Garcia, Engineer Review Level: 3 Administrative Support: Leslie Oulashian, Management Analyst II Section 309.004 Page 1 of 11 PURPOSE The purpose of this policy is to outline the care and use of the Fresno Fire Department (FFD or Department) STIHL KM 94 R Kombi System Power Head with pole saw and weed eater attachment. APPLICATION The Department uses the STIHL KM 94 R Kombi Tool Power Head on Brush Engines as a pole saw/weed eater for trimming trees, clearing roads, and constructing a defensible space around structures threatened by fire . OPERATIONAL POLICY To reduce the risk of serious personal injury, all FFD members shall wear appropriate personal protective equipment (PPE) to include, chaps (when used during a vegetation fire), proper eye protection, hearing protection, helmet, gloves, jacket, pants, and foot protection. OPERATIONAL GUIDELINE The Kombi tool should be carried with the guide bar pointing rearward. Operators should insure a minimum clearance of 50 feet between the pole saw and any electrical line carrying live current. When using the pole saw attachment, the shaft should be held at an upward angle of 60 degrees or less to avoid risk of injury from falling objects. The operator should maintain a proper grip and good footing to control the power tool and to avoid any reactive forces such as kickback, pushback, and pull -in. Section 309.004 Page 2 of 11 PROCESS 1. STIHL KM 94 R Kombi Tool Power Head: a. Inspection Checks: i. Daily checks: 1) Check the fuel level. Add the pre-mix fuel, if necessary. 2) Inspect the engine case for cracks and/or leaks. 3) Inspect the fuel tank and guide bar oil tank for cracks and/or leaks. ii. Weekly checks: 1) Perform daily checks as listed. 2) Start the engine and check for smooth operation at all speeds. Allow the saw run for at least one (1) to two (2) minutes until the engine is warm. Caution: Do not run at full rpm without a load for more than a few seconds or damage to the engine may occur. 3) Inspect starter rope for fraying, cuts, and security in the handle. 4) Refill fuel, if necessary. iii. Monthly checks: 1) Perform daily and weekly checks, as listed. 2) Set choke. Inspect/clean air filter. b. Fuel: STIHL KM 94 R Kombi Tool Power Head utilizes a 2-cycle engine, which requires a 50:1 fuel-oil mix. The red 50:1 TruFuel is to be used to refuel. The product comes premixed and is ordered from Supply. Section 309.004 Page 3 of 11 i. When fueling: 1) Allow the engine to cool before refueling. 2) Perform operations in a well-ventilated outdoor area on bare ground. 3) Position the power head so the filler cap is facing up. 4) Remove fuel caps slowly to allow excess pressure to escape slowly. 5) Turn the fuel cap counterclockwise until it can be removed from the tank. 6) Add fuel, as necessary. 7) Close the fuel cap by turning the cap clockwise as far as it will go and tighten it securely. 8) Wipe up any spilled fuel before starting the chainsaw. 9) Start the engine at least ten feet away from fueling area. c. Chain Maintenance: i. Chain oil: Use the supplied chainsaw bar oil. The oil control will be set at maximum oiling. For proper adjusting operation, refer to the owner’s manual. d. Cleaning the Air Filter: i. Changing the air filter (See Figure 1.) 1) Shut the engine off. 2) Turn the choke knob to full. 3) Remove the screws. (1) Section 309.004 Page 4 of 11 4) Remove the filter cover. (2) 5) Clean the area around the air filter. 6) Remove the filter element. (3) 7) Knock out dust and debris from the filter. 8) If the air filter is damaged, replace it. 9) Fit the filter cover back on the motor. 10) Fit the screws and tighten them down firmly. Figure 1 e. Adjusting the Carburetor: The carburetor of the machine has been adjusted for optimum performance and fuel efficiency. i. Setting the idle speed:  Engine stops when idling: o Slowly turn idle speed screw clockwise until the engine runs smoothly, the working tool must not move along.  Working tool turns when idling: o Turn the idling speed adjusting screw slowly counterclockwise until the working Section 309.004 Page 5 of 11 tool stops turning. o If the working tool continues to rotate, advise the shop. f. Guide bar:  Flip the guide bar after each sharpening and each time the chain is changed. This will help reduce uneven wear. There is no top or bottom of the bar. It may be used in either orientation.  