Since September 2007, the City has contracted with PTS, the only local vendor, to provide payphone
services in the Fresno area. The original contract with PTS expired on September 6, 2010 and the
terms of a new contract have been in negotiations since that date. Staff recommends that Ceuncll
approve an Initial three year professional services agreement with PTS effective March 1, 2011. This
contract will ensure that strategic areas will continue lo have a public payphone for safety and
sccessibillly purposes. In addition, staffrecommends that Council approve an interim agreement
covering the period September B, 2010 through February 28, 2011 to address costs associated with
Poorly performing phones.
BACKGROUND
The Information Services Department's Communications Division is responsible for management of
public payphones Provided by the City of Fresno. Over the Were, the need for providing public
payphones has decreased as consumers are relying upon cell phones for their everyday mobile
needs. Even with this decline, there is a certain amount of responsibility, by the City of Fresno to
provide payphones at strategic locations for safety and accessibility purposes.
On September 6, 2007, the City contracted with PTS to provide public payphones at 26 locations
throughout the city. The original agreement was for an Initial three year wood with automatic
additional successive one year terms unless either party provided written intent not to renew. Under
