i), the Applicant will not
allow any person under 21 years of age access to the
dispensary, unless the person is 18 years of age or
older and possesses a valid government-issued
identification card and either a valid county-issued
identification card under Section 11362. 712 of the
California Health and Safety Code, or who is a
qualified patient in possession of a valid physician's
recommendation in their name, or who is a primary
caregiver for a person in possession of a valid
physician's recommendation.
Customers will be asked to produce one of the following forms of acceptable identification
pursuant to 16 CCR § 5404(c):
• A document issued by a federal, state, county, or municipal government, or a
political subdivision or agency thereof, including, but not limited to, a valid motor
vehicle operator's license, that contains the name, date of birth, physical
description, and a photo of the person;
• A valid identification card issued to a member of the Armed Forces that includes a
date of birth and a photo of the person; or
• A valid passport issued by the United States or by a foreign government.
Once a customer has been verified with the acceptable form of identification, the
Receptionist scans the ID using the Nug Scanner. Then they will be granted access to
the sales floor and begin the product discovery and sales process.
West Coast will maintain records of the following information for each member and
customer of the dispensary that purchases medical cannabis:
1. The name, date of birth, physical address, and telephone number; and their status
as a qualified patient or primary caregiver.
2. A copy of each qualified patient's written physician recommendation and their
designation of a primary caregiver.
Signage
In accordance with FMC 9-3309(i)(2), the entrance to the
Applicant’s facility will be clearly and legibly posted with a notice
that no person under the age of 21 is permitted to enter the
premises.

Purchase Limits
The company POS System, Flowhub prevents individuals from exceeding the Purchase
Limits. Pursuant to 16 CCR § 5409(c), an associate will be responsible for ensuring that
the customer does not exceed the daily purchase limits which are as follows:
• 28.5 grams of non-concentrated cannabis.
• 8 grams of concentrated cannabis as defined in Business and Professions Code
section 26001, including concentrated cannabis contained in cannabis products.
• 6 immature cannabis plants.
Customer Purchase History
1.6.1.ii Procedures for Receiving Deliveries During Business Hours
The Inventory Control Agent is responsible for receiving inventory. All purchases made
by West Coast, for the purposes of resale, will be done through a Purchase Order. The
Inventory Control agent will work in an office on the 2nd floor of the facility facility. When
a vendor is scheduled to arrive, the driver will be directed to call upon arrival. The vendor
representative will meet the Security Guard in the Reception Area who will check the
vendor in to the Flowhub POS. Upon providing the appropriate credentials, including a
shipping manifest, and vendor ID badge, the vendor representative will be allowed to
enter the facility.
The Inventory Control Agent will meet the vendor downstairs then escort the vendor to
the Vendor Room on the 2nd floor. The Inventory Control Agent and vendor representative

detection. When shipments are scheduled, this information will only be provided to
individuals who occupy a “need to know” position in order to avoid risk of theft.
Transport vehicles will notify West Coast’s security personnel 5-10 minutes in advance of
their arrival. West Coast security personnel will visually verify that there are no imminent
threats and notify transport personnel it is safe to approach the shipping/receiving door of
the business. Transport vehicles will park in a designated area that is within view of West
Coast’s security cameras. Security personnel will then approach the transport vehicle in
order to escort the movement of product into the interior of the building. Product will be
immediately placed into the secure vault and the vault will be locked. The transport vehicle
will not be left unlocked or unattended during the transfer in order to avoid theft at these
times.
At the time of the shipment:
• West Coast security personnel will inspect the credentials of the transport
personnel prior to allowing entry into the building. Transportation team members
and vehicle will be logged by West Coast security personnel upon each arrival.
• Security personnel or manager will verify that the shipment paperwork, amounts,
and manifest are in order prior to allowing transporters to leave the site.
Product Storage
In compliance with FMC 9-3309(d), the Applicant will not store cannabis or cannabis
products outdoor at any time.
Packaging Guidelines
West Coast will ensure all cannabis, cannabis products, and cannabis accessories sold
by West Coast will be packaged, labeled and placed in tamper-evident packaging which
at least meets the requirements of the MAUCRSA and all state implementing rules and
regulations. Printed copies of the checklists provided by the California Department of
Health will be laminated and posted in the Vendor Room and Manager’s Office.
In accordance with 16 CCR § 5406, West Coast will not make any cannabis goods
available for sale to a customer unless:
1. The cannabis goods were received from a licensed distributor or licensed
microbusiness authorized to engage in distribution.
2. West Coast has verified that the cannabis goods have not exceeded their best-by,
sell-by, or expiration date if one is provided.
3. In the case of manufactured cannabis products, the product complies with all
requirements of Business and Professions Code section 26130 and California
Code of Regulations, Title 3, Division 8 and Title 17, Division 1, Chapter 13.
4. The cannabis goods have undergone laboratory testing as required by local and
state law.

Receipt of Inbound Shipments

9. Name and type of cannabis goods to be transported.
Upon receipt of cannabis goods for transport, storage, or inventory, the company
employee shall ensure that the cannabis goods received are as described in the shipping
manifest and shall record acceptance and acknowledgment of the cannabis goods in the
track and trace system.
If there are any discrepancies between the type or quantity specified in the shipping
manifest, whether by type or quantity received by the licensee, the licensee shall record,
and document the discrepancy in the track and trace system and in any relevant business
record.
The shipping manifest will be completed by the distributor and transmitted in the track
and trace system to the Bureau and receiving licensee.
Conformance with State Testing – Retail
Pursuant to 16 CCR § 5302, it is the responsibility of the licensed distributor to ensure
that cannabis product has been tested. West Coast is committed to maintaining adequate
storage and sanitary storage procedures for usable cannabis products. To protect the
quality of product, West Coast will conduct an inspection upon receipt to ensure that
testing has been completed, products are properly packaged, and are accompanied by
certified approval from a licensed testing facility. Any products missing testing results will
be refused at time of delivery.

