Citythinkers will be the Lead Consultant, primary point of contact, and will administer the contract, manage the consulting team, lead the outreach efforts with the EDC's and be responsible for day- to-day communication and the final reports and plans. Citythinkers will also lead Task 5 - Station Area Plan Development. Keyser Marston Associates will lead the Market and Land Use Analysis and Financial Feasibility Analysis. Citythinkers and KMA have a long history of collaboration on pro-forma development, with Citythinkers providing detailed design scenarios for KMA to use as they run economic models. Chabin Concepts is located in Chico, CA and does extensive work in the Central Valley. They help cities and economic development agencies craft strategic economic development initiatives, or best referred to as"Placed-based Strategies."They will supplement our team with outreach. Chen Ryan Associates will support the team with Existing Conditions, Transit Benefits Evaluation, and Cost Estimating.CRA has extensive experience not only in mobility planning and transportation analysis, but also in helping cities and agencies develop sound policies and a body of research around active transportation, parking, VMT analysis and TOD policy. As an added value and scope item, CRA will also assist in developing high-level mobility concepts for TOD Station Area Templates and provide a Transit Development Accessibility Performance Analysis to strengthen the link between land use planing, development scenarios and transit plannning. Together, we represent a lean and efficient team that offers the direct leadership and expertise of our Principals. We are ready to start on this assignment right away and can work rapidly and diligently to reduce your 22-month schedule to 12 to 16 months. KMA // West Sacramento Enhanced Infrastructure Financing District No.1 • The West Sacramento EIFD was formed on June 28, 2017, the first EIFD to be formed in the State of California. At approximately 4,150 acres, the EIFD encompasses a significant portion of the City of West Sacramento. The EIFD was formed to partially off-set the loss of Redevelopment tax increment funding resulting from the dissolution of Redevelopment Agencies in 2012. The EIFD is anticipated to assist in the development of approximately 12,000 new residential units and over 20 million square feet of commercial and industrial development over the 45-year term of the EIFD.The EIFD is projected to generate$3.1 billion of property tax increment to the District over the 45-year term, which will be used to fund a broad range of public infrastructure and facilities. • KMA was retained by the City in 2015 to undertake an initial feasibility analysis of forming an EIFD.This entailed estimating the tax increment that could potentially be generated and identifying target public facilities to be funded by the EIFD. Upon the completion of the feasibility analysis, the City elected to go forward with forming the EIFD, which included requesting KMA to prepare an Infrastructure Financing Plan (IFP).
