A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, APPROVING
PARTICIPATION ASA ENT OF PIENS IN A S297,0G) GRANT FROM THE
CALIFORNIA DEPARTMENT HI TRANSPORTATION F FRESNO
TO THE
COUNTY OF FRESNO, IN WHICH THE COUNCIL OF FRESNO COUNTY
GOVERNMENTS AND THE FIG GARDEN HOMEOWNERS ASSOCIATION
ARE ADDITIONAL SUBRECIPIENTS, AND EXECUTION OF DOCUMENTS
PROJECTOLD FIG GARDEN COMMUNITY TRANSPORTATION
AND LAND USE PLAN
WHEREAS, the California Department of Transportation (hereinafter
CALTRANS) provides Community Based Transportation Planning Grants; and
WHEREAS, CALTRANS' regulations establish that the eligible applicants
and subrecipients for Nese grants may be cities and counties and that
community based organizations may only apply as a sub-recipient and
WHEREAS, in collaboration with Fresno County, the Council of Fresno
County Governments and the Fig Garden Homeowners' Association, the City of
Fresno Is a named subrecipient in Fresno County's CALTRANS Community-
Based Transportation Planning Grant Application for FY 2010-11; and
WHERAS, the "Old Fig Garden Community Transportation and Land Use
Plan" (hereinafter PROJECT) will culminate in a land use and trensportation plan
that promotes appropriate transitions between Ne rural County enclave of Fig
Garden with adjacent city and state transportation comdors and will address
traffic calming, bike and walking trails, context sensitive development, and
provide Alternative Public Improvement Standards for streets within the project
area: and
WHEREAS, the project area includes both the County Island of Old Fig as
well as City neighborhoods within Distinct 7 and Distinct i, including pockets of
poverty with environmental justice issues; and
WHEREAS, on March 16, 2011 CALTRANS awarded an FY 2010-11 grant of
$297,000 to Fresno County for the "Old Fig Garden Community Transportation
and Land Use Plan"; and
WHEREAS, the Fresno County Public Works and Planning Department as
lead applicant will serve as the fiscal agent for the PROJECT, and the City of
Fresno will serve as a Project subrecipient to provide Project Management and

WHEREAS, the Fresno City Council desires to. certify, by resolution its
approval of the Program application to CALTRANS and its authorization for
execution of the Program documents; and
WHEREAS, the City of Fresno will enter into a Program subrecipient
agreement with the County of Fresno, the Council of Fresno County
Governments, the Fig Garden Homeowners' Association and CALTRANS for the
execution of the PROJECT.
NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF FRESNO HEREBY:
1. Approves the participation of the City of Fresno as a Program sub-
recipieM, with the County of Fresno as applicant and the Council of Fresno
County Governments and the Fig Garden HomeownersAssociation as
additional sub -recipients, for the $330,000 project (including the $297,000
CALTRANS grant) consistent with constitutional and local law retulrements,
annually allocated and available City funds, and this resolution; and
2 Appoints and authorizes the City of Fresno Development and
Resource Management Director and his designes(s), and each of them as
agent(s) of the City of Fresno, to execute all agreements, subrecipient
agreements, amendments, memoranda of understanding, payment requests and
so on, which may be necessary for paNcipatlon in and completion of the Project
as a subrecipient and to accept any grant proceeds, including any extensions or
amendments thereof, subject to prior approval as to form by the City Attorney's
Office.
