HomeMy WebLinkAbout201.004 - Post Incident Control Procedures Fresno City Fire Department 200 Standard Operating Procedures Manual SECTION 201.004 POST INCIDENT CONTROL PROCEDURES PURPOSE To establish a formal procedure to transfer scene control from the Fresno Fire Department (FFD or Department) to the property owner and/or responsible party on incidents that require continued attention following Department mitigation. APPLICATION This policy applies when any of the following circumstances exist: • Need for a fire watch or security watch. • Need for continued overhaul and extinguishment of the fire scene. • Need for clean-up of material considered to be hazardous to health or the environment. OPERATIONAL POLICY When an incident requires continued attention following Department mitigation, the incident commander (IC) shall issue a Post Incident Action plan to the property owner or responsible party. See Process for the completion of a Post Incident Action Plan. Imminent Structural Collapse Hazard If the battalion chief or IC believes the building may be an imminent structural hazard, immediate Code Enforcement response is necessary. Imminent structural hazards include risk of the total collapse of the building, the risk of partial collapse into the path of pedestrians or vehicular traffic, the risk of partial collapse on to neighboring buildings, or any other imminent threat to life safety or other buildings. This determination to perform the demolition by the least restrictive means necessary will be made by an on scene code enforcement officer. FFD is to use its typical channels to notify Code Enforcement of the need for an immediate response. Fire Dispatch should contact the Call Center who have the after- hours phone numbers of Code Enforcement staff. Effective Date: August 2018 Brad Driscoll, Battalion Chief Current Revision Date: 12/15/2022 Section 201.004 Next Revision (1) Date: 12/15/2025 Page 1 of 6 If a property owner or responsible party is unavailable during post incident operation and complete fire extinguishment or hazard mitigation has not been attained, a fire watch shall be established. The fire watch shall remain in effect until environmental, health, or property hazards are mitigated. An on-duty battalion chief shall determine when to discontinue a fire watch. OPERATIONAL GUIDELINE Incidents that no longer require the services of the Department’s equipment or members may be turned over to the property owner or responsible party. The scene should be evaluated and a determination that an environmental, health, or property hazard does not exist, which exceeds the capabilities of the resources available to the property owner or responsible party. This evaluation should be completed by an on-duty battalion chief or designated company officer. The Department has the authority to contact a private company to board-up and/or fence the property for safety and security reasons. When the property owner is present this responsibility can be placed with them. In cases where the property owner is unavailable or unsure of who to call, the IC may contact dispatch to have a contractor dispatched to the location. For buildings which are not an imminent structural threat, notification to Code Enforcement reporting the fire is made when an NIFRS incident report is completed. This occurs through an automated emailed report. This notification will prompt Code Enforcement to open a case to evaluate the structure and work with property owners to ensure they are making the necessary restorations to their property. Fresno Municipal Codes (FMC), Section 10-617(12), Blighted Vacant Building Ordinance, requires fire damaged residential buildings that are not safe and legal to occupy shall be either demolished or fully repaired within 90 days of the occurrence of the fire. PROCESS Developing a Post Incident Action Plan: Written Incident Action Plans are developed by a battalion chief or designated company officer for the post-incident operations. This plan is reviewed with and signed by the property owner or responsible party to show he/she has been notified by the Fire Department of the required steps he/she needs to take. The minimum information contained in the Incident Action Plan includes: • Goals and objectives for the post incident period. Effective Date: August 2018 Brad Driscoll, Battalion Chief Current Revision Date: 12/15/2022 Section 201.004 Next Revision (1) Date: 12/15/2025 Page 2 of 6 • Responsibilities of the property owner or responsible party. • Frequencies of the cursory follow-up site inspections by the Department. • Maintenance of a competent scene manager and a security watch. • The Post Incident Notice also should be signed by the property owner and/or responsible person to show he/she has been notified by the Department of its requirements After the property of the incident has been turned over to the property owner or responsible party, the following steps are to be taken: • The Incident Action Plan and the Post Incident Notice is to be conveyed to the duty chief at the earliest possible opportunity. • The Communications Center is to be notified of the conditions concerning the Incident Action Plan including instructions to dispatch fire resources following the original incident. You have signed a written “Incident Action Plan (ICS 202),” presented and discussed with you by Fire Department representatives, which provides the necessary post fire incident operations at your property to ensure compliance with California Fire Code (CFC) regulations and to protect the public’s health and safety. To ensure the proper safety steps are taken, you are required to do the following: 1. Maintain a competent Scene Manager* to continuously monitor the property; specifically, the area of the property that the fire incident occurred on and any other area of the property identified by the Fire Department as sensitive. 2. Provide a means to the Scene Manager to immediately access the Fire Department by use of the 9-1-1 system should a fire reoccur at your property or should there be any other reason the site requires emergency response of Fire Department staff and equipment. 3. Provide the necessary resources to meet the requirements of the Incident Action Plan. 4. Complete the objectives in the Incident Action Plan. This Notice and the requirements herein are subject to enforcement under the California Fire Code as adopted in the Fresno Municipal Code, Chapter 10, Article 5. Fire Department Officer Property Owner/Responsible Party Fresno Fire Department *Scene Manager may be the property owner, the responsible party, or an agent, employee, and/or contractor of the property owner and/or responsible party. Fire Watch: One or more apparatus that are staffed with Department members assigned to monitor the incident site to prevent any reigniting or reoccurrence of environmental health or property hazards. Members assigned to a fire watch receive a briefing and a copy of the Incident Action Plan which will contain the objectives of the operational period. 2. Incident Action Plan (Also referred to as ICS 202): Provides goals and objectives for the incident during a specified time period. Includes timelines for cursory follow-up site inspections, requirements, and procedures for Department notification and site safety information. 3. Security Watch: Non-department personnel who are assigned by the scene manager to monitor the site and maintain security. The individuals assigned to a security watch are to be given clear instructions by the property owner and/or responsible party as provided in the Incident Action Plan and the Post Incident Notice of their duties and responsibilities and have the ability and means to immediately contact the Department should the incident necessitate a Fire Department response. Individuals will continuously remain at the location until the hazards are mitigated. 4. Scene Manager: Representative of the property owner or responsible party with responsibility and authority to take necessary action to maintain compliance with the Post Incident Notice requirements and Incident Action Plan objectives. (Scene manager may be the property owner or responsible party). 5. Cursory Inspection: Apparatus staffed with Department members that is detailed to periodically visit the incident site to ensure the Incident Action Plan is being properly executed and remains attainable. The frequencies of cursory inspections will be determined by the on-duty battalion chief.
