SECTION 402.002 USE OF CANDLE, OPEN-FLAME DEVICES, DECORATIVE
LIGHTING OR INCENSE BURNERS IN CITY BUILDINGS
PURPOSE
The purpose of this policy is to clarify the safe use of candles, open flame devices,
decorative lighting or incense burners in city-owned and leased buildings in an effort
to reduce the potential for personal injury and property loss.
APPLICATION
This policy applies to anyone wanting to use candles, open flame devices, decorative
lighting or incense burners in city-owned and leased buildings.
OPERATIONAL POLICY
The burning of candles, lanterns, oil lamps, other open-flame devices, decorative
lighting or incense burners is prohibited in all city-owned and leased buildings, except
as follows:
1. When approved by the Fire Marshal or designee for a special event or theatrical
performance, subject to the following:
a. When candles or decorative open-flame devices or lighting are used in
accordance with the California Fire Code (CFC), Chapter 3.
b. When flaming foods or beverages are prepared in accordance with the
CFC, Chapter 3.
c. When liquid or solid-fueled warming devices are used to heat food or
beverages in accordance with the CFC, Chapter 3.
