PURPOSE
To establish the number of trained members that are needed to perform certain
water rescue operations based on Commission on Fire Service Accreditation,
Creating and Evaluating Standards of Cover.
APPLICATION
To identify different types of technical rescue responses, how the Fresno Fire
Department (FFD or Department) responds to these rescues, and the level of skill
the Department responders should possess.

OPERATIONAL GUIDELINE
This policy identifies the critical tasks at typical technical rescue incidents and the
appropriate minimum staffing and training requirements, based on the risk
assessment of these rescue emergencies.

INFORMATION
A summary of common W ater Rescue Team (WRT) event types and their
WRT/Urban Search and Rescue (US&R) staffing requirements are listed below:

CANAL RESCUE
Most common a car in the canal and report of person trapped in a canal. American
Ambulance, STAR rescue team does not provide SCUBA rescue of any kind.
Fresno County Sheriff’s Office does not operate in the City of Fresno (City) limits.
Outside of the City limits, FSO only provides SCUBA dive search and recovery, not
rescue.

RIVER RESCUE
The Department is currently responsible for 14 miles of the San Joaquin River from
Lost Lake throughout the City limits. We also respond to the San Joaquin River from
west of the City, beyond Skaggs Bridge.