1.6.1.iii Point-of-Sale System and the Number of Point-of-Sale Locations
Flowhub – POS and Inventory Control System
West Coast uses Flowhub as the company’s point of sale
system. This platform also serves as the track and
trace/inventory control system. Video surveillance monitors
the entire facility, with the exception of the bathrooms and will
record all cash and inventory transactions. Camera locations

In full compliance with FMC 9-3309(e), the West Coast will have in place a point-of-sale
and management inventory tracking system to track and report on all aspects of the
business including, but not limited to, such matters as cannabis tracking, inventory data,
gross sales (by weight and by sale) and other information which may be deemed
necessary by the city. West Coast will ensure that such information is compatible with the
city's record-keeping systems and be approved and authorized by the City Manager or

business during the previous twelve-month period (or shorter period based upon the
timing of the request), provided on a per-month basis.

of the business's operations conducted by an independent certified public accountant.
West Coast will also maintain a current register of the names and the contact information
(including the name, address, and telephone number) of anyone owning or holding an
interest in the Applicant’s Business, and separately of all the officers, managers,
employees, agents and volunteers currently employed or otherwise engaged by the

Shipping Manifest

Delivery Rules
West Coast will adhere to the following rules regarding the vehicle used for delivery as
aligned with both local and state laws regarding cannabis operations:
• Delivery employees who are carrying cannabis goods for delivery, will only travel
in an enclosed motor vehicle where goods are locked in the trunk of the vehicle.
• While carrying cannabis goods for delivery, delivery employees shall ensure the
cannabis goods are not visible to the public.
• Delivery employees will not leave cannabis goods in an unattended motor vehicle
unless the motor vehicle is locked and equipped with an active vehicle alarm
system.
• Pursuant to 16 CCR § 5417(d), a vehicle used for the delivery of cannabis goods
shall be outfitted with a dedicated GPS device. A dedicated GPS device must be
owned by the licensee and used for delivery only.
• The device will be either permanently affixed to the delivery vehicle and will remain
active and inside of the delivery vehicle at all times during delivery.
• Using Onfleet technology, West Coast will be able to identify the geographic
location of all delivery vehicles that are making deliveries for the retailer and shall
provide that information to the BCC upon request.
• Upon request, West Coast will provide the BCC with information regarding any
motor vehicle used for the delivery of cannabis goods, including the vehicle’s
make, model, color, Vehicle Identification Number, license plate number, and
Department of Motor Vehicles registration information.

• Any motor vehicle used by a retailer to deliver cannabis goods is subject to
inspection by the BCC. Vehicles used to deliver cannabis goods may be stopped
and inspected by the BCC at any licensed premises or during delivery.
• Pursuant to 16 CCR § 5418(a), while making deliveries, delivery employees will
not carry cannabis goods valued in excess of $5,000 at any time. This value will
be determined using the current retail price of all cannabis goods carried by the
delivery employees.
• Employees shall not consume cannabis goods while delivering cannabis goods to
customers.
Delivery to a Physical Address
Pursuant to 16 CCR § 5416, West Coast will only deliver cannabis goods to a physical
address in California. Delivery to parks, schools or any other public facilities will be
prohibited.
1. Employees will not leave the State of California while possessing cannabis goods.
2. West Coast will not deliver cannabis goods to an address located on publicly
owned land or any address on land or in a building leased by a public agency. This
prohibition applies to land held in trust by the United States for a tribe or an
individual tribal member unless the delivery is authorized by and consistent with
applicable tribal law.
3. Delivery personnel will follow the same protocol and policies of the retail facility
in the verification of the recipient’s age and necessary documentation for the
receipt of cannabis or cannabis products.
a. All delivery personnel will verify the age and all necessary
documentation of each individual to ensure customers are not under
the age of twenty-one (21) years. Acceptable forms of documentation
will be:
i. A document issued by a federal, state, county, or municipal
government, or a political subdivision or agency thereof, including,
but not limited to, a valid motor vehicle operator's license, that
contains the name, date of birth, physical description, and a photo of
the person;
ii. A valid identification card issued to a member of the Armed Forces
that includes a date of birth and a photo of the person; or
iii. A valid passport issued by the United States or by a foreign
government.
b. Those unable to produce acceptable forms of identification verifying
they are of age top purchase will not be provided with cannabis
products.
Delivery Payment Handling
Whenever possible, West Coast will accept credit card payments through the company’s
website for cannabis deliveries. Credit card processing in the current landscape is always

evolving and not always readily available. When West Coast is required to accept cash
from customers, the cash will be stored in small quantities inside the vehicle.
West Coast will outfit all delivery vehicles with a secured storage container affixed in the
passenger side of the vehicle on the floorboard, out of the public view. The storage
container will contain a cash box inside the container affixed to the floorboard.
Upon receiving cash payments from a customer, the driver will use a digital code to open
the storage container. Cash will be put inside of the cash box then the storage container
will be returned to the locked position.
Upon arriving back to the retail facility, on-site security will be notified. The guard will
watch the vehicle for suspicious activity. At that point in time, the storage container will
be opened by the driver. The driver will remove the cash box from the storage container
and carry it inside. Once it is inside the facility, it will go to the manager’s office for
reconciliation. After the cash has been counted, it will be moved to the vault for storage.
Vehicle Records
West Coast will maintain a database of all operational vehicles being used for the delivery
of cannabis products. Within this database, West Coast will create a file for each vehicle.
This file will contain the following:
1. Copy of the Vehicle Inspection Report – signed and dated by the inspector.
2. Copy of the Vehicle Registration.
3. Photo image of the license plate.
4. Photo image of the vehicle.
5. Vehicle Make, Model, Year.
6. Copy of the Certificate of Insurance.

