A RESOLUTION OF THE C ITY COUNCIL OF TH E CITY OF FRESNO,
CALIFORNIA,DESIGNATING THE NEWMAN J.LEVI NSON HOME
LOCATED AT
1636 BROADWAY STREET,FRESNO,CALIFORNIA
TO THE LOCAL REGISTER OF HISTORIC RESOURCES
WHEREAS,the Ne man J .Lev inson I-l ome was co nstructed c I 9 II and o rigi nally located at
439 N .Van Ness Aven ue in th e Bo les No rth Park Su bdivi sion ;and
WHEREAS,the first resident of t his two -story var iant of the American Fo ursq uare type with
Co lo nia l Rev ival deta iling wa s N ewma n J.Lev inson ,who wa s the Pres ident o f th e Fresno
Publ is hing Company,p ubli shers of the Fresno Herald ; and
WHEREAS,b y the late 1920s the hom e w as pur chased by Jam es and Freda Va gim;an d
WH EREAS,James Vagim developed his produce business into the largest pri vately run
co rporate packing house in th e Fresno area;and
WH EREAS,th e Levinson Home was eva luated as eli gible to the Na tional Re gister of
Historic Places by Karen Weit z e Ph.D.for the federally fund ed State Route 180 project, w ith
conc urrence b y th e S tate His toric Preservation O fficer ;a nd
WH EREAS ,in orde r to p reserve the home the building was so ld to the C ity o f Fres no who
moved it t o its c urrent location in 1991; and

WHEREAS ,the ho me is assoc iated wi th two i ndiv idua ls an d/or famil ies "s ignificant in o ur
pas t ,"Newman J. Levinson and James an d Freda Vagi m;and
WHE REA S,the s u n porch/p layroom a dd ition o n th e north elevat ion was added by the C ity of
Fres no when the home was relocated in 1991 a nd is th erefore not associated with e it her N ewman
J .Levi nso n or the Vagim family,nor does the a dd ition embod y the d isti nctive cha racteristics of
a t ype,period or metho d o f co nstruction and is thu s a n non-contributin g feature of th e hom e ;a nd
WHE REAS ,the property ow ner ,purs uant to FMC 12-1609 (a)(7),has declined to sta te a
po sitio n o n the des ignation of t he Levi nson Home; a nd
WHE R EAS,the City of Fres no Historic Preservation Commiss ion,at a dul y noticed publi c
hearing held o n August 27,20 12, heard testimo ny on the subject prop erty;and
WHEREAS,based o n that test imony,a nd the presentat ion of fact s relating to the criteria for
offi cial designation ,as se t forth in th e Fresno Municip al Code, Chapte r 12,Article 16 ,mad e the
followin g findings;
T hat t he Ne wma n J. Levi nson Ho me m eets the cr iteria set o ut in Article 16,
Chapter 12, Section 12-1607 (a)of the Fre s no Municipa l Code ;and is e ligible for
listing o n Fresno 's Loca l Reg ister of Historic Resources ; and be recommended to
the Fre s no City Council for ado ption as a Loca l Resource; a nd wherea s in
acco rda nce w ith Fresno Mun icipal C ode, Article 16 Secti on 12-160I et seq.this
hearin g has been d uly noticed for Co uncil action upon the des ignation
recommended by th e Co mmiss ion ;a nd
WHEREAS,on Septem ber 27,2012,Co unc il held a hearin g w here it con sidered th e
recomme nd at io n o f th e H isto ric Preservation Commiss ion,and consid ered su bs tantia l ev idence ,
inclu ding b ut not limited to ,staff presentation, a r eport prepared by staff add ressing th e
pro perty 's eligibi lity to the Local Regi ster,a Primary Record C PR")and a Build ing,Structure
a nd Object Record ("BSOR")prepared b y the Ci ty 's Historic Prese rvat ion Specia list (a s d efined
in FM C §12-16 04(b» finding that the pro per t y met the Histor ic Reso urce eligibility
requirements for crite ria ii a nd iii to subdiv ision 12-1 607(a)(l ).
N OW,THEREFORE ,BE IT R ESOLVED by the Co unc il of the C ity of Fresno:
I .Co unc il find s that the a bove recita ls are tru e and correct.
2. Co uncil find s that the New m an J .Lev inso n Home is e ligible for listin g und er
c riteria ii an d iii o f Fres no Mu nicipa l Code,su bdivision 12 -1607(a)(I ),with the

exception of the non-cont ributing sun porch/p la yroom addition ,based upon the
e vidence presented to Counci l in the staff presentation,staff report ,the PR and
the BSOR .
3 .Co uncil desig nates the Newma n J .Levinso n Home,wit h the exception of the non-
con tributing sun porch/playroom addi tion,a Historic Resource to th e Loca l
Reg ister of Historic Resources .
