A RESOLUTION OF THE COUNCIL OF THE CITY OF
FRESNO, CALIFORNIA,AUTHORIZING THE PURCHASE OF
AVIATION GASOLINE WITHOUT ADVERTISED
COMPETITIVE BIDDING
WHEREAS,the City of Fresno, Fresno Police Department Helicopter Program requires
aviation gasoline to undertake police air support operations; and,
WHEREAS, monies have been previously allocated for helicopter operating costs; and,
WHEREAS;the availability of aviation fuel at the Skywatch base of operations will
provide the Skywatch program with enhanced operational capabilities in terms of mission
duration, and elimination of flight time and operating expenses associated with flights to more
distant fueling sources; and,
WHEREAS, it has been determined that Wofford Flying Service is the sole source of
fuel sales at the site of the Skywatch base of operations.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno,
California,that:
1. The Council has received and considered the report of the City Manager;
2. Advertised competitive bidding for the purchase of Aviation Gasoline is hereby
suspended under the Sole Source Exception;
3. The Purchasing Manager is authorized to enter into a contract for the purchase of
Aviation Gasoline from Wofford Flying Service of Fresno, California;
4. The cost of said contract shall not exceed the amount of budgeted funds
appropriated for this system; and,
5. Such contract is deemed to be of necessity to provide the Fresno Police
Department with the capability to conduct Skywatch air support missions to
enhance the safety of the community and its citizens.
