HomeMy WebLinkAboutResolution - - 1993-143 - 5/11/1993 RESOLUTION NO. 93-143 A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO, CALIFORNIA, RELATING TO ESTABLISHMENT OF POLICY FOR APPOINTMENT OF COUNCILMEMBERS TO THE POSITIONS OF MAYOR PRO TEMPORE AND OF CITY REPRESENTATIVES TO THE FRESNO COUNTY TRANSPORTATION AUTHORITY AND REPEALING RESOLUTION NO. 90-110 WHEREAS, the Charter of the City of Fresno vests Council with the authority to elect one of its members to act as Mayor Pro Tempore; and WHEREAS, Public Utilities Code Section 142051 vests Council with the authority to select the Mayor and one Councilmember to sit on the Fresno County rn Transportation Authority (FCTA); and 0 WHEREAS, Resolution No. 90-110 of the City of Fresno establishes the City policy and criteria for appointment of Councilmembers to the positions of Mayor Pro Tempore and City of Fresno members of the FCTA; and Q WHEREAS, Council has determined to amend the policy and criteria set forth in Resolution No. 90-110. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Fresno: rn Section 1 . Resolution No. 90-110 is hereby repealed. 0 z Section 2. The position of Mayor Pro Tempore shall be filled according to ° the following criteria: H a. The position shall be filled on an annual basis; m b. The appointment shall be made the second Tuesday in May; rr1 c. Councilmembers shall be eligible on and after the first anniversary of their having been sworn in to serve on the Council; and d. Councilmembers shall not be required to serve as Mayor Pro a Tempore. iSja 1 3 y3 _pan EFFECTIVE ®-- -� 93 - /413 1�a • Section 3. The City of Fresno members to the Fresno County Transportation Authority shall be filled according to the following criteria: a. Pursuant to state law, the Mayor shall be a permanent member of the Authority; b. Pursuant to state law, the term of service for other members of the Authority shall be two years; c. Upon the expiration of a two year term on the Authority, Council shall make an appointment from its members to fill a new two year term; d. If the City of Fresno Councilmember ceases to be an elected official, that member shall cease to be a member of the Authority, and the Council shall appoint another Councilmember for the remainder of the two year term; and e. Councilmembers shall not be required to serve on the Fresno County Transportation Authority. Section 4. The following criteria shall relate to filling the positions of Mayor Pro Tempore and Fresno County Transportation Authority Member: a. There will be no restriction on the number of terms a Councilmember may serve; b. A Councilmember may hold both appointments simultaneously; c. Council committee assignments and appointments can, by Council vote, be subject to the policy set forth in this resolution; and d.
