APPLICATION US&R Team members must perform a wide variety of skills in a timely manner. The maneuvering of rope bags through various obstacles simulates the movement of pieces of equipment such as the SKED device, basic equipment red bag, and explosion proof fan to rescue locations. Rope bags are used for testing since they are similar in size and weight to the other objects and are less likely to be damaged during the testing process. Maneuvering in a confined space and collapse props demonstrate an ability to operate in confined and unstable spaces. Lifting the hose simulates pulling on a mechanical advantage hauling system. The single-patient drag simulates movement of a patient to a more stable rescue area. Hauling equipment to and from above-ground floors simulates operating in the equipment/cache rescuer position and providing equipment from the rescue vehicles to a remote site in a timely manner. OPERATIONAL POLICY This test shall be successfully completed by any member wishing to join the team through appointment, seniority entry, new candidates going through the recruitment process to make it on the to the US&R eligibility list, or any form of team entry as allowed by Administrative Manual, Section 104.002, Specialty Teams General Guidelines. OPERATIONAL GUIDELINE This section intentionally left blank. Section 202.14j Page 2 of 4 PROCESS Two safety members are to be positioned on the course. The first safety person is stationed in the basement and assures the candidate safely exits the metal tube and proceeds to the cement tube on the first floor. This safety person then proceeds to the second floor and awaits the candidate’s exit from the vertical tunnel. The first safety person follows the candidate through the dummy drag and hose lift. The second safety person is located on the fifth floor parapet. This safety person is responsible for proper application of the harness, use of the rappel device, application, and tending of the belay. The test begins at the alley way located between Station 3 and the Shop. The candidates will pick up one 150-foot rope bag and one 300-foot rope bag. These items must be carried with the candidate throughout the test. Maximum time is 12 minutes to complete the test. 1. Sequence of Events: a. Begin time. b. Cross the drill yard and clear the six-foot wall. c. Return to the man-way hole and enter the largest tunnel. d. Proceed through the tunnel. e. Proceed to the cement tunnel on the first floor and enter. f. Exit the vertical passageway on the first floor and climb up to the second floor. g. Exit the shaft and carry the rope bags to the stairway leading up to the third floor; grab the dummy. h. Drag the dummy to the fire escape in the room where the confined space tunnel exits on the second floor and back to the stairwell on the second floor. Note: The rope bags may be left on the stairwell for this station. i. Climb up through the collapse prop on the second floor to the third floor parapet and hoist/lower the 2-1/2-inch hose Note: The rope bags may be left on the stairwell for this station. Section 202.14j Page 3 of 4 j. Proceed to the fifth floor landing using each step with the rope bags. k. Turn around and proceed down the stairway with the rope bags to the drill yard. l. Return to the fifth floor landing with the rope bags hitting each step m. Turn around and proceed to the drill yard with the rope bags hitting each step n. Exit the drill tower and proceed to start line o. End time After time is stopped, candidates must demonstrate the ability to safely don the rescue harness, rig an approved rappel system and rappel from the fifth floor to the ground in a timely manner with the supervision and assistance of a qualified US&R member as described above. This portion does not count towards the 12-minute time limit. INFORMATION 1. Personal Safety Attire: Members taking the agility test are to wear approved safety shoes, a Department uniform, and a helmet. Fire helmets, water helmets, and construction hard hats are acceptable headgear. Kneepads, elbow pads, gloves, and brush gear are recommended. 2. Equipment Needed: • Four (4) 150-foot rope bags • Two (2) 300-foot rope bags • One (1) 14- or 16-foot straight ladder • One (1) basic equipment (red) bag • One (1) harness bag • Assorted edge protection Section 202.14j Page 4 of 4 3. Equipment Needed at Specific Locations of Tower Drill Yard: • Two (2) 150-foot rope bags • Two (2) 300-foot rope bags • Six (6) carabiners • Four (4) blue webbings • Two (2) prusiks Southeast section of drill yard: Six-foot wall is placed within 20 feet of the southeast fence. Leave enough room for members to clear the six-foot wall and still stay clear of the chain-link fence. Street man way: Open the man way and place the ladder for entrance to the hole. First floor: Ensure the four cement blocks or two blocklite bricks are in the confined space prop at the base of the vertical shaft. Second floor: Open the floor cover to the vertical shaft. Place the 165- pound dummy at the foot of the stairs. Third floor: Open the window to the parapet and the floor cover to the collapse prop. Place a rope with one rolled 50-foot length of 2-1/2-inch line on the end over the parapet wall and on the ground. Keep the running end on the third floor. Fifth floor: Open fire escape door on the fifth floor. Rig an approved belay system for post-timed event rappel demonstration. DEFINITIONS This section intentionally left blank.
