HomeMy WebLinkAbout403.008 - Electric Fences Effective Date: June 2008 Leslie Forshey, Supervising Fire Prevention Inspector Current Revision Date: 4/14/2023 Section 403.008 Next Revision (3) Date: 4/14/2026 Page 1 of 2 Fresno City Fire Department 400 Fire Prevention Manual SECTION 403.008 ELECTRIC FENCES PURPOSE The purpose of this policy is to provide direction for the required installation of electric fences within the City of Fresno (City) and, where applicable, contract service areas. APPLICATION This policy applies to the Fresno Fire Department’s (FFD or Department) requirements for the installation of electric fences as noted within the Fresno Municipal Code, (FMC), Section 15-2010, Electric Fences. OPERATIONAL POLICY Permits must be obtained prior to the installation of an electric fence. Fences may not be activated until approval of final inspection of the installation and the following criteria are met: 1. Electric fences are only permitted in non-residential areas and must not encroach into a public right-of-way. 2. Power must not exceed a commercial storage battery of twelve (12) volts. 3. All electric fences must be completely surrounded by a non-electrical fence or wall that is a minimum of five (5) feet in height. An electric fence should not be higher than ten (10) feet. 4. Warning signs should be clearly identified and should read: “Warning Electric Fence” at intervals of not less than 60 feet. 5. The property owner must execute a hold harmless agreement with the City Attorney’s office, to indemnify the City against all claims related to the fencing. An electrical disconnect device secured with a Police/Fire X-1 keyway or other approved means for emergency access by Police and Fire Departments must be provided at the location and approved by the Fire Department. 7. The disconnect device must include an LED pilot light to indicate the status of power to the electric fence. 8. The emergency access disconnect device must be located outside the primary drive gate entrance of the property and must not be obscured in any manner from the street/private driveway access. The details and location of the disconnect device must be approved by the Department. 9. Approved signs stating the identification of such switches/controls in addition to informational instructions as to how to disable the electrical system must be installed to the satisfaction of the Fire Marshal, or designee.
