Badertscher, Management Analyst II Section 204.022 Page 1 of 3 PURPOSE The purpose of this policy is to provide instructions and standardized use of the Fresno Fire Department (FFD or Department) telephones and cell phones. APPLICATION This policy includes information on Department telephones, cell phones, and emergency contacts. OPERATIONAL POLICY Department telephones are City of Fresno (City) business extensions and are not to be used for personal business. Department members are instructed not to provide any Department business number to anyone as a number where they may be reached or where personal messages may be left. FIRE DEPARTMENT EMERGENCY CONTACT: All Department members are required to have a phone number where they or their designated contact can be reached in case of an emergency. CHANGE OF TELEPHONE NUMBER: All Department members are required to notify their superior officer within 24 hours of a change of their telephone number. All appropriate forms must be completed and forwarded through channels and Crewsense. Members shall update Crewsense with their new number. Section 204.022 Page 2 of 3 OPERATIONAL GUIDELINE Employees are encouraged to use personal cell phones for personal use when appropriate to do so. In case of an emergency, members may be reached by calling: 1. The station telephone. 2. The Communications Center business number. 3. The respective battalion chief. 4. The Department headquarters’ number. Trainees assigned to the Training Division may provide family or friends with the following: 1. The Training Division’s business number. 2. The Communications Center business number. 3. The Department headquarters’ number. Members assigned to a 40-hour position may provide family and friends with the telephone number of the office where they are assigned and the business number of the Communications Center. DEPARTMENT CELLULAR TELEPHONES: The primary objective of cellular telephones is to reduce the amount of radio traffic during emergency scene operations and to improve or enhance the Department’s level of service to the community. Cellular telephones should be used for Department business, which may include, but is not limited to assisting citizens with communications at an emergency scene. Cameras on Department cellular phones may be used to document an incident or in the course of official Department business. Calls initiated by the driver while the vehicle is in motion are prohibited. In the event the driver of a vehicle must complete a call while the vehicle is in motion, a hands-free device will be used. Section 204.022 Page 3 of 3 Incoming calls may be answered any time by a member other than the driver if it can be done safely without interfering with emergency operations. Cellular telephones assigned to battalion chiefs and company officers should be kept in their possession as much as possible when out of quarters. Cellular telephones should be checked daily for proper charge and placed on the charger if needed. The use of the automotive charger should only be used on an as needed basis. Leaving the telephone on the automotive charger for long periods of time may cause the battery life to be shortened. PROCESS This section intentionally left blank.
