PURPOSE
This policy establishes a comprehensive staging policy to be used on multiple unit
alarms.
APPLICATION
To be utilized in multiple unit alarms. For High Rise incidents see Standard Operating
Procedures, Section 202.004b, High Rise Operating Procedures.
OPERATIONAL POLICY
The first arriving unit will respond to the scene.
OPERATIONAL GUIDELINE
1. Single Alarm Response:
a. Stage outside of the hazard zone in the direction of travel.
Unless given an assignment enroute, each subsequent unit should:
o Stage outside of the hazard zone in the direction of travel,
providing a maximum of possible tactical options with regard to
access, direction of travel, water supply, etc.
o Upon arrival, units should report designator and arrival to incident
commander (IC). Companies should stay off the air until orders
are received by command. If no orders are given after a
reasonable amount of time, the company officer may contact
command and advise of status.

2. Multiple Alarm Response:
a. A specific staging location should be identified by the IC on multiple
alarm incidents.
A staging manager should be designated by the IC.
Staging area should be located away from command post and
emergency scene.
Staging officer’s roles and responsibilities may include:
o Reports to command.
o Maintains unit log.
o Fills requests for personnel and provide DATE:
Direction
Assignment
Tac Channel
Equipment needed
o Maintains adequate number of resources in staging.
