SECTION 403.002A EVA REMOVABLE BOLLARDS AND SWING BARRIERS
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or
Department) requirements regarding removable bollards and/or swing barriers in lieu
of conventional access gates across emergency vehicle access (EVA) points.
APPLICATION
This policy applies to all sites, buildings, locations and properties within the City of
Fresno (COF) and contract service areas.
OPERATIONAL POLICY
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, and after careful deliberation, the Department has determined
the following:
1. All EVAs must be reviewed and approved by FFD prior to construction. EVA’s
shall be constructed in accordance with the latest adopted edition of COF
Public Works Standard P-67, Fire Access Lane Across Parkway. The use of a
wedged or rolled curb for a drive approach for an EVA will not be permitted.
2. All EVA removable bollard and swing gate installations must be reviewed and
approved by FFD prior to construction. Where approved by FFD, removable
bollard installations shall be in accordance with the latest adopted edition of
COF Public Works Standard P-61, Trail Street Intersection Typical Plan. All
bollards across an EVA shall be FFD approved and removable.
3. At least three (3) bollards shall be provided and shall be spaced five (5’) feet
apart as measured from a bollard placed in the middle of the twenty (20’) foot
EVA. Where the EVA is wider than twenty (20’) feet, additional bollards may
be required.
4. Individual bollards shall not exceed forty (40) pounds in total weight.

Swing barriers shall be in accordance with the following design specifications:
1. The barrier shall consist of two (2) ten-foot (10’) swing sections of steel
construction secured in the middle with a retractable post.
2. Barricade halves or sections shall be constructed in accordance with the latest
adopted version of Public Works Standard P-99, Access Ramp Gate, except
that welded tabs shall be installed to facilitate securing the opening.
The following requirements are applicable to both bollard and swing barrier
installations:
1. The applicant shall install FFD approved Fire X-1 padlocks for each individual
removable bollard, or the retractable center post of a swing barrier.
2. The applicant shall install approved reflective markings that clearly identify the
presence of bollards to pedestrians and approaching vehicles.
3. Parking restriction signs are required as noted in Fire Prevention Manual,
§403.005, Requirements for Marking Fire Lanes on Private Property.

INFORMATION
No removable bollards or swing barriers shall be installed without first obtaining FFD
approval and all applicable permits.
Removable bollards and swing barriers must be clearly shown on all submitted
construction documents, including entitlement documents. All street construction –
construction drawings submitted for review and approval must include all applicable
references and details of the installation requirements listed above.
