RESOLUTION NO. 97-39
RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO
SUPPORTING MUTUAL COOPERATION WITH THE
COUNTY OF FRESNO REGARDING THE
EL MORN CORRECTIONAL FACILITY
WHEREAS, On Tuesday,February 4, 1997, Fresno County Board of Supervisors came
together as a team to deal with the problem of juvenile justice; and
WHEREAS, The Caruthers branch jail will now be known as the Elkhorn Correctional Facility,
and
WHEREAS, March 1, 1997, was targeted by the Board of Supervisors as the opening of a
juvenile day-report-in center that will supervise up to 45 post adjudicated juveniles
and teens, and
WHEREAS, the juvenile day-report-in program will be the first phase in the plan to reopen the
new Elkhorn Correctional Facility; and
WHEREAS, the Fresno County Superintendent of Schools will join in a partnership'with the
county to provide teachers and classroom furniture for the facility; and
WHEREAS, Boot camp startup costs are estimated at $2.71 million dollars to $3.22 million
dollars, with on-going operational costs for the facility estimated at approximately
$2.15 million dollars per year; and
WHEREAS, the Board of Supervisors has authorized its staff to develop construction and
program plans to open a 125-bed boot camp, and
WHEREAS, the Fresno City Council supports a joint city/county effort in reducing crime
from the streets of our communities.
NOW,THEREFORE, BE IT RESOLVED that the Fresno City Council, in the spirit of
intergovernmental cooperation, and with the interest of all Fresno City residents for a safer
community in mind, hereby supports the Board of Supervisors action.
