406.004 SAFE TO STOCK INSPECTIONS

PURPOSE
This policy has been established to provide direction regarding requirements for a safe
to stock inspection of a fire sprinkler system.
APPLICATION
This policy applies to contractors requesting a safe to stock inspection of a fire
sprinkler system.
OPERATIONAL POLICY
As noted in the California Fire Code (CFC), the fire code official has the authority to
formulate policies they deem necessary based upon local conditions related to fire
sprinkler systems, including their installation, testing and maintenance.
REQUIREMENTS
Based upon the need for uniformity in application across the Fresno Fire Department’s
(FFD or Department) diverse service delivery area, and after careful deliberation, the
Department has determined that a request for a “safe to stock” approval from FFD,
requires the following conditions to be met:
1. Fire sprinkler system:
a. Hangers and seismic sway bracing installations and the required
hydrostatic test have been completed and approved.
b. Fire sprinkler system and other automatic fire extinguishing systems are
in service.

c. Required fire sprinkler system bell is installed per FFD policy to face the
street the building is addressed to or on the side of the building where the
main entrance for the general public is located.
d. The sprinkler bell must ring within 90 seconds after the inspector test valve
has been fully opened.
e. Fire sprinkler system bell is wired to a separate circuit, labeled, and an
approved lock-off clip is installed.
f. Required sprinkler system signage is installed.
g. The fire sprinkler system control valve is locked in the open position.
h. The spare head kit is installed (including appropriate number and type of
sprinkler heads and spare head wrench).
2. Portable fire extinguishers have been installed.
3. Smoke and heat vents and draft curtains inspections have been approved (if
applicable).
4. Fire-rated walls, fire doors, and fire dampers inspections have been approved
(if applicable).
5. On-site hydrants are in service with permanent pads.
6. All access roads are paved.
7. Temporary or permanent address signs are installed on the building.
