PURPOSE
National Fire Protection Association (NFPA) 1006, Standard for Technical Rescue
Personnel Professional Qualifications identifies the standards for a rescue
professional. The Fresno Fire Department (FFD or Department) has reviewed this
standard in addition to NFPA 1670, Standard on Operations and Training for
Technical Search and Rescue Incidents, which identifies the knowledge, skills, and
abilities needed by a rescue professional. A risk assessment for the Fresno area
has determined threats to the city exist in the following areas: structural collapse,
rope, confined space, vehicle, trench, and excavation rescue.
APPLICATION
All Urban Search and Rescue (US&R) members will participate in a random
assessment of perishable US&R skills selected by the US&R coordinator based on
the required minimum skills list. US&R members receive training in each of these
required skills through the minimum educational classes. Additionally, task book
sign-offs can be utilized to meet the minimum level of skills proficiency. Task books
must be approved by the supervising battalion chief and meet the requirements set
out in NFPA 1006, Standard for Technical Rescue Personnel Professional
Qualifications and NFPA 1670, Standard on Operations and Training for Technical
Search and Rescue Incidents.
All skills must be performed using proper safety procedures and in accordance with
the relevant US&R manuals and references. This section does not include the
required knowledge, which is also subject to qualification review.
