SECTION 316.023 INSPECTION FOR A SELF-CONTAINED
BREATHING APPARATUS (SCBA)
PURPOSE
Proper inspection and operational checks are necessary to verify the Self-Contained
Breathing Apparatus (SCBA) is ready for use or to identify any areas of maintenance
or repair.
APPLICATION
Individual performance evolutions (IPE’s) are used to document skill level
performance.
OPERATIONAL POLICY

OPERATIONAL GUIDELINE
Active members are to perform the IPE without any failures in task steps within the
time allotted.
PROCESS
1. Equipment Needed:
Personal protective equipment as required and SCBA.
2. Task:
Inspect an SCBA.

3. Performance Outcome:
The candidate is to inspect an SCBA, noting any wear and/or
damage, ensure cylinder pressure is within Fresno Fire Department
(FFD or Department) standards or replaced, check low air alarm for
activation, open bypass value to ensure operation, check pass
device for operations, and place the unit back into service.
4. Candidate Directive:
“Inspect and prepare the SCBA for reuse, demonstrate and
verbalize all checks.”
5. Critical Errors:
If the candidate performs any of the following errors, the evolution
is terminated, and the candidate fails the current test attempt.
• Perform an unsafe act, which could result in injury to himself/
herself or the public.
• Perform an act which did or could have damaged equipment.

1. Prepare the SCBA for inspection.
2.
Identify all components of the SCBA are present: harness
assembly, cylinder, face piece, and control module/PASS
device.
3. Check the air cylinder pressure and replace the cylinder if
it is less than 4000 psi.
4. Inspect all components of the SCBA for damage. If any
damage is found, report it to the evaluator.
5.
Open the cylinder valve slowly; verify the operation of the
low air pressure alarm, if the low air alarm does not
activate, repeat the steps, or place the unit out of service.
When activated, the pass and buddy lights should
illuminate green. SCBA will perform a system check.
Green check is good. Red “X” indicates a system error
and the SCBA should not be used and placed out of
service.

Once activated, battery status can be checked by
pressing a green button. Low battery will be indicated by
two yellow bars. Replace the battery if at two yellow bars
or less.
7. Make sure the readings on graphical display and analog
gauge are consistent with cylinder pressure within 225 psi.

Check Operation of the control module/PASS device.
• Wait 20 seconds for the PASS alarm to activate in
pre-alert mode. Once the PASS reaches full-alert
mode, deactivate the alarm by double-tapping a
green button.
• Manually check the full-alert mode by pressing
and holding the red button in the center of the
PASS. Deactivate the alarm by double-tapping a
green button.
• Check operation of ITIC (Hold a green button for 3
seconds to activate. Move the camera around to
check for proper refresh-rate. Hold a green button
for three seconds to return to the main screen.)
9. Check the bypass operation.

Check the condition of the face piece for cracks and
missing or broken straps and ensure cleanliness.
11. Don the face piece and check for proper seal.
12.
Inspect the regulator for damage; check the regulator
operation by connecting to the face piece and breathing.
Confirm positive pressure by breaking the seal.
• Check operation of speaker module
13.
Check all the gauges and/or indicators (i.e., heads-up
display) are providing similar pressure readings. If HUD is
not illuminated, then pressing green button will activate
indicators.
14.
Close the cylinder valve and drain all air from the system
(manufacturers’ instructions). Note that low air alarm
activates when regulator gauge reads near 1575 psi.
Continue to drain air and note low air alarm sounding until
200 psi.
15. Prepare the SCBA for reuse.
