HomeMy WebLinkAboutResolution - - 2003-394 - 12/16/2003 RESOLUTION NO. 2nn3-394 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, REQUESTING THAT THE COUNTY OF FRESNO GRANT AUTHORITY TO THE CITY OF FRESNO TO REVIEW PLANS, ISSUE PERMITS AND INSPECT IMPROVEMENTS WITH RESPECT TO THE COPPER RIVER RANCH PROJECT SITE CLEARANCE AND GRADING Whereas, the 2025 General Plan was approved in November of 2002 by the Fresno City Council; and, Whereas, the 2025 General Plan depicted land uses for all areas within the existing City Sphere of Influence, including the Copper River Ranch project area located north of Copper Avenue between Friant Road and Willow Avenue; and, Whereas, the applicants for Copper River Ranch submitted a General Plan Amendment and Rezoning application for review and processing by City Staff members; and, Whereas, the Copper River Ranch applications were the subject of EIR No. 10126 which was certified by the Fresno City Council in June of 2003; and, Whereas, the General Plan Amendment and Rezoning applications for the Copper River Ranch'project dere also approved by the Fresno City Council in June of 2003; and, Whereas, the certified EIR, the General Plan Amendment and Rezoning applications all contemplated the annexation of the Copper River Ranch project to the City of Fresno; and, Whereas, the applicants for Copper River Ranch have submitted Vesting Tentative Tract Map No. 5205 for initial review and processing by the Fresno City staff; and, Whereas, the applicant would like the ability to Rough Grade' a portion of the site during the winter months of 2004 in an effort to reduce potential air quality impacts and to excavate 'FMFCD Basin `DE' which will accommodate storm water runoff from a portion of the Copper River Ranch project and numerous other properties. Now, therefore, be it resolved that the Fresno City Council requests that the County of Fresno grant to the City of Fresno the ability and responsibility to review plans, issue permits, and inspect improvements, for site clearance, grading, access, etc., associated with the Copper River Ranch project in accordance with the City of Fresno's standards, policies and ordinances. This Resolution is not intended to amend or delete any of the adopted 'Standards of Annexation' found in the Memorandum of Understanding between the City of Fresno and the County of Fresno, CLERK'S CERTIFICATION STATE OF CALIFORNIA ) COUNTY OF FRESNO )ss.
