APPLICATION This policy is to be used by all Fresno Fire Department (FFD or Department) members who are operating in both operational and training environments. OPERATIONAL POLICY Employees are required to know, understand, and adhere to safety rules that apply to the work he/she performs. All employees must comply with safety guidelines, willful disregard of these safety rules or other pertinent safety rules, regulations, or guidelines may result in disciplinary action. Employment with the Department constitutes knowledge and acceptance of the safety guidelines found within Firefighter Trainee Manual, Section 502.002, Fire Station Safety Rules, Section 502.003, Apparatus Safety, Section 502.004, Tool and Equipment Safety, Section 502.005, Personal Safety Equipment, Section 502.006, Physical Fitness – Lifting, Section 502.007 Smoking, Intoxicants, and Drugs, Section 502.008, Emergency Scene Safety, Section 502.009, Hearing Protection, Section 502.010, Passport Accountability System. These safety rules shall serve as guidelines for personnel safety. In no instance shall an employee carry out a procedure believed to be unsafe or, which may endanger the wellbeing of themselves, other City employees, or members of the public. Employees shall not engage in scuffling, “horseplay”, or influence others to take unnecessary risks. Any such actions are subject to the employee(s) involved to disciplinary action. OPERATIONAL GUIDELINE It is the responsibility of every supervisor to ensure employees under their supervision have been instructed and advised concerning the safety rules and all local, state, and Effective Date: April 2015 Manuel Graves, Civilian Training Officer Current Revision Date: 12/11/2023 Section 502.001 Next Revision (1) Date: 12/11/2025 Page 2 of 3 federal rules, regulations, and guidelines which may apply to the work being performed. PROCESS Employees acting in a supervisory capacity are to assure employees working under their supervision comply with all applicable safety instructions and safe practices. Safety devices, tools, or equipment the employee finds unsafe is not to be used and followed up by a report to the superior officer. Supplementary Information: Additional instructions and information relating to safe performance of work are found in information bulletins, special notices, training, new or revised policies or procedures, and/or rules and regulations which can be used to supplement basic accident prevention rules. Governmental Safety Standards: Employees, in performance of their work, are subject to the regulations of various governmental agencies including federal, state, county, and city. Supervisors, or the employee in charge, are tasked with ensuring all applicable regulations are complied with while on duty. Care in the Performance of Duties: Each employee is to use reasonable care in the performance of their duties and act in such a manner as to ensure maximum safety to themselves, other employees, and the public.
