PURPOSE
This system is established to provide accurate, pertinent, and user friendly digital
information and maps.
APPLICATION
This system is to be used by the Fresno Fire Department (FFD or Department) GIS
Specialist (Fire GIS) to produce digital information and maps for emergency and
non-emergency operations.
OPERATIONAL POLICY
To keep accurate and pertinent digital information, Fire GIS will maintain various
layers of geographical data. These layers of geographical data will be used to keep
the Mobile Data Terminal (MDT) maps up to date on a bi-weekly basis. They will
also be used to create pre-plans which are stored on the MDT and the “First-In
Response Book” of each unit.
OPERATIONAL GUIDELINE
The above mentioned layers of geographical data may be used to improve firefighter
safety, reduce response times, increase effectiveness of emergency operations,
provide pre-incident planning and training products, and increase efficiency of
technological product development.
PROCESS
When a company officer receives a request from Fire GIS to review hydrant or pre-
plan pages for accuracy, the prescribed turn-around time to complete the review and
return to Fire GIS should be fourteen (14) calendar days.

Company officers may receive other assignments from Fire GIS. In such cases,
they should follow instructions given by Fire GIS.
INFORMATION
Upon discovery of such items as a new fire hydrant or an apartment complex that
needs a pre-plan page created, members should use the email address
FireGIS@fresno.gov to send the information to the Fire GIS Specialist.
DEFINITIONS
1. Geographic Information System (GIS): System designed to capture, store,
manipulate, analyze, manage, and present spatial or geographic data.
2. Fire GIS: The GIS Specialist assigned to the Department.
3. Layers: Represent geographic data in ArcMap, such as a particular theme of
data. Examples of map layers include streams and lakes, terrain, roads,
political boundaries, parcels, building footprints, utility lines, and orthophoto
imagery. Each map layer is used to display and work with a specific GIS
dataset.
4. Mobile Data Terminal (MDT): Laptop style computer on each fire apparatus
which is connected to Computer Aided Dispatch (CAD).
