RESOLUTION NO. 93-11
A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, CALIFORNIA, ESTABLISHING AND MODIFYING
FEES IN THE DEVELOPMENT DEPARTMENT RELATING TO
AMENDMENTS OF THE MASTER FEE SCHEDULE
WHEREAS, the fees and charges listed in the current Master Fee
Schedule as Development Department fees in Sections 1, 7, 8, 9 ,
10, 11, and 12 are presently below the estimated reasonable costs
to provide the services for which they are being charged; and
WHEREAS, the proposed increase in the fees and charges in the
amount of ten percent (10%) will cause such fees and charges to
more accurately reflect the estimated reasonable costs of
providing the services for which such fees are being charged
without exceeding such costs; and
WHEREAS, there are a number of services that are being
provided for which no fee is presently being charged; and
WHEREAS, it is necessary to establish fees in order to recover
the cost of providing such services; and '
WHEREAS, pursuant to California Government Code Sections 66016
and 66018 the Council published and mailed notice of and conducted
public hearings to discuss the proposed fees and charges; and
WHEREAS, the City' s Development Department made data available
to the public indicating the amount of the estimated reasonable
cost required to provide the service for which the fee or charge
is levied and revenue sources anticipated to provide the service
and said data was contained in an analysis provided in the open
public file available as noticed;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FRESNO:
1. All steps necessary to implement the fees and charges in
accordance with California Government Code Sections 66016 and
66018 have been taken.
2 . Each development fee proposed to be increased or
established by this resolution constitutes the estimated
reasonable cost of providing the service to each person or project
upon whom or upon which it is to be imposed.
3 . The Council finds that the fees and charges approximate,
but do not exceed, the estimated reasonable cost of providing the
service for which the fee or charge is levied or imposed.
4 . Each of the Development Department fees and charges listed
in Sections 1, 7, 8, 9 , 10, 11, and 12 of the current Master Fee
Schedule are hereby increased in the amount of ten percent (10%)
over the current charge for such fees or charges .
5 . Staff shall study the fees proposed to be established by
July 1, 1993 , for the services and in the amounts listed in the
attached Exhibit C which is incorporated herein as though fully
set forth.
6 . Each of the abovementioned fees and charges in Section 4
above shall become effective 60 days after the adoption of this
resolution.

7 . A Master Fee Schedule Resolution amendment shall be
prepared to reflect the increase in fees and charges consistent
with this resolution. Such amendment shall be submitted to the
Council for approval . Such fees and charges are effective as
provided in this resolution notwithstanding the date of Council
approval of such Master Fee Schedule Resolution amendment .
