APPLICATION The following direction is to be used when caring for reserve apparatus. This includes the crews at the parent stations as well as the crews switching onto reserve apparatus. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE To ensure reserve apparatus readiness and equipment accountability, the following guidelines are to be adhered to by all Fresno Fire Department (FFD or Department) members: Care for reserve apparatus while at parent station: • Reserve apparatus are to be maintained at all times with the equipment necessary to be placed into service. A current inventory list is to be made available of all equipment on reserve apparatus. • If any missing equipment is noted, a requisition must be submitted by on-duty crews at the parent station in order to replace the missing equipment. • While on reserve status, reserve apparatus are checked on Saturdays to ensure the proper working condition of apparatus and all related equipment. Results are to be recorded using the Department’s Records Management System (RMS), PSTrax. Effective Date: December 2008 William Veiga, Battalion Chief Current Revision Date: 08/01/2024 Section 310.005 Next Revision (2) Date: 08/01/2028 Page 2 of 3 • Equipment is not to be removed from reserve apparatus for use as replacement equipment on any other apparatus. • Reserve apparatus are to be inventoried during the months of March and September to ensure accountability of all assigned equipment. An email stating the results of the inventory is to be sent to the equipment committee chairperson from the company officers at the stations where the apparatus are housed, in accordance with Standard Operating Procedures, Section 211.002, Apparatus Inventory Procedures - PSTrax. Procedures to be used when switching onto a reserve apparatus: • Due to operational necessities and pre-identified reserve apparatus commitments, any time members are required to utilize a reserve apparatus, a battalion chief must be notified to ensure the correct reserve apparatus is utilized. • Any time a reserve apparatus is removed from its assigned station for any reason, an inventory is to be made by the crew members (or person[s]) taking the reserve apparatus, joined by a crew member assigned to the parent station (if available). The member(s) or person(s) removing the apparatus are directed to complete a temporary equipment transfer in PSTrax, reference Standard Operating Procedures, Section 211.002, Apparatus Inventory Procedures – PSTrax. • The reserve apparatus is to be returned in clean and good operating condition. It is the responsibility of the company officer using the reserve apparatus to ensure all appropriate requisitions are submitted for shop repairs and/or replacement of missing equipment for the duration of time they are using that apparatus. Procedures to be used when switching back from a reserve apparatus: • Upon return of reserve apparatus to the assigned station, the member(s) (or person[s]) returning the apparatus are directed to close the PSTrax temporary equipment transfer. Effective Date: December 2008 William Veiga, Battalion Chief Current Revision Date: 08/01/2024 Section 310.005 Next Revision (2) Date: 08/01/2028 Page 3 of 3 • The crew switching out of the reserve apparatus shall utilize the temporary equipment transfer in PSTrax. • All attempts should be made to return reserve apparatus to the parent station and not the shop. Battalion chief approval is required to drop off the reserve apparatus at the shop. • Any equipment found missing from reserve apparatus upon return to the assigned station is to be reported immediately to the respective battalion chief and followed up in writing to the operations chief by the commanding officer returning the apparatus. A requisition must also be submitted requesting replacement of the missing equipment by the returning officer. • Captains assigned to the station where reserve apparatus are housed are to be accountable for the condition of the apparatus and maintenance of its inventory. PROCESS This section intentionally left blank. INFORMATION Reserve apparatus are a vital part of the Department fleet. They are placed into service on a routine basis to effect necessary repairs on front-line equipment and may also be utilized as front-line apparatus in the event of a recall.
