SECTION 402.010 EXITING REQUIREMENTS FOR MORE THAN ONE
BEDRIDDEN CLIENT IN A RESIDENTIAL GROUP R3.1 OCCUPANCY
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department (FFD or
Department) requirements for exiting in Residential Group R3.1 occupancies that
have more than one bedridden client.
APPLICATION
This policy applies to Residential Group R3.1 occupancies that have more than one
bedridden client.

OPERATIONAL GUIDELINE
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, and after careful deliberation, the Department has determined
the following:
1. The installation of an automatic fire sprinkler system complying with CFC
Section 903.3.1.3, NFPA 13D sprinkler systems, is not a substitution for the
direct exiting requirements found in CFC Appendix Chapter 4, Section
435.8.3.3, Group R-3.1 occupancies housing only one bedridden client when
more than one bedridden client is to be housed in the facility. If an NFPA 13D
sprinkler system has been installed in a R3.1 occupancy housing more than
one bedridden client, the exiting must comply with all the requirements listed in
CFC Appendix Chapter 4, Section 435.8.3.3, Group R3.1 occupancy housing
only one bedridden client.
2. The installation of an automatic fire sprinkler system complying with CFC
Section 903.3.1.2, NFPA 13R sprinkler systems, and the installation of attic
sprinklers to allow the modification of the exiting requirements listed in CFC
Appendix Chapter 4, Section 435.8.3.3, Group R3.1 occupancy housing only
one bedridden client. When an approved NFPA 13R sprinkler system with attic

sprinklers is installed, the facility is only required to comply with number 2, 3
and 5 of the requirements CFC Appendix Chapter 4, Section 435.8.3.3.

INFORMATION
As noted in the CFC, the fire code official has the authority to formulate policies they
deem necessary based upon local conditions including the consideration of exiting
requirements for more than one bedridden client in a residential occupancy.
DEFINITIONS
Residential group R3.1 occupancies may include facilities licensed by a governmental
agency. Such occupancies provide accommodations for six (6) or fewer clients of any
age. These clients may be classified as ambulatory, non-ambulatory or bedridden.
