Alcorn, Fire Chief Current Revision Date: 12/18/2023 Section 109.004 Next Revision (1) Date: 12/18/2026 Page 1 of 5 Fresno City Fire Department 100 Administrative Manual SECTION 109.004 FIRE DEPUTY CHIEFS FIRE DEPUTY CHIEFS Section 1 Under the direction of the Fire Chief, there will be a deputy chief in command of the Operations Division, a deputy chief in command of the Prevention and Support Services Division, and a deputy chief in command of the Training Division. Section 2 Will be assigned, detailed, or transferred to such positions and perform such duties, as may be approved by the Fire Chief, subject to and in such manner as provided by the Charter and Ordinances of the City of Fresno. Section 3 Shall rank in authority in accordance with their classification; and, in the absence of a superior officer, shall be required to perform the duties and exercise the authority incidental to the office. Section 4 Shall see all federal, state, and local laws; local ordinances, Standard Operating Procedures; Administrative Manual policies and practices; orders; or directions for the government of the Department are promptly and implicitly enforced and all violations that are brought to their knowledge are promptly investigated and reported. Section 5 Shall direct and coordinate the application of established policy, Standard Operating Procedures, Administrative Manual policies and practices; and is to confer with their fellow chief officers, coordinating their duties for the purpose of uniform government of the various divisions and fire stations throughout the Department. FIRE DEPUTY CHIEF OF THE OPERATONS DIVISION Section 1 Under the direction of the Fire chief, shall be the deputy chief in command in the Operations Division. Section 2 Is required to assume responsible control of the Department in the absence of the Fire Chief and perform the duties and exercise the authority pertaining to the position. Section 3 Will be just, dignified, and firm in all dealings with subordinates and will ensure that good order and proper discipline are maintained among the members of the Department. Section 4 Shall hold the officers and members under his/her command strictly responsible and accountable for the prompt and complete discharge of their duties and for the condition of all personnel, fire stations, apparatus, and equipment. Shall be responsible for the inspection and maintenance of all Department personnel, fire stations, equipment, and apparatus. Section 5 Shall perform such duties as directed. Section 6 Shall not unnecessarily jeopardize the lives and health of members under his/her command. Effective Date: October 2007 Billy P. FIRE DEPUTY CHIEF OF THE PREVENTION AND SUPPORT SERVICES DIVISION Section 1 Shall under the direction of the Fire Chief serve as the City’s Fire Marshal and shall administer the Prevention and Support Services Division. Section 2 Is required to assume responsible control of the Department in the absence of the Fire Chief and perform the duties and exercise the authority pertaining to the position. Section 3 Will be just, dignified, and firm in all dealings with subordinates and will ensure that good order and perform discipline are maintained among the members of the Department. Section 4 Shall hold the officers, supervisors, and members under his/her command strictly responsible and accountable for the prompt and complete discharge of their duties and for the efficient operation of their division or section. Section 5 Shall perform such duties as directed. Section 6 Shall not unnecessarily jeopardize the lives and health of members under his/her command. Effective Date: October 2007 Billy P. Section 8 Shall be responsible for the enforcement of all state laws and City codes and ordinances pertaining to the Department and the Prevention and Support Services Division. FIRE DEPUTY CHIEF OF THE TRAINING DIVISION Section 1 Under the direction of the Fire Chief, shall be the deputy chief in command of the Training Division. Section 2 Is required to assume responsible control of the Department in the absence of the Fire Chief and perform the duties and exercise the authority pertaining to the position. Section 3 Will be just, dignified, and firm in all dealings with subordinates and will ensure that good order and perform discipline are maintained among the members of the Department. Section 4 Shall hold the officers, supervisors, and members under his/her command strictly responsible and accountable for the prompt and complete discharge of their duties and for the efficient operation of their division or section. Shall be responsible for the training of all sworn personnel, and the inspection and maintenance of all Department apparatus and equipment. Effective Date: October 2007 Billy P.