Vehicle Inspection Policy
In order to ensure that all vehicles remain in working order, West Coast has created a
Vehicle Inspection Checklist. All vehicles will be inspected when they are placed in
service then the vehicle will undergo monthly inspections. The vehicle will be inspected
by the Operations Manager or designee. Inspection reports will be scanned and saved
into the vehicle’s corresponding cloud file. West Coast will use a professional mechanic

West Coast uses MIT’s Living Wage Calculator because it is what the UFCW uses to

assumes that the individua works 2080 hours per year (or 40 hours per week).

Vacation Policy
West Coast’s paid vacation plan is a part of the benefits package extended to full-time
employees and is designed to provide employees with the opportunity to balance their
work and home lives. The purpose of offering paid time off is to provide eligible employees
with flexibility from work that can be used for such needs as vacation, personal or family
business, appointments, volunteerism, and other activities of the employee's choice.
West Coast’s goal is to provide time for personal rejuvenation and to reduce unscheduled
absences while providing reasonable accommodation to full-time staff members without
impacting the employee’s compensation.
Employees are eligible for this benefit include individuals who are regularly scheduled
and working 30 hours or more per week (.75 FTE) and 250 or more days per year.
Vacation days shall be earned on an accrual basis during active employment in each
fiscal year at the following rates:

Eligible Expenses
It is the employee's responsibility to seek out the courses and other training mediums that
will enhance his or her career development and are in line with the West Coast's mission.
Professional development can be obtained through attendance at seminars, educational
courses or webinars, and degree programs that will assist the employee in performing his
or her essential job functions and increase the employee's contribution to the West Coast.
Membership fees to professional organizations, subscriptions for scholarly journals,
books and computer-based resources are also included.
Requesting Continuing Education
Employees must request permission from the COO, Kenneth Churchill, for review and
approval to attend and to receive reimbursement for a desired training and/or resource.
The request must include applicable course of study, purpose, job relevance, cost, dates,
times of coursework and the name of the institution or source of training.
Reimbursement
Upon satisfactory completion of the training and/or coursework, the employee must
provide documentation to support completion and payment to receive reimbursement.
Receipts for subscriptions, membership dues or other similar expenses should be
submitted in a timely manner.
The maximum reimbursement amount will be $3,000 per calendar year. The amount does

2.8.2 Commitment to Offering Apprenticeships
West Coast founders are excited to register with the State of California Department of
Industrial Relations to start a formal Apprenticeship Program. The company plans on
reaching out to the Division of Apprenticeship Standards (DAS) in Fresno to obtain the
assistance of a Senior Apprenticeship Consultant. The DAS creates opportunities for
Californians to obtain skills leading to gainful employment and provides employers with a
highly skilled and experienced workforce while strengthening California's economy.
Apprenticeships in the Cannabis Industry are not yet widely available and West Coast is
willing to pioneer this program to design a formal cannabis retail apprenticeship program.
West Coast does believe that this undertaking is significant. When reviewing the DAS
Minimum Industry Training Criteria (MITC), cannabis standards have not yet been
developed.2
It is the company opinion that the most important standards for a formal Apprenticeship
Program should come from the technical skills required for Cultivators and Manufacturers.
However, setting the standards for best practices in customer service, inventory control,
and security are critical for a cannabis retail operation. West Coast will work with the DAS
to design the apprenticeship around these standards and become a leader in
apprenticeship offerings. With West Coast laying the foundation for an apprenticeship
program, Fresno has the chance to become leaders in cannabis educational
opportunities.

2.9 SOCIAL EQUITY INCUBATOR PLAN
West Coast founders Kenneth Churchill and Andrew Angulo are passionate operators in
the cannabis space and would love to assist with the implementation of Fresno’s Social
Equity Program. Both Ken and Andrew understand that some of the biggest challenges
in starting a new business is understanding “where to begin”. Therefore, West Coast is
more than willing to sponsor, and mentor any Fresno approved Social Equity Applicant.
The comprehensive plan includes mentorship, equipment donation, dedicated shelf
space, legal assistance, financial services assistance, and any other technical assistance.

Equipment Donation
West Coast founders are happy to assist a Social Equity Applicant with acquiring the
materials required for a proper retail buildout. This includes the following:
• Sourcing recycled and/or materials for buildout costs.
• Sourcing recycled and/or materials for packaging.
• Identifying a licensed Contractor to execute the buildout at cost.
Shelf Space
West Coast founders are happy to commit up to 5% or more of the company’s shelf space

West Coast will prohibit loitering by persons outside the facility both on the premises and
within fifty (50) feet of the premises pursuant to FMC 9-3309(l) and will employ on-site
security to enforce this policy.

so that it is visually attractive and not dangerous to the health, safety and general welfare

