HomeMy WebLinkAboutResolution - - 2006-523 - 11/28/2006 ��87 P4'�SQA RESOLUTION NO. 2006-523 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO ADOPTING FINDINGS AND DETERMINATIONS AND AMENDING THE CITY TO FRESNO BICYCLE TRANSPORTATION PLAN WHEREAS, on November 19, 2002,by Resolution No. 2002-279, the City Council adopted the 2025 Fresno General Plan which includes policies related to bicycle transportation for the Fresno Metropolitan Area and the planning area currently designated by the Plan as the North Growth Area; and WHEREAS, on December 10, 2003,by Resolution No. 2003-379, the City Council adopted the Bicycle Transportation Plan(BTP) which implements the goals and policies related to the bicycle transportation system that are provided in the 2025 General Plan and its adoption and is in compliance with Section 891.2 of the California Streets and Highways Code; and WHEREAS, the City utilizes the BTP as a source document when applying for funding from the California Department of Transportation's Bicycle Transportation Account in order to further develop the City's bikeway network; and WHEREAS, the City desires to approve the Amendment to the BTP (Amendment) to add additional streets, segments to streets already included in the BTP and trail(s), as follows: • Willow Trail/Sugar Pine Trail- Shepard Avenue, from 0.25 miles West of Willow Avenue to Willow Avenue, Willow Avenue from Shepard Avenue to 0.25 miles South; ■ First Street-Herndon Avenue to Barstow Avenue; Shaw Avenue to Ashlan Avenue; and WHEREAS, this Amendment implements the policies of the 2025 General Plan and complies with the requirements of the State of California Streets and Highways Code related to bicycle transportation plans; and WHEREAS, this Amendment has been environmental assessed pursuant to the BTP Finding of Conformity with the 2025 Fresno General Plan's Master Environmental Impact Report(MEIR)No. 10130; and WHEREAS, this Amendment was prepared with input from and has been reviewed by the Bicycle Working Group, the Fresno County Bicycle Coalition, the Fresno Cycling Club and City of Fresno Bicycle and Pedestrian Advisory Committee; and WHEREAS, on November 28, 2006, the Fresno City Council considered this Amendment to the BTA and received any/all oral testimony and written information regarding this Amendment. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as follows: ,4dopud � 1 r k� 7h 1. The above recitals are adopted and incorporated herein at true and correct. 2. The Council finds that there is no substantial evidence in the record that this BTP Amendment may have a significant effect on the environment. 3. The Council finds that this BTP Amendment implements the goals and policies related to the bicycle transportation system that are provided in the 2025 Fresno General Plan and its adoption is, thus within the best interest of the City of Fresno and is in compliance with Section 891.2 of the California Streets and Highways Code. 4.
