Badertscher, Management Analyst II PURPOSE To improve the safety of our Fresno Fire Department (FFD or Department) members and better communicate with civilians in vehicular traffic situations. APPLICATION Anytime members are operating out of their vehicles on a roadway, expressway, highway, or freeway. OPERATIONAL POLICY Members will wear reflective PPE (full turnouts, turnout coat, wildland coat or the reflective safety vest) and utilize safety officers for the purpose of increasing safety measures when operating in or near traffic situations. The use of reflective PPE shall be used in the following traffic situations. Situations include but are not limited to the following: 1. Anytime members are operating out of their vehicles on an expressway, highway, or freeway. 2. Motor vehicle accident scenes. 3. Directing/controlling vehicle traffic. 4. Backing fire apparatus. 5. Training evolutions. Section 203.013 Page 1 of 2 OPERATIONAL GUIDELINE Members must be especially vigilant when operating at incidents along the roadway and or freeway. Visibility, access, and driver reaction times must be considered. The company officer (or designated member) is the designated safety officer for all roadway incidents. The safety officer monitors traffic activity, ensures the use of proper PPE by all members (including themselves), and corrects and notifies the incident commander of safety problems BEFORE personnel are placed in a position where they may be struck by passing traffic. The wearing of safety vests, and stop/slow traffic signs can be used in conjunction with each other in traffic situations. The signs can also be used in conjunction with orange traffic cones.