No Heavy Machinery
The facility will not be operating any heavy commercial or industrial machinery that
generates an excessive amount of audible noise, and any equipment used will not
generate noise detectable outside the walls of the building.
No Loitering
Pursuant to FMC 9-3310(b)(1), West Coast will implement policies and practices that
prevent individuals from remaining on the premises and nearby vicinity if they are not
engaging in an activity directly to the West Coast’s business.
West Coast also has a strict "no loitering" policy, which is enforced by employees and the
security guard, helping to mitigate noise from being generated in the parking lot. This
policy includes a maximum of ninety (30) minutes of parking for each parking space and
no overnight parking.
Litter
West Coast will remove litter on and in front of the premises, and, if necessary, on public
sidewalks within 100 feet of the twice per operating day, within a minimum of four-hour
intervals.
Record Keeping
Any time West Coast receives a noise complaint, a management-level employee records
the information relative to the event.
Noise Caused by Customer
If problematic noise is caused by persons on-site, the security guard approaches the
person(s) and requests for the noise to be abated; if the person(s) refuse, the security
guard shall request for the person(s) to remove themselves from the retail store. If the
person remains noisy and disruptive and refuses to vacate the retail store, then the
security guard shall follow protocols for mitigation of unruly persons (including alerting the
local Police Department if necessary).
Illegal Consumption
West Coast will take reasonable steps to discourage and correct objectionable conditions
that constitute a nuisance in parking areas, sidewalks, alleys and areas surrounding the
premises during business hours if directly related to the customer/visitors of the retail
facility. For purposes of this subsection, “reasonable steps” includes calling the police in
a timely manner and requesting those engaging in nuisance activities to cease those
activities, unless personal safety would be threatened in making the request.

West Coast anticipates energy generation for the retail store will be minimal, like any
other retail store of comparable size that has display cases to showcase products,
standard retail store lighting, and a storage warehouse.
West Coast is committed to implementing sustainable practices, renewable energy, and
water-efficient buildings. West Coast considers itself to be an environmentally conscious
business, and we are committed to considering and identifying all avenues and initiatives
to be as ‘Green’ as possible. West Coast implements a range of energy-saving measures
at the facility designed to reduce, reuse, and recycle, including:
• Energy-efficient lighting on the interior and exterior of the building.
• Water-saving devices for all tap faucets and facilities.
• Use of recycled building materials (where possible) to reduce the carbon footprint
of the facility.
• Full recycling of any secondary packaging materials.
Ventilation and Odor Control
In accordance with the procedures set forth in this section, West Coast ensures the
following:
• Storage areas have balanced ventilation systems.
• The Store Manager ensures the regular maintenance of odor control equipment,
including regular cleanings and filter replacements as often as required.
• Odor control equipment employ activated carbon filtration and is serviced
according to ions.
Environmental Control Records
All environmental control adjustments and maintenance records are recorded in West
Coast’s records and maintained for a period of seven (7) years in accordance with
applicable state law.
Energy-Efficient Vehicles
West Coast conducts retail delivery to end consumers, and we utilize Hybrid vehicles to
reduce fuel consumption and carbon emissions.
Bike Racks
West Coast installs bike racks to encourage the use of alternative transportation for our
customers arriving locally and to reduce vehicle traffic.
Air Emissions
West Coast is cognizant of the fact that procuring products locally dramatically reduces
our carbon footprint. West Coast considers who and where to source our products from
based on environmentally friendly operations and proximity to avoid unnecessary
transportation expense, pollution, and burden on the environment.

vital role in facility management within the neighborhood. West Coast might not know
there is a potential issue unless people talk about it; the Community Outreach team are
delightful individuals that talk, listen, and act. West Coast posts a phone number on the
store-front entrance, to reach a representative 24/7; however, the West Coast team gets
to you first. West Coast aims to never have anyone come in with a problem, because its
Outreach team has proactively identified and addressed all issues.
Daily Policies
• Maintain a clean facility in good repair.
• Ensuring customers, vendors, and employees behave appropriately when at the
facility.
• Excluding customers who break the rules or divert or attempt to divert cannabis
products.
• Providing a timely response to community concerns.

3.3 ODOR MITIGATION PRACTICES
West Coast has developed on Odor Mitigation Plan to ensure
that noxious odors are controlled inside the facility and do not
emanate from the facility creating a public nuisance. As part of
the planned remodel, West Coast will install best-in-class odor
control technology provided by Can-Filters. This includes using Can-Lite carbon filters
and Can-Fan fans to circulate the air in the facility. The Can-Fans will create a regular
exchange of air to pass air through the Can-Lite filters. There is a complete room “change
over” of air every 8.1 to 26.8 minutes.

3.7 WASTE MANAGEMENT PLAN
West Coast ensures that any cannabis product or cannabis-derived product that is
intended for disposal is made unusable and unrecognizable prior to removal from the
property, in compliance with any applicable laws., including but not limited to Section 5054
of Title 16, Division 42 of California Code of Regulations. Cannabis waste is disposed
of in a manner that protects any portion of the cannabis from being possessed or ingested
by any person or animal.
West Coast hires a licensed local county waste hauling service to handle cannabis waste
management to ensure compliance with Bureau regulations regarding Cannabis Waste
Management. All waste removed from the site is thoroughly documented via waste
manifests, requiring signatures from both facility management and third-party transport
technicians. Waste is tracked and traced from the point of generation to its final resting
place.
West Coast implements the use of ENERGY STAR Portfolio Manager, which is a free,
easy to use, online tool for tracking waste, energy, and water data over time. West Coast
uses this platform to benchmark the performance of the building from a waste
management perspective with a long-term goal to consistently improve the performance
of our waste reduction program.
Waste Disposal – Mid Valley
West Coast’s facility, located at 10 E. Olive Ave., Fresno, CA, 93728 is located South of
Ashlan Avenue, therefore, the company will contract with Mid-Valley Disposal for
collection of Solid Waste and Recycling.

unrecoverable through grinding and incorporating the cannabis waste with non-
consumable, solid wastes listed below, such that the resulting mixture is at least fifty
(50%) percent non-cannabis waste:

