SECTION 322.001 CONSTRUCTION & FABRICATION PROGRAM
PURPOSE
The purpose of this policy is to institute guidelines for the establishment and
organization of the Fresno Fire Department’s (FFD or Department) Construction and
Fabrication Program (CFP) and associated cadre.
This program is to utilize a cadre of skilled and semi-skilled members to complete
approved projects which support the FFD mission and enhance or improve training.
APPLICATION
This policy applies to Department members who may participate in the cadre or utilize
the tools and materials designated for the program.
OPERATIONAL POLICY
This program is only intended for Department projects. Members are not to utilize
tools or materials for personal projects.
Members shall wear all appropriate personal protective equipment while using tools
or working on projects. Before using any of the power tools and equipment (welders,
saw, drill press, etc.) members should be adequately trained by one of the skilled
workers and be familiar with its capabilities, function, and the potential risks involved.
OPERATIONAL GUIDELINE
Safety:
Work should be accomplished in teams of two (2). In the event of any injury,
follow reporting protocol.
Note: Accountability; advise shop steward or designee if working alone.

Security:
Tools are to be returned to their proper position in clean and ready condition at
the end of the work period.
If tools are moved off site, they must be checked out with the shop steward.
Utilize the designated day book/journal to track equipment use.
The Training Division will issue and track a specific number of CFP keys to
ensure accountability is maintained. The CFP keys access the security cage
in the former repair and maintenance facility. The facility is monitored by an
alarm company and a PIN is required to disarm the alarm panel. Training will
maintain a list of CFP key holders.
PROCESS
1. How to Submit a Project Proposal:
There are two pathways for project submission. One is for training
projects (i.e., props, training aids, etc.) and the other is for station
projects (i.e., shelving, equipment racks, work benches, etc.)
a. Determine project type.
b. Complete Administrative Manual, Section 106.037,
Construction Fabrication Request Form (FD-19) and submit to
Training Division (justify and support proposal).
c. CFP Committee is to review the proposal and costing to
determine viability.
d. Training Deputy Chief is to review the FD-19 and approve or
deny the project proposal.
e. If approved, the originator is notified, and a project timeline is
developed. If denied, the originator is to receive notification and
the reason(s) for denial.
A skilled worker is assigned to each approved project to facilitate the
process and ensure completion.
2. CFP Cadre:
The CFP Cadre is staffed by FFD members who are interested in
participating in the construction and fabrication of training props or

special projects to benefit the Department. Participation may be in a
lead or supporting role. Interested members should contact the Training
Division, which maintains a roster of interested members.
INFORMATION
The Program was incepted in 2016 with the intent to provide a dedicated cache of
tools, equipment, and supplies to construct or fabricate props, training aids, or other
items to support the mission of the Department.
Examples of Approved Projects:
Training staircase and a gate enhancement.

DEFINITIONS
Shop Steward: Training officer responsible for the daily administration of
CFP.
Skilled Worker: FFD personnel with formal training or professional
experience in respective discipline.
