A RES OLUTION OF T HE C OUNCIL OF T HE C ITY O F
FRESNO,CALIFORNIA,T O A PPR OVE THE A P PLICATION
FOR GRANT FUNDS F ROM THE HABITAT
C ONSER VATION FUND PRO GRAM
WH EREAS, the people of the State of Ca lifornia have enacted the Ca lifornia Wildlife Protection
Act of 1990,which provides funds to the State of California for grants to local agencies to acquire,
en hance, restore or deve lop facilities for public recreation and fish and wi ldlife habitat protection
purposes;and
W HEREAS ,the S tate De partment of P arks a nd Recreation has been de legated th e
responsibil ity for the administrati on of the HCF Program,setting up necessary procedures
g overning project application under th e H CF Pro gram ; a nd
WHEREAS, sa id procedures esta blished by the State Department of Parks and Recreation require
the applicant to certify by resolution the approva l of app lication(s)before submiss ion of said app lication(s)
to the State;an d
WH EREA S,th e appli cant will e nter into a contract w ith th e S tate o f Ca lifornia to compl ete
the project(s);
NOW,THEREFORE,BE IT R ESOLVED by the Counci l of the City of Fresno as fo llows :
I.Approves th e filin g o f an appli cation for th e Habitat Conservation F und Pro gram ;and
2 .Certifies tha t sai d app licant has or w ill have avai lable, p rior to commencement of a ny work
on the project included in this appl ication,the required match and sufficient funds to
complete the project;and
3 .Ce rtifies that th e ap pli cant h as o r will have s uffic ient funds to o perate a nd m aintain th e
proj ect(s),and

4 .Certifies that the applicant has revi ewed ,understands ,and agre es to the provisions
contained in th e contract shown in the grant administration guide ;and
5.Delegates th e authority to City of Fresno,Director of Parks,After School ,R ecreation and
Community Services (P ARCS)Department,or designated representative,to conduct all
ne gotiations,execute and submit a ll documents ,including,but not limited to appl ications ,
agreements,amendments ,payment requests and so on ,which ma y b e n ecessary for the
completion of the proj ect.
6.Agrees to comply w ith all app licable federal ,state and local laws ,ordinances,ru les ,
reg u lations and gu idelines .