Cannabis Waste Management Training and Procedures
West Coast employees will be thoroughly trained on the importance of the company’s
odor control and waste management plans. Waste management, as it pertains to the
destruction and disposal of cannabis products will be overseen by the Track and Trace
Manager. When cannabis must be disposed or destroyed, West Coast will generate a
record in the inventory management system and METRC of the destruction or disposal.
West Coast will ensure that all waste and unusable products are weighed, recorded, and
entered in the inventory system prior to mixing and disposal. Verification of this event will
be performed by a supervisor and conducted in an area with video surveillance.
The Inventory Control Agent will be responsible for the destruction of cannabis waste.
Upon identifying a need to destroy cannabis, the agent will create an inventory record in
Flowhub to designate the destruction activity. Pursuant to 16 CCR § 5049(7), each
destruction record will track the following:
1. The name and employee identification number of the individual who performed the
destruction or disposal.
2. The reason for destruction or disposal.
3. The name of the entity being used to collect and process the cannabis waste.
4. A description of any adjustments made in the statewide track and trace system,
including, but not limited to:
5. Spoilage or fouling of the cannabis goods.
6. Any event resulting in exposure or compromise of the cannabis goods.
7. Any other information required by the Bureau.

receiving a commercial cannabis business permit, one supervisor and one employee will

a training provider that is authorized by an OSHA Training Institute Education Center.
The CEO, Andrew Angulo will be responsible for implementing the company’s safety
program. He has served as a volunteer firefighter for 3 years at East Pierce Fire and
Rescue.
West Coast is a non-hazard employer and is using the template provided by Cal/Osha to
develop an Injury and Illness Prevention Program for Non-Hazard Employers. This is
crafted from the online standards from Title 8 of the California Code of Regulations,
Section 3203 (T8 CCR 3203) and consists of the following elements:

1. When observed or discovered.
2. When an imminent hazard exists that cannot be immediately abated without
endangering employee(s) and/or property, we will remove all exposed workers
from the area except those necessary to correct the existing condition. Workers
necessary to correct the hazardous condition shall be provided with the necessary
protection.
TRAINING AND INSTRUCTION
All workers, including managers and supervisors, shall have training and instruction on
general and job-specific safety and health practices. Training and instruction is provided
as follows:

2. To all new workers, except for construction workers who are provided training
through a construction industry occupational safety and health program approved

EMPLOYEE ACCESS TO THE IIPP
West Coast employees – or their designated representatives - have the right to examine
and receive a copy of our IIIPP. This will be accomplished by Provide access in a
reasonable time, place, and manner, but in no event later than five (5) business days after
the request for access is received from an employee or designated representative.
1. Whenever an employee or designated representative requests a copy of the
Program, we will provide the requester a printed copy of the Program, unless the
employee or designated representative agrees to receive an electronic copy of the
Program.
2. One printed copy of the Program will be provided free of charge. If the employee
or designated representative requests additional copies of the Program within one
(1) year of the previous request and the Program has not been updated with new
information since the prior copy was provided, we may charge reasonable, non-
discriminatory reproduction costs for the additional copies.
Any copy provided to an employee or their designated representative need not include
any of the records of the steps taken to implement and maintain the written IIP Program.

1. All persons shall follow these safe practice rules, render every possible aid to safe
operations, and report all unsafe conditions or practices to the foreman or
superintendent.
2. Managers shall insist on employees observing and obeying every rule, regulation,
and order as is necessary to the safe conduct of the work, and shall take such
action as is necessary to obtain observance.
3. All employees shall be given frequent accident prevention instructions. Instructions
shall be given at least every 10 working days.
4. Anyone known to be under the influence of drugs or intoxicating substances that
impair the employee’s ability to safely perform the assigned duties shall not be
allowed on the job while in that condition.
5. Horseplay, scuffling, and other acts that tend to have an adverse influence on the
safety or well-being of the employees shall be prohibited.
6. Work shall be well planned and supervised to prevent injuries in the handling of
materials and in working together with equipment.
7. No one shall knowingly be permitted or required to work while the employee’s
ability or alertness is so impaired by fatigue, illness, or other causes that it might
unnecessarily expose the employee or others to injury.
8. Crowding or pushing when boarding or leaving any vehicle or other conveyance
shall be prohibited.
9. Workers shall not handle or tamper with any electrical equipment, machinery, or
air or water lines in a manner not within the scope of their duties, unless they have
received instructions from their manager.
10. All injuries shall be reported promptly to the manager so that arrangements can be
made for medical or first aid treatment.
11. When lifting heavy objects, the large muscles of the leg instead of the smaller
muscles of the back shall be used.

Evacuation Procedures
In the event of an emergency incident, West Coast employees will
call 911 for emergency dispatch. Adequate emergency lighting will
be provided for indoor evacuation routes and will go into operation
automatically when needed. The lighting system will be designed,
and exact locations recorded, so that repairs can be made more
rapidly in an emergency. Switches and controls will be properly
located, waterproof, tamper resistant, and centrally located. The lighting system will be
regularly inspected, and any failures will be repaired within 24 hours.
The following protocol should be followed for contacting emergency services and
responding to any emergency incident:
1. Warning and Alarms
a. In the event of an emergency, an employee should either dial 911 or trigger
a panic button.
b. When a West Coast employee should notify emergency services:
i. In the event of a medical emergency.

