HomeMy WebLinkAbout101.006 - Battalion Chief Staffing PolicyEffective Date: September 2019 Brad Driscoll, Battalion Chief Current Revision Date: 07/01/2022 Section 101.006 Next Revision (1) Date: 07/01/2024 Page 1 of 5 100 Administrative Manual SECTION 101.006 BATTALION CHIEF STAFFING POLICY PURPOSE The purpose of this document is to establish responsibilities and procedures for the daily staffing of the field operations Battalion Chief positions. APPLICATION This document applies to members of Unit 10 as they work leave replacement, shift replacement, mandatory shift replacements and off roster overtime. OPERATIONAL POLICY A committee of four (4) members; two (2) Battalion Chiefs selected by the Fire Chief and two (2) Battalion Chiefs selected by Local 202, will convene when requested to adjust this policy as needed. No changes will be made to the staffing policy unless both parties agree to the changes. Mandatory Hiring: If a shift vacancy remains unfilled after the roster has been completed two (2) days prior to the vacancy; the mandatory staffing process will be utilized. Battalion Chiefs at the top of the mandatory hiring list will be contacted by phone by an on-duty Battalion Chief. The mandatory hiring list consists of Battalion Chiefs with the most recent mandatory occurrence at the bottom of the list. Members promoting into the Battalion Chief rank will be placed on the list with respect to the date of their last mandatory occurrence. When a Battalion Chief works a mandatory assignment, they will be moved to the bottom of the list. Members may be exempt from mandatory staffing for the following reasons: • Leave code entered into staffing program • Medical Reasons • Child-care Situations • Pre-arranged Vacation Plans Fresno City Fire Department Effective Date: September 2019 Author: Brad Driscoll, Battalion Chief Current Revision Date: 07/01/2022 Section 101.006 Next Revision (1) Date: 07/01/2022 Page 2 of 5 Members needing to be exempt from mandatory staffing because of childcare situations, with prearranged vacation plans or due to medical reasons, shall provide details in a memorandum via e-mail to the Operations Chief. Additionally, members claiming an exemption due to medical reasons must provide a doctor’s note submitted with the memo. Battalion Chiefs in administrative assignments (40-hour) will be considered for mandatory staffing on regularly scheduled off-duty days. The mandatory hiring process will not be used to fill vacancies of less than two (2) hours. Any hours worked as a result of mandatory hiring will not be logged into the member’s shift replacement bucket. The Department utilizes actors to maintain staffing. Actors will not be used unless they are qualified for the position, they are filling. The process for qualification is described in Administrative Manual, Section 101.004, Acting Policy. Acting will only occur under the following circumstances: • When the Department is unsuccessful in filling a vacancy according to established overtime hiring procedures including the mandatory hiring process. • As a substitute for a member who has been hired according to the mandatory hiring procedures in this policy. The Fire Chief retains the discretion to assign an actor for a Battalion Chief vacancy when it is deemed necessary to maintain continuity of command and/or in the best interest of the Department. No more than 50% of the on-duty (56 hr.) Battalion Chiefs can be actors at any given time. Prior to implementing mandatory hiring, it is acceptable for the staffing Battalion Chief to fill a vacancy by allowing a member or members to work a partial shift assignment. Once a member has been placed on notice of a mandatory assignment, they may reach out to other members to fulfill this assignment. Only the originally assigned Battalion Chief will receive credit for the mandatory assignment. Effective Date: September 2019 Author: Brad Driscoll, Battalion Chief Current Revision Date: 07/01/2022 Section 101.006 Next Revision (1) Date: 07/01/2022 Page 3 of 5 Should vacancies remain after exhausting the Battalion Chief mandatory list, the staffing officer will attempt to fill vacancies from the Unit 5 hiring list, then mandatory list. This will only occur if there are qualified actors on the Unit 5 hiring list or mandatory list. Logging of Overtime Hours: The logging of overtime hours will apply to all hiring used to fill vacancies for firefighting activities, i.e., roster vacancies, strike teams, and up staffing for special events. No hours will be logged for the following situations: 1. Vacancies worked for firefighting activities of ten (10) hours or less. If a member works in the same station more than (10) hours in a 24 hour shift all the hours will be added to their bucket. 2. Recalls and holdovers. 3. Mandatory hiring. 4. Off-roster overtime hiring, i.e., City or departmental incident management teams, special meetings, and events, work outside of management responsibilities, and training classes. 5. Vacancies worked for firefighting activities on: • New Year’s Day • Easter Sunday • Independence Day (July 4) • Halloween (October 31) • Thanksgiving Day • Day after Thanksgiving • Christmas Eve (December 24) • Christmas Day • New Year’s Eve (December 31) Effective Date: September 2019 Author: Brad Driscoll, Battalion Chief Current Revision Date: 07/01/2022 Section 101.006 Next Revision (1) Date: 07/01/2022 Page 4 of 5 Holiday Hiring: Unit 10 members may (but are not required to) obtain specific coverage on the holidays listed below (with no hours logged). •New Year’s Day •Martin Luther King Day •Presidents’ Day •Easter Sunday •Mother’s Day •Memorial Day •Father’s Day •Independence Day (July 4) •Veteran’s Day •Halloween (October 31) •Thanksgiving Day •Day after Thanksgiving •Christmas Eve (December 24) •Christmas Day •New Year’s Eve (December 31) Members may secure the replacement of a specific Unit 10 member up to one year in advance. PROCESS Mandatory Process: 1.Fill the position from the battalion chief voluntary overtime list until exhausted. 2.Hire member(s) from the voluntary overtime list to work a partial if shift available. 3.Assign battalion chief from mandatory hiring list until exhausted. 4.Hire qualified Unit 5 actor from voluntary overtime list. 5.Assign qualified actor from the Unit 5 mandatory hiring list.
