112.002 RETURN TO WORK PROGRAM

PURPOSE
To establish procedures for the successful return to full duty of personnel following
an extended leave of absence, while ensuring safe on scene performance.
APPLICATION
Members who are returning to full duty from an extended leave of absence.
OPERATIONAL POLICY
If an individual has been on an extended leave of absence, the Fresno Fire
Department (FFD or Department) shall follow the guidelines set forth in this policy
prior to return to full duty. The Training Division will coordinate Administrative
Manual, Section 112.002, Return to Work Program.
OPERATIONAL GUIDELINE
The member should return to their regularly scheduled 56-hour work week once they
are released to full duty.
The goal is for the member to complete the identified return to work re-entry program
before returning to their regularly scheduled assignment.
If a member is released to full duty prior to the end of their 40-hour light duty
schedule, the member should be assigned a training officer and return to work plan
to complete while assigned to the 40-hour schedule.

If the member is released to full duty and is scheduled off duty multiple days prior to
their next regular duty day, they may be assigned to the training division, on
overtime, to begin and potentially complete the program prior to their regular duty
day.
If the member’s regular assignment begins prior to or during the re-entry program,
the member will be placed on special assignment and report to the assigned training
officer.
PROCESS
A return to work re-entry program is to be completed by a member who has missed
a substantial amount of days (more than 180 calendar days). The following steps
are to be completed:
1. The member is placed on special assignment (SA) during their regular duty
days once released to full duty and assigned to the re-entry program.
2. An assigned training officer coordinates the return to work program based on
the days missed by the member.
a. If a member has missed 180 - 270 days, the refresher training will be
one (1) day of fire skills refresher, EMS skills refresher, and LMS
training.
b. If a member has missed over 270 days, the refresher training will be
two (2) days of fire skills refresher, one (1) day of EMS skills refresher,
and LMS training.
c. The scheduled training is considered complete once the member has
completed all of the required skill refreshers in a safe manner.
3. Until a member completes the required skill refreshers, they may be assigned
to an ancillary, non-firefighting duty for the remaining part of the shift or until
they complete all the required skill refreshers in a safe manner. These duties
may include but are not limited to:
Assigned as a battalion chief’s aid.
Assigned to operate the breathing support.
Assigned to operate support vehicles.