4. Incident Debriefing
a. After the incident has concluded and it has been determined all employees,

emergency incident must meet and complete an After Action Report Form,
to be submitted and analyzed to the West Coast Safety Coordinator.
Drills
Emergency Drills will be performed twice yearly. A designated person will time the
evacuation and email each department head to see how they feel the drill went.
Safety Coordinator Responsibilities
The safety coordinator is responsible for the planning, evaluation, and execution of the
Emergency Action Plan and will perform the following duties:
1. Review and update the Emergency Action Plan annually or as needed.
2. Conduct annual facility evacuation drills. Know the location of all fire extinguishers;
pull alarms, and first aid kits. Ensure evacuation routes are posted and walkways
remain clear at all times.
3. When an emergency alarm has been sounded, systematically check all areas to
assure everyone has been evacuated.
4. If needed, post assistants along the evacuation route to guide people to the
Assembly Area.
5. Assist mobility impaired persons to evacuate safely.
6. Keep people calm and informed.
7. Report to the CEO and COO, Security Manager, or the on-scene Incident
Commander.
8. If ordered by on-scene Incident Commander, move all people to the Assembly
Area and inform people when it is safe to re-enter buildings. After a major
earthquake, a person may not re-enter buildings until cleared by a qualified
building inspector.

Earthquake Emergency Protocol

Robbery Emergency Protocol
In the event of an armed intruder attempting to rob the West Coast retail store, West
Coast employees (not including contracted security agents) are instructed to do the

1. Assume any firearms the offender possesses are loaded.
2. Comply with instructions given by the offender, and answer all questions asked.
3. Do not attempt to disarm the offender.
4. Make mental notes on the appearance, clothing, and any items the offender
touches when in the West Coast facility.

4.5 FIRE AND MEDICAL EMERGENCY TRAINING AND PROCEDURES
Fire Protocol
In the event of a fire, visible smoke, or the smell of smoke, employees must leave the
area of the fire immediately! When customers are in the facility, the employees will assist
them to the exits and out of the building. They will assist those in danger if it is safe to do
so and help direct them out of the building and to a safe location. This should only be
attempted if it does not endanger other lives.

Fire Prevention: Housekeeping Procedures
• Fire doors shall be kept closed at all times unless provided with alarm actuated,
self-closing hardware.
• Maintain a minimum of three feet clearance around/ in front of all electrical panels.
• Extension cords shall not be used in place of fixed wiring and shall only be used
for temporary purposes.
• Multi-plug adapters shall not be used unless provided as part of a listed and fused
power strip. They must be plugged directly into an approved receptacle.
• Electrical cords shall not be placed under carpets or through doorways.
• Any fire protection equipment including fire extinguishers, shall not be blocked.
• All combustible storage shall be stored in a manner to prevent the spread of fire.
• All combustible waste shall be stored in approved waste containers.
• All work areas will be kept free of excess accumulations of waste.
• Smoking will only be allowed in designated areas. Whenever smoking materials
are discarded, they should be placed in appropriate, designated containers.
Fire Prevention: Aisles and Exits
All aisles and exits shall conform to minimum standards as outlined by fire and building
codes applicable to the facility.
The Safety Coordinator will ensure that all workers assist in the maintenance of aisles
and exits in their respective workplaces. It is the responsibility of the Safety Coordinator
to ensure that aisles and exits remain free of obstructions at all times.
• Storage is not permitted in emergency exit paths even on a temporary basis.
• Any operation that blocks or makes an emergency exit inoperable must receive
the approval of the Safety Coordinator or his designee. Special arrangements shall
be made to ensure adequate exiting during the temporary operation.

be illuminated shall be maintained in proper working order at all times.

In the event of a serious medical emergency, the first step is to report the emergency by

Any West Coast personnel who are currently trained in CPR and/or first aid, including the
use of an AED, should give aid according to their level of training. It is important that
employees do not go beyond his/her level of training to prevent doing further harm to the
injured individual.

Employee Hygiene
West Coast maintains the below employee hygiene policies.
1. Ensure that all employees report to work wearing clean garments.
2. Ensure that all employees maintain good personal hygiene (including but not
limited to, keeping fingernails manicured, long hair kept back away from the face,
etc.)
3. Ensure that all employees wear gloves in good repair when appropriate to the task
assigned.
4. When an employee notifies the manager that they may have a sickness or injury
that could potentially result in the contamination of products or infection of surfaces
and colleagues, determine whether the employee is eligible to remain working at
the facility or should be sent home. If an employee is sent home, the Manager may
request that the employee obtain certification from his or her physician that he or
she is well and free of any open wounds before returning to work, as appropriate.

Infectious Disease Control – Communicable Diseases
West Coast prohibits any individual working on a licensed premises who has or appears
to have a communicable disease, open or draining skin lesion infected with
Staphylococcus Aureus or Streptococcus Pyogenes , or any illness accompanied by
diarrhea or vomiting for whom there is a reasonable possibility of contact with marijuana
items from having contact with marijuana item until the condition is corrected.
Communicable Diseases includes but is not limited to diphtheria, measles, Salmonella
enterica serotype Typhi infections, shigellosis, Shiga-toxigenic Escherichia coli infection
(STEC), Hepatitis A, COVID-19, and tuberculosis.
Infectious Disease Control – Sick Policies
West Coast will develop, implement, and communicate workplace flexibilities and
protections to ensure employees prioritize their health and the health of their families
during this time. Some examples include:
1. Actively encourage sick employees to stay home.
2. Ensure that sick leave policies are flexible and consistent with public health
guidance and that employees are aware of these policies.
3. Not require a healthcare provider’s note for employees who are sick with acute
respiratory illness to validate their illness or to return to work, as healthcare
provider offices and medical facilities may be extremely busy and not able to
provide such documentation in a timely way.
4. Maintain flexible policies that permit employees to stay home to care for a sick
family member.
5. Recognize that workers with ill family members may need to stay home to care for
them.
6. Be aware of workers’ concerns about pay, leave, safety, health, and other issues
that may arise during infectious disease outbreaks.
7. Provide adequate, usable, and appropriate training, education, and informational
material about business-essential job functions and worker health and safety,
including proper hygiene practices and the use of any workplace controls
(including PPE). Informed workers who feel safe at work are less likely to be
unnecessarily absent.
8. Work with insurance companies (e.g., those providing employee health benefits)
and state and local health agencies to provide information to workers and
customers about medical care in the event of a COVID-19 outbreak.