Periodically clean the oil inlet hole, oil outlet channel, and bar groove.  Periodically remove any metal burrs that develop along the guide bar with a flat file.  Replace the guide bar if the burrs cannot be filed or if the guide bar becomes damaged. g. Starting: i. Press the fuel bulb five (5) times, even when the bulb is filled with fuel. (See Figure 2.) Figure 2 Section 309.004 Page 6 of 11 ii. Turn the thumb wheel as far as possible in the direction +. (See Figure 3.) Figure 3 h. Cold engine start: i. Turn the knob for start throttle and then press to choke. (See Figure 4.) Figure 4 ii. Slowly pull the starter grip until you feel it engage, then give it a brisk, strong pull. iii. Do not let the starter rope snap-back; guide it back into the housing. iv. Allow the engine to warm up. v. Press the throttle trigger lockout and accelerate. The warm start knob jumps to the run position. Section 309.004 Page 7 of 11 i. Shutting down the engine: i. Press the STOP switch 2. Kombi Tool: a. Mounting the Kombi Tool (See Figure 5): i. Push the lug (1) on the drive tube into the slot (2) in the coupling sleeve as far as stop. Figure 5 ii. (See Figure 6) The red line (3) must be flush with the end of the coupling sleeve. iii. Tighten down the star knob (4). Figure 6 Section 309.004 Page 8 of 11 b. Removing the Kombi Tool: i. Reverse the above sequence to remove the drive tube. 3. Stihl HT-KM Pole Saw Attachment: The pole saw attachment consists of the saw chain, guide bar, and chain sprocket. a. Removing the chain sprocket cover: i. Unscrew the nut and remove the chain sprocket cover. (See Figure 7.) Figure 7 ii. (See Figure 8) Turn the screw (1) clockwise until the tensioner slide (2) butts against the right end of the housing slot. Figure 8 Section 309.004 Page 9 of 11 b. Fitting the chain: i. Start at the bar nose. ii. Fit the guide bar over the screw and engage the peg of the tensioner slide in the hole, place the chain over the sprocket at the same time. iii. Turn the tensioning screw counterclockwise until there is very little chain sag on the underside of the bar and the drive link tangs are engaged in the bar groove. iv. Refit the sprocket cover and screw on the nut finger tight. v. Hold the bar nose up. vi. Use a screwdriver to turn the tensioning screw counterclockwise until the chain fits snugly against the underside of the bar. vii. Continue holding the bar nose up and tighten down the nut firmly. 4. Stihl FS-KM Line Trimmer Attachment: The Line Trimmer consists of a drive tube, mowing head, deflector, line limiting blade, and a skirt. a. Maintaining the Mowing Head: i. Shut the engine off. ii. Lay the power tool on it back so the cutting attachment is facing up. b. Replacing the nylon line: The trimmer is equipped with a STIHL AUTOCUT Mowing Head. i. With the engine running, hold the rotating mower head above the grass surface. ii. Tap it on the ground once to advance a fresh line. Section 309.004 Page 10 of 11 1) The line feed only operate if both lines are still at least 1-inch long. iii. Replace the Trimmer Line: 1) Open the head by pressing the recesses and removing the cover. 2) Remove the spool. 3) Insert the end of the line into the eyelet and wind it firmly and evenly. 4) Hook the end of the line into the notch. 5) Wind the second line and then insert the spool. 6) Put the ends of the line through the eyelets and close the trimmer head. 7) Pull hard on the line until the spool jumps up slightly. This may cause the bar to move upward. Section 309.004 Page 11 of 11 Pushback: Pushback occurs when the chain on the top of the bar is suddenly stopped when it is pinched, caught or encounters a foreign object in the wood. The reaction of the chain may drive the pole pruner rapidly straight back toward the operator. Pushback frequently occurs when the top of the bar is used for cutting. Pull-in: Occurs when the chain on the bottom of the bar is suddenly stopped when it is pinched, caught or encounters a foreign object in the wood.
