The existing General Plan Land Use Designation is Park/Open Space. An amendment to the City of Fresno General Plan 2035 would be needed to accommodate the proposed development. Specifically, the General Plan Land Use Designation would need to be changed to Medium Density Residential (approximately 5 dwelling units per acre). At the request of the City of Fresno, a Trip Generation Comparison Study was prepared to assess the impact of this amendment to the General Plan. 1.1 Location The site is located on the west side of North Thiele Avenue and on the south side of the San Joaquin River as indicated on Exhibit 1: Vicinity Map. Access to Herndon Avenue to the south would be provided via Riverside Drive. Exhibit 1: Vicinity Map 1.2 Scope The City and County of Fresno and Caltrans District 6 were consulted for the scope of the study. A meeting took place with the City of Fresno on Thursday, February 15, 2017. As discussed during the meeting, the project is located within Traffic Impact Zone III (TIZ-III). According to the General Plan Mobility Element, projects within TIZ-III generating more than 100 peak hour vehicle trips are required to prepare a Traffic Impact Study (TIS) for review and approval by the City of Fresno. A Scoping Report was prepared and submitted to the City and County of Fresno and Caltrans District 6. This report concluded that the project generates fewer than 100 vehicle trips. Based on a review of this report, the City of Fresno determined that a TIS is not needed. The Trip Generation Comparison Study Tract 6195 – Tapestry 3 2 City requested preparation of a Trip Generation Comparison Study for the AM and PM peak hours based on the City Park Land Use for existing conditions and the Single-Family Detached Housing Land Use for amended conditions. No comments were provided by either the County of Fresno or Caltrans. Therefore, the scope was limited to the direction provided by the City of Fresno. 2.0 Existing General Plan Section 2 covers Land Use and Trip Generation for the Existing General Plan Land Use Designation. 2.1 Land Use Exhibit 2 shows the project location within the Existing General Plan Land Use Map. Exhibit 2: Existing General Plan Land Use Map According to Exhibit 2, the existing General Plan Land Use Designation for the site is Park/Open Space. 2.2 Trip Generation Table 1 shows the trip generation based on the Park/Open Space land use designation and the City Park (411) Land Use Code. The results are based on rates projected from a small number of studies of parks with an average size of around 4 acres. Appendix B provides a detailed land use report and a summary report. 3.0 Amended General Plan Section 3 covers Land Use and Trip Generation for the Amended General Plan Land Use Designation. 3.1 Land Use Exhibit 3 shows the Amended General Plan Land Use within the context of the Existing General Plan Land Use Map. Exhibit 3: Amended General Plan Land Use According to Exhibit 3 the land use designation would change from Park/Open Space to Medium Density Residential with an approximate density of five dwelling units per acre. 3.2 Trip Generation Table 2 shows the trip generation based on the Medium Density Residential land use designation and the Single-Family Detached Housing (210) Land Use Code. Appendix C provides a detailed land use report and a summary report. 4.0 Comparison Section 4 compares the trip generation for the proposed and existing land uses, summarizes the findings and provides recommendations. 4.1 Net New Trip Generation Table 3 shows how the proposed General Plan Amendment would impact the trip generation by calculating the net new trip generation. Specifically, this net new trip generation is calculated by subtracting the trip generation for the existing land use designation from that of the amended land use designation. Also, according to Table 3, the proposed General Plan Amendment would add 27 trips to the City of Fresno transportation network during the PM peak hour which is also considered less than significant. 4.3 Recommendations The following site frontage improvements are recommended along the west side of North Thiele Avenue: Trip Generation Comparison Study Tract 6195 – Tapestry 3 5 1. Curb, Gutter, and Sidewalk for continuity of the City’s network of pedestrian facilities; 2. Bike Lane for continuity of the City’s network of bicycle facilities; 3. Other applicable street improvements such as paved shoulders and striping as needed. The project should also pay into the City of Fresno TSMI Fee Program and the County of Fresno Regional Transportation Fee Program.
