HomeMy WebLinkAbout210.001 - Automatic Aid Agreements Fresno City Fire Department 200 Standard Operating Procedures Manual SECTION 210.001 AUTOMATIC AID AGREEMENTS PURPOSE To establish standard practices for Automatic Aid Response. APPLICATION This procedure applies to Fresno Fire Department (FFD or Department) members and equipment requested through the Automatic Aid Agreements between the City of Fresno and other fire agencies. OPERATIONAL POLICY COMMUNICATION PROCEDURES: Upon receipt of a reported emergency inside the City of Fresno (City) limits, the communications center will verify the location of the emergency and determine the nearest available emergency response resource. In instances where the closest resource is from another jurisdiction, a request will be initiated for the appropriate resource to respond. When an available City resource is closest to an emergency out of City jurisdiction, the City resource will be dispatched. An immediate notification to the appropriate jurisdiction dispatch center will follow. The Communications Center will advise responding companies of the appropriate response channel regardless of jurisdiction during the initial dispatch instructions and/or upon request. Under the automatic-aid agreements, units responding to a request for automatic aid to a Clovis (CLV) or Fresno County Fire (FCO) incident will be directed to change their radio channel to one of the requesting agencies. Once responding and the correct radio channel has been selected, confirmation of response will be given over the requesting agency’s frequency. The identifier for CLV dispatch is “Communications” and the radio identifier for FCO is “Fresno”. In the event of response to CLV, the radio channel is likely going to be CLV 1 for medical calls and CLV 2 for fire calls but may be assigned based on need and other incidents working in the system. The primary channel assigned is to be utilized to contact the dispatch center. A tactical channel may be assigned and used during the incident for communications between incident command and functional units. For responses to FCO that fall within the boundaries of the automatic-aid agreement, units will be directed to one (1) of their channels. The FCO channels are identified as follows; District 1, this is their primary dispatch channel and utilized for routine radio traffic. District 2 is utilized during these incidents for requests for additional units, status changes, giving direction to incoming units, and general needs of the incident. District 3 is a tactical channel; it is a non-repeated channel with limited range. This channel is utilized for communication between units at the scene. Once more than one unit is on scene, communications between units on that incident will be made on District 3. COMPANY OPERATIONS: Upon receipt of an automatic-aid dispatch, company officers will note the jurisdiction, the correct location, appropriate radio channel, and any other pertinent information. Company officers will acknowledge receipt of the transmission on the primary dispatch channel and immediately switch to the assigned channel. All further transmissions will be over the appropriate radio channel until such time the incident's activities are terminated or City assistance is no longer needed. Upon release by the incident commander or completion of the incident, officers will obtain consent from the agency’s communications center before returning to the Department's primary dispatch channel. Incidents occurring inside the City will be handled in accordance with the Department’s standard operating procedures. If an out-of-jurisdiction unit is the first company to arrive on the scene, the unit's officer has the same authority for initial fire-ground operations as an officer from this Department, and the first-in officer assumes the role of incident commander until relieved by a ranking officer from this Department. Incidents occurring outside the jurisdiction of Fresno Fire, should be handled by Fresno units in accordance with the Department’s standard operating procedures. The Department officer should initiate appropriate action; and, if first to arrive, should assume the role of incident commander until relieved by a ranking officer from the jurisdiction responded to. The incident commander should notify the appropriate jurisdiction communications center of all pertinent information, i.e., at location, current situation, actions taken, and direction for companies still enroute. Effective Date: March 2018 Lawrence French, Battalion Chief Current Revision Date: 07/06/2022 Section 210.001 Next Revision (2) Date: 07/06/2025 Page 2 of 4 OPERATIONAL GUIDELINE The City has entered into automatic-aid agreements with the City of Clovis (CLV) and the Fresno County Fire Protection District (FCO) for fire protection and medical-aid assistance. These agreements do not alter the responsibilities or policies contained in mutual-aid agreements currently in effect; however, they do provide all signatories with the response of the nearest available emergency response resource within the boundaries of the agreement. FIRE REPORTS: Incident reports should be completed consistent with Standard Operating Procedures Manual, Section 201.002, Fire Reporting and Investigation Procedures, for incidents where agencies provide service to the City. In those cases where a Department unit is dispatched out-of-city jurisdiction, the Department company officer will collect all appropriate information necessary to complete the incident report prior to going off duty and/or at the end of the shift.
