A RESOLUTION OF THE COUNC IL OF THE CITY OF FRESNO
ESTABLISHING T HE NUMBER OF POSITIONS AUTHORIZED IN
THE VA RIOUS DEPARTMENTS AN D OFFICES OF THE CITY
FOR FY 2013
BE IT RESOLVED BY THE COUNCIL OF TH E CITY OF FRESNO:
T HAT the number of permanent f ull-time positions in which persons may be emp loyed by
the City du ring Fiscal Year is hereby established and shall be as set forth in Part V of this
Reso lution ,and the number of permanent part-time and permanent intermittent positions in
wh ich persons may be employed by the City during Fiscal Year is hereby established and shall
be as set forth in Part V I of this Resolution;and ,
T HAT a change in the total number of permanent f ull-time positions aut horized in a
depa rtment or office in any section of Part V or permanent part-time and permanent intermittent
positions a uthorized in a department or office in any section of Part V I shall only be
accomplished by Reso lution of the C ouncil.Th at the number of persons employed in permanent
full-time positions shall not exceed the total number of authorized positions in a department or
office in any section of Part V,and that the number of persons employed in permane nt part-time
or perm anent intermitte nt positions shall not exceed the total number of authorized positions or
t heir fu ll-t ime equivalency in a department or office in any section of Part VI;except as noted in
Part III(e);and ,
Part III
THAT the number of permanent positions allocated by class to divisions is for budgeting
cons ideration and convenience o nly,and is not intended to constitute separate authorizat ion of
permanent positions by class provided,however ;
(a)that th e number of permanent full-time positions allocated t o any division may
be adju sted,provided that the total number of permanent full-time positions author ized in
any section of Part V does not change,and that there are sufficient unspent
appropriations available to provide fund s for th e adjustment;and,
(b) that the City Manager or his designee may,upon t he recommendation of t he
Director of the Personnel Services Department,adjust the number of permanent full-time
positions allocated by class with in any section of Part V provided that the total number of
permanent positions authorized in any section of Part V does not change ,and that there
are sufficient unspent appropriations as verified by the Budget and Management Studies
Division available to provide funds for the adjustment;and,

(c) that t he number of permanent part-time and permanent intermittent positions
a llocated to any division may be adjusted provided that the tot al number of permanent
part-time and permanent intermittent positions or their fu ll-time equivalency in a

(d) that the City Manager or his designee may,upon recommendation of the
Direct or of the Personnel Services Department,adjust the number of permanent part-time
or permanent intermittent positions or their full-time equivalency allocated by class within
any section of Part VI provided that the total number of permanent part-time and
permanent intermittent positions or their f ull-time equivalency authorized in any section of
Part VI does not change,and that there are sufficient unspent ap propriations as verified
by th e Budget and Management Studies Division available to provide fund s for th e
adjustment ;and,
(e)t hat t he City Manager may ,at his discretion,extend for a period of up t o two
months ,positions scheduled to be eliminated so as to ensure a smooth tr ansition due to
bump ing,demotions ,and other personnel adjustments required by attempting to
accommodate emp loyees affected by layoffs, provided that funds have been budgeted for
the trans ition period ;and,
(f) that any adjustment made pursuant to (a),(b),(c),(d),or (e)above shall only
be made within guidelines established by t he City Manager;and ,
(g) by adoption of this Resolution ,the City Council and Mayor hereby directs
responsible City staff t o make necessary technical and clerical corrections t o this
Reso lution t o implement the intent of the Council a nd Mayor. Such corrections shall not
alter, in any manner,the substance or intent of the City Council and Mayor in adopt ing
th is budget Resolution;and,
Part IV
THAT pursuant to Charter Section 1000,permanent positions in the unclassif ied service
shall be des ignated either by such charter section or by inclusion in the e xecutive pay plan in
any current salary resolution;and,
T HAT the following permanent positions are authorized in the various departments and
office s ,as listed by section,in the attached ANNUAL POSITION A UTHORIZATION
RESOLUT ION FY 2013;a nd ,
Part VI
T HAT t he f ollowing permanent part-time and permanent intermittent positions are
authori zed in t he var ious departments and offices,as listed by section,in t he attached ANN UAL
POSITIO N A UTHORIZATION RESOLUTION FY 2013 .