COVID-19
West Coast will work to monitor employee health to ensure disease control and prevent
further spread of illness to other employees and staff as well as minimize chances of
product contamination. In light of the current global pandemic of the coronavirus, West
Coast will follow the COVID-19 General Checklist for Retail Employers presented by the
Cal/OSHA and Statewide Industry Guidance on COVID-19 regarding employee illness
protocols during the pandemic.3
Until safely advised by the CDC and California Department of Health, West Coast with
face coverings and will be required the proper use of a face covering at all times while in
the building. Additional efforts will be made to adhere to social distancing
recommendations while performing work duties whenever possible.
Employees reporting to work will undergo brief health screening including a temperature
reading and a brief questionnaire based on the CDC guidelines and recommendations.
All health screening information will be documented for future reference.
An employee who either exhibit symptoms of illness during the health screening or reports
to West Coast that they are experiencing symptoms of illness such as fever, headache,
sore throat, cough, fatigue, nausea/vomiting, and diarrhea will be immediately relieved of
duties.
Employees who have exhibited symptoms are not to return to the facility until:
1. They have a verified NEGATIVE COVID-19 test, OR
2. 10-days have elapsed since the onset of symptoms or they are asymptomatic for
24 hours, without treatment, whichever is LONGER
West Coast will continue to refer to the CDC and California Department of Health for
additional recommendations on handling workplace illness and safety protocols.
During the pandemic, West Coast will follow the recommendations of OSHA regarding
the policies and practices surrounding scheduling and absenteeism. West Coast
understands that, especially during the time of a global pandemic, employees could be
absent from work for a number of reasons such as:
1. They are sick.
2. They are caregivers for sick family members.
3. They are caregivers for children of schools or day care centers that are currently
closed.
4. They have at-risk people at home, such as immunocompromised family members
causing them to be afraid to come to work because of fear of possible exposure.

Signage
Not only with the Applicant obtain a permit for all signage associated to the facility, but all
of the Applicant’s facility advertisement and signage will adhere to the following guidelines
and regulations pursuant to FMC 9-3309(h):
• No signs placed on the premises will obstruct any entrance or exit to the building
or any window.
• Each entrance will be visibly posted with a clear and legible notice indicating that
smoking, ingesting, or otherwise consuming cannabis or cannabis products on the
premises or in the areas adjacent to the business is prohibited.
• Business identification signage will be limited to that needed for identification only
and will not contain any logos or information that identifies, advertises, or lists the
services or the products offered.
• Advertising will not be visible from the exterior of the establishment.
• The Applicant will not advertise by having a person holding a sign and advertising

including, but not limited to, the public right-of-way.
• Signage will not be directly illuminated, internally or externally.
• No banners, flags, billboards, or other prohibited signs may be used at any time.

aircraft, or other similar forms of advertising, anywhere in the state.

is also the group of individuals who are asking for more education on the use of cannabis
for medical purposes. West Coast is dedicated to providing creative and ongoing

take place on site in West Coast’s private consultation area where a customer can ask
detailed questions and get answers from an experienced staff person. Some of this

Expungement
A successful Expungement will withdraw a "guilty" or "no contest" plea and dismiss the
case. Defendants convicted of a misdemeanor, or felons sentenced to probation, local
county time or AB109 may be eligible to file an Expungement. Defendants may file this
petition once they have paid all fines and fees associated with the case, are no longer on
probation, and have no open or active cases. Relief can be mandatory or discretionary
depending on the circumstances.
Benefits of a Dismissal
• The offense is no longer considered a conviction
• If all your convictions are dismissed, you can mark "no convictions" on applications
• All employers cannot legally consider "non-convictions" as basis for employment
or advancement
• May help with state licensing (Nursing, LVN, and Teaching Credential)
• May help with housing or voucher programs
• May help with immigration consequences
• May help with eligibility for financial aid
Limitations of a Dismissal: California law does not permit a true clean slate, thus:
• It can still be used for future prosecutions
• May still limit professional and occupational licensing
• It will always appear on your "rap sheet" or "background check"
• The dismissal does not permit you to own a gun
• It does not clear your DMV record

Reduce Felony to Misdemeanor (Penal Code 17)
Certain offenses in California are punishable either as a felony or a misdemeanor. Those
offenses are called "wobblers." If you were convicted of a wobbler as a felony, the judge
may be permitted to later reduce the offense to a misdemeanor so long as your sentence
did not include a prison term.
The easiest way to reduce a felony wobbler to a misdemeanor is to request it with
your Expungement. Alternatively, you can file a motion to reduce any wobblers using
the forms and instructions provided by the San Diego County Law Library.
Reductions via Proposition 47 or Proposition 64
Proposition 47 made certain non-violent felonies into misdemeanors. With Proposition
64, people convicted of a marijuana related offenses may be eligible for a reduction or in
some circumstances a dismissal.

Deferred Entry of Judgement for Immigrants
Under Penal Code section 1203.43, if you are a non-citizen and have completed
a Deferred Entry of Judgment (DEJ) program, you may be eligible to eliminate a drug
conviction for Immigration purposes. To be eligible for the dismissal:
• You must have participated in DEJ; and
• Had the case dismissed based upon your successful completion of the program.

