PURPOSE
To guide members in the development of their career to the rank of Fire Captain.
APPLICATION
Members in the ranks of Firefighter and Firefighter Specialist.

PROCESS
Experience:
Currently working as a permanent employe e in the Fresno Fire Department (Fresno
Municipal Code (FMC) Chapter 3 – Personnel, Section 3-219, Promotional
Examinations). Any questions concerning employment status should be directed to
the City of Fresno (City) Personnel Services Department.
Five (5) years of continuous service as a permanently appointed f irefighter with the
City of Fresno (City), or be a permanently appointed firefighter specialist with the
City.

Fire captain experience can be gained in various ways, including acting and
participation in station activities. All interested candidates are encouraged to
complete the acting sign-offs and skills certification and request to be placed on the
acting list.
Officers are encouraged to provide in-house training opportunities for interested
members. Fire captain functions include, but are not limited to, incident command,
computer reporting, mapping skills, radio operations, supervision, and organization.
Interested members are encouraged to take the opportunity to become familiar with
these functions.
Education:
Possession of an Associate of Arts or Sciences degree from an a ccredited college or
university. (Transcripts of college units are not acceptable unless earned degree is
noted.)
FFD acting engineer (Administrative Manual, Section 101.004, Acting Policy).
FFD acting captain (Administrative Manual, Section 101.004, Acting Policy).
CSFM Fire Officer I (retired certification track) or CSFM Company Officer (2014)
course requirements: (Company Officer- 2A, 2B, 2C, 2D, 2E and Instructor 1).
CSFM Firefighter II
CSFM Apparatus Driver/Operator Pump or Driver Operator 1A and 1B

Members who have held a specific rank prior to the initiation of the acting
certification are exempt from the requirement of comple ting the task sign-offs for the
lower rank as defined in Administrative Manual, Section 101.004, Acting Policy.
Members who do not hold the position of engineer must still com plete the
educational and certification requirements for firefighter specialist in order to be
eligible for the position of fire captain.
Current firefighter specialists do not need acting fire engineer sign-offs.
Possession of a valid Class B California driver's license, without air brake restriction,
and with tank endorsement or possession of a valid Class C California driver's
license with a firefighter endorsement.

Members must have documentation of all certifications, licenses, associate degree,
and sign-offs for items to be considered for qualification.

DEFINITIONS
1. Accredited college or university: In order to be accredited, the
accreditation must be received from the recognized list of accreditation
associations of higher learning maintained by the U.S. Secretary of
Education.
2. Permanent employee: Member who was appointed from an eligible list
and has satisfactorily completed the probationary period. Time counted
in a permanently appointed position begins upon completion of the
probationary period.
3. Permanent status: Time begins upon completion of the probationary
period.
