PURPOSE
To establish a standard and consistent method for the Fresno Fire Department (FFD
or Department) to combat structure fires.
APPLICATION
All operational units responding to a reported structure found to be involved with fire.
OPERATIONAL POLICY

OPERATIONAL GUIDELINE
Tactical assignments should support the overall strategic objectives. Overall
strategic objectives should complement the operational mode determined during the
risk assessment process.
PROCESS
1. First-in Officer/Apparatus: The first-in officer is instrumental to the
organization of the overall incident. A well-organized incident is key to
ensuring the safety and accountability of all members on scene of a fire. The
first-in officer is responsible for:
A. Upon Arrival: Conduct a size-up using the elements described in
Standard Operating Procedures Manual, Section 202.023, Structure Fires.

B. Situational Awareness: Gather intelligence
1. Ensure a 360 is completed.
2. Determine if there is a savable life.
3. Determine location of the fire and best access.
A. If fire is located in Garage refer to Standard Operating
Procedures Manual, Section 202.002b, Residential Structures,
Garage
4. Roof type:
a. Tile
b. Light weight
c. HVAC units
d. Solar
5. Construction:
a. Balloon frame
b. Light weight
c. Mobile home
d. Basement
e. Garages
6. Hazards:
a. Drug manufacturing
b. Fire load (i.e., gasoline, ammunition, hoarder, etc.)
7. Occupant load:
a. Time of day
b. Survivability profile

c. Converted living spaces (i.e., garage, care home)
C. Follow up radio report.
a. Conduct a follow up radio report using the elements described in
Standard Operating Procedures Manual, Section 202.023,
Structure Fires.
2. Additional apparatus considerations:
A. Stage per Standard Operating Procedures Manual, Section 202.022,
Apparatus Staging.
3. First Chief Officer.
