RESOLUTION NO. 2003-71
A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, CALIFORNIA, RELATING TO THE CITY'S
SUPPORT FOR THE CONCEPT OF AN ABANDONED
VEHICLE SERVICE AUTHORITY FOR FRESNO COUNTY.
WHEREAS, Sections 9250.7 and 22710 California Vehicle Code provides for the
establishment of a joint powers authority for abandoned vehicle abatement ("Service
Authority") if the city council/board of supervisors of the county and a majority of the cities
within the county having a majority of the population adopt resolutions providing for the
establishment of the authority; and
WHEREAS, the establishment of a Service Authority in the County of Fresno
would provide authority to the State of California to impose and collect a one dollar($1)
fee on every registered vehicle in the County of Fresno to be used for the abatement of
abandoned vehicles in the County of Fresno; and
WHEREAS, the establishment of a Service Authority would provide that the
Service Authority would have the responsibility for an abandoned vehicle removal
program in Fresno County; and
WHEREAS, the Council of the City of Fresno ("Council")finds that abandoned,
inoperable, wrecked, dismantled vehicles or parts thereof pose a health and safety
hazard and are found to be public nuisances in the City of Fresno ("City"); and
WHEREAS, the Council finds that adoption of an Abandoned Vehicle Abatement
Program in the County of Fresno could potentially result in an increase in the proper
removal and disposal of abandoned vehicles within the City and could assist City law

enforcement and Code Enforcement personnel in abatement of abandoned vehicles.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fresno as
follows:
1. The City of Fresno hereby supports the concept of a Service Authority for
abandoned vehicle abatement in Fresno County pursuant to the provisions of Sections
9250.7 and 22710 of the California Vehicle Code and hereby requests representatives
from the Council of Governments to research the formation of a Service Authority and to
return to Council with implementation details.
