HomeMy WebLinkAboutResolution - - 2015-174 - 9/24/2015 GRty Q F F•�Fn t a a 1 .9+TF1)oct.}1 RESOLUTION NO. 2015-174 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, TO DISPENSE WITH THE COMPETITIVE BIDDING REQUIREMENTS AND AUTHORIZE THE CITY MANAGER OR DESIGNEE TO ENTER INTO A CONTRACT FOR RECREATIONAL SERVICES WITH CENTRAL VALLEY COMMUNITY SPORTS FOUNDATION WHEREAS, Central Valley Community Sports Foundation (CVCSF) is a nonprofit organization founded by Terance Frazier; and WHEREAS, Mr. Frazier has successfully run sports leagues in Central California for over twenty years and has a proven track record of running leagues, tournaments, and clinics at other City PARCS facilities; and WHEREAS, CVCSF proposes to offer a unique mix of baseball, softball, sand volleyball, and basketball leagues and clinics, as well as a minimum of 400 hours of after-school programming per year; and WHEREAS, Mr. Frazier's extensive background as a collegiate and professional baseball player gives him the experience and credibility to draw experienced professional coaches and clinicians for CVCSF's programs; and WHEREAS, CVCSF's programs are based on a unique blend of teaching fundamentals along with emphasizing the importance of academics and community service; and WHEREAS, CVCSF will offer organized sand volleyball leagues, which are not currently offered at any other PARCS facility. 1 of 3 Date Adopted: 9/24/2015 Date Approved: 9/24/2015 Effective Date: 9/24/2015 Resolution No.2015-174 y�sy 0 F F9FS 'a arc'n oct.t�• NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as follows: 1. The foregoing recitals are incorporated into this Resolution by this reference, and constitute a material part of this Resolution. 2. The proven experience of CVCSF's founder, along with the nature and variety of programming offered is unique to CVCSF and could not be adequately provided by any other source. 3. If the City were to provide the services provided by CVCSF, it would cost the City in excess of$150,000, making the service contract a good value for the City. 4. It is, therefore, proper for the City to dispense with the competitive bidding requirement in this instance and to authorize the City to enter the service contract with CVCSF because CVCSF is uniquely qualified to provide the services called for in the Agreement. 2of3 Tran ncr `z- STATEOF CALIFORNIA ) COUNTY OF FRESNO ) ss.
