PURPOSE
The Fresno Fire Department (FFD or Department) recognizes that all personnel
including officers and chief officers have limited opportunity to participate in the
management of complex, long-term incidents. The objective of this policy is to make
allowance for members to participate in state or federal Incident Management
Teams (IMT) while communicating Department expectations of those who are
authorized to participate on an IMT.
APPLICATION
This policy provides direction and guidelines to personnel who are authorized to
participate on state or federal IMTs.
OPERATIONAL POLICY
Members shall obtain permission to apply for an IMT through the chain of command
to the fire chief. Members conduct while assigned to an IMT shall be as if they are
on-duty throughout the duration of the incident. In all instances, but not limited to,
stand-by, team rotation, roster, training, and/or deployment of a member will not take
priority over the Department’s organizational progress. The needs of the
Department will come first; as such, a member will turn down any IMT roster/stand-
by, training or deployment request that will not allow them to meet the obligations of
their Department, assignments, projects and/or meeting
commitments/responsibilities.