Proposition 47
Proposition 47 changed many nonviolent felony offenses to misdemeanors, including
most convictions for:
• Shoplifting under $950
• Forgery under $950
• Writing bad checks under $950
• Petty theft under $950
• Grand theft under $950 (Robbery includes the use of force or fear and does not
qualify)
• Receiving stolen property valued under $950
• Simple drug possession (Possession for sale or transportation does not qualify)
• Auto theft of a vehicle valued under $950 at the time of theft
• Receipt of a stolen vehicle valued under $950 at the time of receipt
Individuals with prior convictions for certain serious offenses, including many sex offenses
and murder, are not eligible under Proposition 47.

Proposition 64
Proposition 64 legalized recreational marijuana for persons 21 years or older. The
following offenses are now misdemeanors, infractions, and/or dismissals:
• Adults in possession of marijuana or hash (H&S 11357)
• Adults with sales, giving away, or transportation of marijuana (H&S 11359, 11360)
• Adults cultivating marijuana plants (H&S 11358)
Minors with any marijuana related offenses are now infractions. Marijuana convictions
for persons with prior super strikes or sex offender registration may not be eligible for this
relief.

Certificate of Rehabilitation
A Certificate of Rehabilitation is a petition requesting that the court declare that a person
convicted of a felony which carried a prison sentence is now rehabilitated. A granted
Certificate of Rehabilitation is automatically forwarded to the Governor of California as an
Application for Pardon. A granted Certificate does not guarantee that a Pardon will be
granted.
Eligibility requirements:
1. At least 7 years (10 years in some cases) must have passed since discharge from
parole or completion of sentence, whichever is later; and
2. After completion of the sentence or discharge from parole, you must have lived an
honest and upright life, and fully complied with all laws; and
3. You must have continuously lived in California for the last 5 years; and
4. Either have been sent to prison or received a Penal Code section 1203.4
dismissal.
Misdemeanor offenses are ineligible unless the offense required sex registration.
What the certificate DOES:
1. Relieve some sex offenders of duty to register.
2. Enhance potential for obtaining state licensing.
3. Serve as documentation of rehabilitation to present to an employer.
4. Automatic application for Governor's Pardon.
What the certificate DOES NOT DO:
1. Dismiss, erase, or seal the conviction
2. Prevent the conviction from being used as a prior conviction.

down Climate Change and hopefully reverse the effects to provide
for future generations. As responsible business owners, it is up to
the company to act as a leader to implement green business
practices at the onset of company operations. Implementing green business practices
early creates a company culture that cares for the environment and hopefully inspires
company employees, peers, and community members to employ similar green practices.

As part of West Coast’s environment
strategy, the company gives preference
to vendors that are Clean Green
Certified Clean Green Certified is a
program based on existing national and
international agricultural standards, to
certify cannabis that is cultivated using
sustainable, natural and organic practices.
Considering that the Cannabis Industry is still in its infancy, there are not many vendors
with this certification. However, it is the hope of Indo Cali managers that more vendors
work toward this certification. Should industry dynamics change, and a different
certification becomes more popular, Indo Cali will give preference to the new certification.
Using such certifications to screen vendors allows managers to count on the due diligence
of the vendor.
7.1.3 Utilization of Blighted Areas for Business
East Olive Equity Partners fully believes that Blighted Areas should be used for new
investments. However, in this instance, the company has identified a property that is not
in what would be considered a “Blighted Area”. This is not by design – rather the founders

In accordance with FMC 9-3309(m)(3) and
in support of Fresno County’s Alcohol and
Other Drug Strategic Prevention Plan, West Coast has developed public outreach and
educational program for youth organizations and educational institutions that outlines the
risks of youth use of cannabis, and that identifies resources available to youth related to
drugs and drug addiction.
Care Fresno
Considering that West Coast is a cannabis retailer and public education is
not a core competency, the company will provide financial contributions to
existing substance abuse prevention programs. Fresno County currently
works with the California Health Collaborative PATH Project. Considering
that this provider is already endorsed by the county, West Coast hopes to
further fuel their missions with an influx of cash in the form of donations.
Care Fresno was established in 1995, in partnership with the Fresno Police Department,
to develop an effective and replicable program that meets the needs of struggling youth
in high-crime neighborhoods. Over the past
25-years Care Fresno has served more than 70 communities, more than a dozen
indigenous leaders were developed and 48 local partnerships deepened. At its core, Care
Fresno creates community learning centers as Care sites, providing after-school
programming, educational advancement, Carefree Summer programing and summer
Care Camp experience. Hope and healing are cultivated through positive, consistent adult
relationships.
West Coast has donated to the Care Fresno program to "Adopt A Student" and
"Send 10 Kids to Care Camp."

The Performing Above the High (PATH) Project is a
program of the California Health Collaborative, a non-
profit organization committed to enhancing the quality
of life and health of Californians. PATH was created in
2011 through funding from the Fresno County
Department of Behavioral Health as a comprehensive
approach to reduce marijuana use among youth and young adults between the ages of
10 and 25 in Fresno County. Through a series of interactive and evidence-based
campaigns, the PATH Project intends to create community norm change regarding the
use of marijuana.

addition, West Coast will offer the community a contribution for local nonprofits and
humanitarian pursuits needing funding in Fresno. West Coast has created a Community
Benefits Plan. To fund this plan, West Coast will reserve 2% gross receipts for community
initiatives. This equates to in the first year.
25% of these funds will be given to the Fresno Community Reinvestment Fund. The
balance, 75%, will be reserved for community initiatives sponsored by West Coast.
