P.E..Assistant Director 1:101' Department of Public Utilities -Water Division c'fff- SUBJECT: APPROVE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY GRANT ASSISTANCE AMENDMENT FOR FRIANT-KERN CANAL PIPELINE PROJECT AND AUTHORIZE THE DIRECTOR OF PUBLIC UTILITIES TO SIGN ON BEHALF OF THE CITY OF FRESNO ,xl,rlw m cn�mwral 0 i9/d9 _ RECOMMENDATION .� Stag recommends that the City Council: -- -- t. Approve the United States Environmental Protection Agency (EPA) Grant Assistance Amendment to extend the grant project and budget period end dates for Fdant-Kern Canal Pipeline project. 2. Authorize the Director of Public Utilities, or his designee, to execute all necessary documents on behalf of the Oily of Fresno - EXECUTIVE SUMMARY The Department of Public Utilities (DPU) Is actively pursuing the construction of a pipeline that will convey raw water from the ErrantKernCanal to the City's Northeast Surface Water Treatment Facility. On September 20, 2005. City Council adopted Resolution 2005-404 which authorized DPU to apply for and accept a grant from the EPA. The grant is for the amount of 5482, 10EW with DPU'; match being $394.44545. These funds are being used to partially offset costs for engineering design and environmental studies for the pipeline project. Due to the need toextend the duration of environmental services, the EPA grant agreement needs to be likewise extended The Budget Period and Project Period denoted on the original Grant Agreement ran from March 1, 2006 through February 28, 2010, The Assistance Amendment extends the Budget and Project Pound end dates to October 31, 2011. Previous terms and conditions remain in full force and effect. BACKGROUND The EPA Fiscal Year 2004 Budget Included a Congressional earmarked appropriation of $500,000.00 for the ChYs Water Conveyance Project which will deliver Central Valley Project surface water directly to the City's surface water treatment facility. Subsequent Congressionally mandate! reductions reduced this appropriation to $482,100 00. OPU'a match funding for the grant Is $394,445.45, which is covered by the overall englneedng design and environmental studies cost of $1.115 million included in a previously awarded contract with Provost 8 Pritchard Engineering Group. The first one mile segment of pipeline was constructed through a Council approved reimbursement .agreement with the State Center Community College District as they and the Clovis Unified School District constructed Meir respective campuses just north of the surface water treatment facility. The engineering design and environmental studies are currently continuing for the remaining four miles of pipeline to complete the connection to the Friani Canal Due to the need to verify and delineate the presence of sensitive plant and wiltllife species along the pipeline alignment the project timeline has Increased by several months. The requested grant timeline extension ensures the City remains compliant with the grant conditions and is eligible for the remainder grant funds. To data 3188,351.00 of the $482,100.00 grant have been received and design Is expected to complete In June of 2010. The EPA Grant Assistance Amendment has been "approved as to farm" by the City Attorney's Office. Completion of the entire projed will fulfill the 1997 Metropolitan Water Resources Management Plan critical objective of providing water supply reliability and maintaining water qualry. FISCAL IMPACT Matching funds needed for this grant are met by FY10 through FY12 Enterprise Capital Budget (WC00038). No additional funds are required. Attachment(s). Assistance Amendment
