PM 2019-02 / P20-02463 a 4-lot subdivision with remainder Approximately 831 East Jensen Avenue (Provide official address) Blue Ocean Development America, LLC / Lars Andersen & Associate, INC.
PUBLIC IMPROVEMENT REQUIREMENTS The Public Works Department, Traffic and Engineering Services Division, has completed its
review and the following requirements are to be placed on this tentative map as a condition of
approval by the Public Works Department.
The following requirements are based on city records and the accuracy of the existing and proposed on-site and off-site conditions depicted on the tentative map. Requirements not
addressed due to omission or misrepresentation of information, on which this review process is
dependent, will be imposed whenever such conditions are disclosed.
Planner: Have the applicant provide the following information prior to the acceptance of the final map submittal. This can result in additional conditions of approval.
1. Provide a recorded copy of the development agreement.
2. When permanent facilities are not available from the Fresno Metropolitan Flood
Control District, the applicant shall identify a temporary onsite storm water basin per Public Works Standard P-97 for review and approval from Public Works.
3. Identify all easements on the map. Specify if street, utility, bike, pedestrian and
landscape, etc.
4. Street Names: Provide missing street names.
5. Correctly identify and verify the existing and proposed right of way for all streets.
6. Verify right of way against the approved Director’s Determination (DD). The map,
cross section and DD are in conflict.
7. Identify the location of the proposed ponding basin and pipe easement of necessary.

General Conditions: See Development Agreement.
Additional offsite improvements and dedications may be required at the time of future
site plan review.
Provide a 30’ visibility triangle at all street intersections and a 12’ visibility triangle where
all driveways intersect streets.
Street Dedications and / or Vacations
Identify all street furniture, e.g.: public utility poles and boxes, guy wires, signs, fire hydrants,
bus stop benches, mail boxes, newsstands, trash receptacles, tree wells, etc. within the public
right of way or public easements. The construction of any overhead, surface or sub-surface structures and appurtenances in the
public rights-of-way is prohibited unless an encroachment covenant is approved by the City of
Fresno Public Works Department, Engineering Services Division. Contact Jason Camit at
(559) 621-8681. Encroachment agreements must be approved prior to final map. Frontage Improvement Requirements: See Development Agreement.
All improvements shall be constructed in accordance with the Standard Specifications and
Standard Drawings of the City of Fresno, Public Works Department. Street construction plans
are required and shall be approved by the City Engineer. The performance of any work within the public street rights-of-way (including pedestrian and utility easements) requires a STREET WORK PERMIT prior to commencement of work. Contact the City of Fresno Public Works

Public Streets:
Jensen Avenue: modified 4-lane Arterial
1. Dedication Requirements:
a. Dedicate 49’-51’ of property, from section line, for public street purposes, within the limits of this subdivision, per Public Works Standards modified P-52 and P-69.
Center line shall be established per a Geometric Approval Drawing.
b. Dedicate corner cuts for public street purposes at all intersections.
c. Dedicate a 26’ (minimum) easement for Bike, Pedestrian and Landscape purposes only. (BPLE) Additional right of way may be required for grading and drainage purposes. New utilities are not allowed within this easement. d. Trail crossings will be limited and as approved by the Traffic Engineer.
2. Construction Requirements: See Development Agreement. Martin Luther King Junior Boulevard: 2-travel lane Collector

a. Dedicate 42’-44’ of property, from section line, for public street purposes, within the limits of this subdivision, per Public Works Standard P-54 and P-69. Center line shall
be established per a Geometric Approval Drawing.
b. Dedicate corner cuts for public street purposes at the intersection of Martin Luther
King Junior Boulevard and Church. c. Relinquish direct vehicular access rights to Martin Luther King Junior Boulevard from all residential lots within this subdivision.
2. Construction Requirements: See Development Agreement.
Church Avenue: modified 2-travel lane Collector
1. Dedication Requirements:
a. Dedicate 47’-49’ of property, from section line, for public street purposes, within the
limits of this subdivision, per Public Works Standard modified P-54 and P-69. Center line shall be established per a Geometric Approval Drawing.
b. Dedicate a 24’ (minimum) easement for Landscape, Bike and Pedestrian purposes
only. (Additional right of way may be required for grading and drainage purposes.)
Above ground utilities are not allowed within this easement.
c. Trail crossings will be limited and as approved by the Traffic Engineer. 2. Construction Requirements: See Development Agreement.
Loop Road between west of Parcel B - 50’ local (both sides)
1. Dedication Requirements:
a. Dedicate 25’ of property, from center line, for public street purposes, within the limits of this subdivision, per Public Works Standard P-56.
b. Dedicate corner cuts for public street purposes at all intersections.
2. Construction Requirements: See Development Agreement. Knight Avenue: 60’ Local
1. Dedication Requirements:
a. Dedicate 30’ of property, from center line, for public street purposes, within the limits of this subdivision, per Public Works Standard P-56.
2. Construction Requirements: See Development Agreement.
Specific Mitigation Requirements:
1. Comply with the mitigation measure requirements of the Traffic Operations and
Planning Manager in the Development Departments FAASTER System. Reference TIS
17-010 and TIS 19-024. Traffic Signal Mitigation Impact (TSMI) Fee: See Development Agreement.

Fresno Major Street Impact (FMSI) Fees: See Development Agreement.
FMSI Requirements:
Jensen Avenue: 4-lane Arterial
1. If not existing, an additional 8’ dedication is required beyond the edge of pavement.
Dedication shall be sufficient to accommodate arterial standard and any other grading
or transitions as necessary based on a 55 MPH design speed. Martin Luther King Junior Boulevard: 2-travel lane Collector
1. If not existing, an additional 8’ dedication is required beyond the edge of pavement.
Dedication shall be sufficient to accommodate additional paving and any other grading or transitions as necessary based on a 45 MPH design speed.
Church Avenue: 2-travel lane Collector
1. If not existing, an additional 8’ dedication is required beyond the edge of pavement. Dedication shall be sufficient to accommodate additional paving and any other grading or transitions as necessary based on a 45 MPH design speed.
Regional Transportation Mitigation Fee (RTMF): Pay all applicable RTMF fees to the Joint
Powers Agency located at 2035 Tulare Street, Suite 201, Fresno, CA 93721; (559) 233-4148 ext. 200; www.fresnocog.org. Provide proof of payment or exemption prior to granting final occupancy.
